Majoritarianism on March in Israel

UN High Commissioner for Human Rights Volker Turkhas raised a range of concerns, which may pose a serious risk to the effectiveness of the judiciary to defend the rule of law, human rights, and judicial independence, writes Asad Mirza

The Israeli Parliament has given initial approval to several pieces of legislation, including a Bill protecting the prime minister from being declared unfit for office, or incapacitated, and another to allow settlements in the northern West Bank.

Israel’s Parliament, The Knesset, on March 14 advanced a Parliamentary Bill that would let lawmakers pass laws that the Supreme Court cannot overturn — a key piece of legislation in Benjamin Netanyahu government and his allies’ proposed judicial overhaul that has divided the country.

The new Bill aimed at weakening the Supreme Court passed first reading, alongside a Bill that would protect the PM from removal, and another that would allow more settlements in northern Israel. These laws have been passed despite months of protests against the first law.

The Knesset worked till the early hours of March 14 morning to pass the first reading of the Bill, which has been one of the main priorities of Prime Minister Benjamin Netanyahu and his governing coalition of far-right and ultra-Orthodox religious parties.

Controversial Bills

Earlier, on Monday night, in another win for Netanyahu, the Parliament also advanced a Bill that would make it harder to remove the prime minister over the corruption charges that still hang over him.

The Bill would allow the Parliament to declare a prime minister unfit to rule only due to physical or mental reasons and would replace a current law that allows the court or the Parliament to remove a leader under other circumstances.

The new Bill would require approval by three-quarters of the government, and could be overridden by the prime minister.

The proposed change to the rules overseeing the removal of a prime minister is of personal importance to Netanyahu, who returned to power late last year after Israel’s fifth election in less than four years.

He is on trial on charges of fraud, breach of trust and accepting bribes, and denies the allegations. The proceedings have dragged on for nearly three years.

Another Bill that passed the first reading would allow more settlements in the northern occupied West Bank, which would lead to the legalisation of settlement outposts considered illegal even under Israeli law.

The vote comes only weeks after Israeli settlers rampaged through a Palestinian town last month, killing one man and setting fire to dozens of homes and cars. Settlements in the occupied West Bank and East Jerusalem are already considered illegal under international law.

Palestinian citizens of Israel, who make up some 20 per cent of the population, have been largely absent from the protests, in part because they suffer from discrimination in Israel and because of Israel’s treatment of Palestinians in the occupied West Bank and blockaded Gaza Strip.

Israelis have killed at least 70 Palestinians this year under Israel’s new government, many of them during Israeli military raids.It brings up the total of Palestinians killed in the occupied West Bank over the past year to more than 220.

Criticism of the Bills

The steps were the latest in a series of moves by Netanyahu’s coalition to overhaul Israel’s legal system. The prime minister and his allies say the effort is aimed at reigning in an activist court. Critics say the drive would upend the country’s democratic checks and balances, defang the Supreme Court, and concentrate power in the hands of Netanyahu and his parliamentary majority.

Speaking to members of his Likud party on Monday, Netanyahu lashed out at the Israeli media, saying they are broadcasting a “never-ending tsunami of fake news” against him. He reiterated his claim that the legal changes will strengthen Israeli democracy. We can find echoes of these sentiments elsewhere, too.

Netanyahu and his ultranationalist and religious coalition allies have pledged to plough ahead with the legal changes despite demonstrations by tens of thousands of Israeli protesters over the past two months.

Business leaders, legal experts and retired military leaders have joined the protests against the judicial overhaul, and Israeli reservists have threatened to stop reporting for duty if the overhaul passes.

Opposition lawmaker OrnaBarbivai said the bill was “a disgrace, which says the prime minister is above the law”.

Natan Sachs, Director, Centre for Middle East Policy at the Brookings Institute described this legislation as the most far-reaching revolution ever in the state’s constitutional makeup. According to him this proposal would all but abolish the role of the Supreme Court as the sole check on executive and legislative power in Israel. In short, he says, in Netanyahu’s new Israel, the slimmest of majorities could decide anything, and it is pure, unbridled majoritarianism.

He described these as changes going to the heart of a country’s long-standing constitutional structure.

The Israeli Opposition too is up in arms against the Bills, opposition leader YairLapid said that “we are fighting for our children’s future, for our country’s future. We don’t intend to give up”. Leaders in the booming tech sector have warned that weakening the judiciary could drive away investors.

The overhaul has also prompted otherwise indifferent former security chiefs to speak out, and even warn of civil war. The plan has even sparked rare warnings from the US, Israel’s chief international ally.

US Ambassador Tom Nidesat a podcast said that Israel should “pump the brakes” on the legislation and seek a consensus on reform that would protect Israel’s democratic institutions.

As the critics both with and outside Israel say, these steps are in rune with the majoritarian policies of the ultra-right wing political elements in Israel and apart from providing a recluse to the prime minister from corruption cases they are also aimed at denying the right of self-determination to the Palestinians in the occupied territories.

Israeli PM calls comments to erase village ‘inappropriate’

Israeli Prime Minister Benjamin Netanyahu has acknowledged a senior cabinet minister’s call to “erase” a Palestinian village as “inappropriate,” after the US had urged the Prime Minister to reject it.

In his Twitter post on Sunday, Netanyahu stopped short of outright condemnation of Finance Minister Bezalel Smotrich, but said the minister “misspoke” and thanked him for admitting “his choice of words” was “inappropriate”.

Most of his tweet, however, focused on calling on the international community to further condemn Palestinian attacks against Israelis, Xinhua news agency reported.

The village of Hawara in the occupied West Bank was rampaged by hundreds of Israeli settlers last Sunday, who torched dozens of homes, cars and shops and killed livestock animals. A Palestinian man was shot dead, apparently by an Israeli soldier, during the attack.

The attack came hours after two Israeli brothers from a nearby settlement were killed in a shooting attack outside Hawara.

Smotrich, the ultra-nationalist leader of the pro-settler Religious Zionist Party, said during a conference on Wednesday that Hawara “must be erased. I think the State of Israel needs to do, not the settlers”.

He later told Channel 12 news TV that this was “not the right choice of words,” attributing the remarks to “a slip of the tongue in a torrent of emotion”.

It was Netanyahu’s first official comment on Smotrich’s controversial remark which had sparked an international outcry, including condemnations by the UN and several Arab countries such as Saudi Arabia and Egypt.

In a statement, US State Department spokesperson Ned Price described the remark as “repugnant” and “irresponsible,” urging Netanyahu to “publicly and clearly reject” it.

Jordan urges calm

 King Abdullah II of Jordan has underlined the need to de-escalate and restore calm in the Palestinian territories, as well as cease any unilateral measures that undermine stability and peace prospects.

He made the remarks on Sunday at a meeting in Amman with US Secretary of Defence Lloyd Austin.

During the meeting, the king urged stepping up efforts to create a political horizon that would pave the way towards relaunching Palestinian-Israeli negotiations, to reach just and comprehensive peace on the basis of the two-state solution, according to a statement by the Royal Hashemite Court.

The king stressed the importance of establishing an independent, sovereign and viable Palestinian state on the June 4, 1967, lines, with East Jerusalem as its capital, Xinhua news agency reported.

Discussions also covered the latest regional developments, efforts to reach political solutions to crises in the region, and regional and international efforts to counter terrorism within a holistic approach.

Palestinian Prime Minister Mohammed Ishtaye has condemned an Israeli committee’s vote to advance a death penalty law for Palestinians carrying out deadly attacks against citizens of the Jewish state.

“This law is fascist and criminal and will not discourage us from continuing to demand our right, freedom, and dignity to live in an independent, sovereign, contiguous, viable state with Jerusalem as its capital,” Ishtaye said at a weekly meeting of the Palestinian Authority cabinet.

Israel’s ministerial committee for legislation has voted to advance the bill which has been approved by National Security Minister Itamar Ben-Gvir’s far-right Otzma Yehudit party, for a preliminary reading in the Knesset, or Parliament.

This was despite the attorney general’s opposition and Prime Minister Benjamin Netanyahu’s Likud party was allegedly seeking to delay it.

In Gaza, the Islamic Resistance Movement (Hamas) warned against the danger of what it called “the racist law”.

According to official Palestinian statistics, Israel detains about 4,780 Palestinians in 23 prisons, including dozens who have served more than 20 years.

First Israeli flight enters Saudi-Omani airspace

The new route would shorten flights to some Asian destinations by about two hours…reports Asian Lite News

Israel’s national air carrier El Al began operating a new time-saving route via the airspace of Oman and Saudi Arabia, the company has said.

El Al Flight 083 departed from Tel Aviv’s Ben Gurion Airport on Sunday evening bound for Bangkok, marking the first Israeli commercial flight using the new corridor, Xinhua news agency reported.

The flight is expected to take around eight hours to reach Thailand’s capital. The new route would shorten flights to some Asian destinations by about two hours, according to a statement released by the company.

The new route comes after Oman announced last week opening its airspace to Israel, following a similar move announced by Saudi Arabia in July 2022.

Israel does not have official ties with either Oman or Saudi Arabia.

Ahead of the Muslim holy month of Ramadan, there is concern that tensions will rise further in Gaza…reports Asian Lite News

Israeli Defense Minister Yoav Galant spoke to US Secretary of Defense Lloyd Austin by phone over a series of regional issues, according to a statement by the Israeli Defense Ministry.

The phone conversation on late Friday “focused on security developments in the Middle East”, including the latest developments in the Israeli-Palestinian conflict and Iran’s nuclear programme, Xinhua news agency reported, citing the statement.

Earlier this week, Israeli forces killed 11 Palestinians in a military raid on the West Bank city of Nablus, aggravating the already high tensions between Israelis and Palestinians.

Ahead of the Muslim holy month of Ramadan, which will begin in late March, there is concern that tensions will rise further, as the Israeli military has been conducting almost daily raids in the West Bank in an alleged attempt to arrest suspects in deadly Palestinian attacks.

The two officials “discussed ways to ensure stability in the region during the upcoming holiday period” while “Gallant stressed the importance of maintaining a decisive position against terrorism” in the West Bank.

Commenting on Iran’s nuclear program, the Israeli minister “expressed his concern regarding Iran’s continued nuclear enrichment and emphasized the importance of preventing a nuclear Iran,” according to the statement.

The Western media recently reported that uranium enriched to 84 percent purity was detected in Iran, which has been rejected by Tehran as a “distortion of the facts.”

High-level meetings to accelerate I2U2 engagements

A high-level meeting was held in Abu Dhabi to accelerate bilateral economic cooperation and engagements under the India, Israel, US and UAE grouping (I2U2).

I2U2’s aim is to discuss common areas of mutual interest, to strengthen the economic partnership in trade and investment in our respective regions and beyond.

Six areas of cooperation have been identified by the countries mutually, and the aim is to encourage joint investments in water, energy, transportation, space, health, and food security.

With the help of private sector capital and expertise, the countries will look to modernise infrastructure, explore low-carbon development avenues for industries, improve public health, and promote the development of critical emerging and green technologies.

Earlier, India joined a global platform launched by the US and the UAE with an aim to accelerate investment and support for climate-smart agriculture and food systems innovation, said the US State Department statement.

The Agriculture Innovation Mission for Climate was launched by the two nations in November 2021.

Joint Secretary of the Ministry of External Affairs Dammu Ravi signed a letter expressing the Indian intention to join the AIM4C on the margins of the I2U2 – Israel, India, the United States and the United Arab Emirates – Business Forum in Abu Dhabi. The inaugural I2U2 Business Forum was held on Wednesday.

“AIM4C seeks to increase investment in and support for climate-smart agriculture and food systems innovation. To date, the AIM4C initiative has successfully increased these investments to more than USD 8 billion globally,” the state department said in a statement.

“With today’s announcement, India joins the more than 275 partners, including 42 governments, who are working to collectively advance AIM4C’s mission by supporting investment,” the statement said.

The Agriculture Innovation Mission for Climate (AIM for Climate/AIM4C) is a joint initiative by the United States and the United Arab Emirates.

AIM for Climate seeks to address climate change and global hunger by uniting participants to significantly increase investment in, and other support for, climate-smart agriculture and food systems innovation over five years (2021 – 2025). (ANI)

11 Palestinians killed, many injured in Israeli raid

At least 11 Palestinians were killed and more than 100 were injured during a rare daytime raid by Israeli military forces in the West Bank on Wednesday, as reported by CNN.

Israeli authorities said that Wednesday’s operation in Nablus targeted three suspects that were planning attacks on Israel. The three were neutralized, the Israel Defence Forces (IDF) and Israel Security Agency said in a joint statement. The Islamic Jihad militant group said two of its commanders were killed in the clashes with Israeli troops, CNN reported.

The Lion’s Den militant group also confirmed its members were involved in the fighting but did not say if any of their members were killed.

One of the dead targeted in the Nablus raid was a Hamas member, the Palestinian militant group said. Hamas claimed Hussam Salim as a member and a martyr.

The IDF said one was shot while fleeing and the other two were killed in an exchange of fire with the military, CNN reported.

The IDF named him as one of their targets, accusing him of carrying out “shooting and explosive device attacks” and dispatching the killers of IDF soldier Ido Baruch last year. The IDF identified Salim as a senior operative of Lion’s Den, which claimed responsibility for the killing of Baruch in October of last year.

Israeli authorities said that suspects threw rocks, Molotov cocktails, and explosive devices at Israeli forces.

At least 102 people are injured, according to the official Palestinian News & Information Agency (WAFA) citing the Palestinian health ministry. Seven of the injured are in critical condition, WAFA reported.

Six of the dead were men in their 20s, the Palestinian health ministry said. One was 16, one was 33, one was 61 and one was 72. All were men, the ministry list of dead shows.

The raid brings the number of Palestinians killed by Israeli forces to 61 this year, the Palestinian health ministry said. That number includes people shot as they attacked Israelis, militants being targeted in raids, people clashing with Israeli forces during raids, and bystanders, CNN reported.

CNN reported that the Israeli military’s daytime raid began at around 10:15 am when everyone is out shopping in the open market of the old city.

As per the reports, most of the injured and dead are shot in the head, shoulders, and back.

Locals said there was a drone dropping tear gas and firing live ammunition, which the IDF denied.

“Israel did not operate drones that fired live ammunition in the West Bank,” Maj. Nir Dinar, an IDF spokesman, said as quoted by CNN.

The IDF’s Dinar said that he hoped it was not true that Israeli troops had prevented medics from reaching the wounded: “I am not familiar with such behaviour and I hope it did not happen. If they have evidence, let us know and we will take it to the commanders.”

Briefing journalists about the raid, the main IDF international spokesman, Lt. Col. Richard Hecht said that Israeli Security Agency and Border Police Special Forces had approached the house where they believed the suspects were located and told them to surrender.

“They didn’t surrender, they confined themselves into the house and opened extensive fire on our forces,” he said. One of the suspects tried to leave the house and was shot, he said, while the other two continued exchanging fire with the Israelis.

Eleven Israelis have been killed in Palestinian attacks this year: seven in a shooting near a synagogue, three in a car ramming attack, and a border police officer who was stabbed by a teenager and then shot by friendly fire from a civilian security guard.

IDF raids into the West Bank usually occur overnight; the last time the military conducted a daylight operation, they said it was because of an immediate threat.

An Israeli raid in the city of Jenin in January caused the deadliest day for Palestinians in the West Bank in over a year, according to CNN records, with at least 10 Palestinians killed on the day and one dying later of his wounds. One day later, at least seven civilians died in a shooting near a synagogue in Jerusalem – which Israel deemed one of its worst terror attacks in recent years.

This comes as Netanyahu leads a cabinet that has been described as the most far-right and religious in the country’s history. (ANI)

Israel, UAE unveil jointly-developed unmanned vessel at NAVDEX

An unmanned vessel, jointly developed by Israel and the UAE was unveiled at a Naval Defence and Maritime Security Exhibition in UAE’s capital Abu Dhabi, according to the Israel Aerospace Industries (IAI).

The vessel was jointly developed by the Israeli government company IAI, the UAE state-owned technology group EDGE, and the Abu Dhabi Ship Building Company, the IAI said on Monday.

The vessel, designed for commercial and military missions, includes autonomous systems, robotics, sonar, sensors, imaging systems, and advanced algorithms that will enable a variety of maritime capabilities, it added.

The capabilities include intelligence gathering, border and coastal patrols, mine detection, submarine detection and anti-submarine warfare, as well as the deployment of platforms for aircraft that take off and land vertically, Xinhua news agency reported.

Sheikh Hamed bin Zayed Al Nahyan, Member of the Abu Dhabi Executive Council, inaugurated the 7th Naval Defence and Maritime Security Exhibition (NAVDEX) at the Abu Dhabi National Exhibition Centre, coinciding with the16th edition of the International Defence Exhibition and Conference (IDEX).

During his visit, Sheikh Hamed toured several national and foreign pavilions at the event, which are showcasing recent products and technologies in the naval defence industry, accompanied by Major General Pilot Sheikh Ahmed bin Tahnoun bin Mohammed Al Nahyan, Deputy Chief of Staff of the UAE Armed Force

Sheikh Hamed also talked to several participants about their products and innovations and stressed that NAVDEX is a specialist international platform for national and international companies operating in naval defence to showcase their latest products and technologies.

It also offers major companies the opportunity to forge partnerships, he added, lauding the number of participating Emirati companies and their presence in NAVDEX and IDEX.

The Naval Defence and Maritime Security Exhibition is held from February 20 to 24.

Abu Dhabi delegation explores biz opportunities in Israel

A delegation of ten Abu Dhabi entities visited Israel from last week, to discuss business cooperation and innovation opportunities.

Led by the Abu Dhabi Investment Office (ADIO), the delegation included Abu Dhabi Global Market (ADGM), Abu Dhabi Residents Office (ADRO), Hub71, Abu Dhabi IPO Fund (ADIPOF), Masdar City, KEZAD Group and the Department of Health – Abu Dhabi (DoH).

The visit began with a welcome reception at the ADIO Israel office, and was attended by CEOs and senior management from more than 50 leading Israeli companies and ecosystem partners. During the visit, the delegation participated in the 2023 OurCrowd Global Investor Summit, where they hosted the Abu Dhabi Pavilion showcasing business and investment opportunities in the emirate.

Israeli fighter jets bombed a military post in the Gaza Strip early on Monday in response to a rocket launch from the Palestinian enclave on Saturday.

Sources with the Islamic Resistance Movement (Hamas) told Xinhua that several explosions were heard in separate areas of the coastal enclave, which is home to more than two million Palestinians. Witnesses saw ambulances and civil defense crews moving to the bombing sites.

An Israeli army spokesman said in a statement that the underground post produced raw materials for manufacturing missiles and was run by the Hamas, Xinhua reported.

“The airstrike deals a serious blow to Hamas’ capabilities to fortify and arm itself,” the statement said.

On Saturday night, the Israeli army said that it had detected and intercepted one rocket launched from Gaza.

This is the third time that Hamas military posts in Gaza have been bombed in response to launching rockets from the Strip toward Israel since January 1.

The military escalation in Gaza came amid growing tensions between Israelis and Palestinians in the West Bank and East Jerusalem, causing more than 50 deaths, according to official figures.
