Kuwaiti Foreign Minister Sheikh Salem Abdullah Al-Jaber Al-Sabah has reiterated Kuwait’s refusal to normalise relations with Israel “unless a future Palestinian state is established in line with international resolutions”.

He made the remarks at a press conference held at the headquarters of the Foreign Ministry on Sunday, Xinhua news agency reported.

The Minister added that it is his responsibility to maintain Kuwait’s security and interests abroad by maintaining relations with friendly, brotherly and allied countries.

“The Palestinian issue is our first issue, without any ambiguity… Kuwait has never deviated from the path,” he said, adding that the war Israel waged against Gaza is retaliatory, not defensive.

The Kuwaiti top diplomat called for an immediate cessation of hostilities in Gaza, providing assistance to the besieged enclave and ultimately resolving the Palestinian issue through the establishment of an independent Palestinian state on the 1967 borders.

The Indian Embassy in Kuwait organised an event titled ‘Exploring Incredible India’ to promote tourism to India. The event on Wednesday saw the participation of leading travel agents and hoteliers from India and over 150 travel operators from Kuwait.

Eminent travel bloggers and travellers from Kuwait also shared their India experiences during the event. Ambassador of India, Adarsh Swaika, highlighted the enormous potential for tourism to India. He underlined the ‘complete tourism experience’ that India offers.
“Embassy of India organized ‘Explore Incredible India’ tourism event today with participation of leading travel agents and hoteliers from India and over 150 travel operators from Kuwait. It showcased ‘the complete tourism experience’ that India offers,” the Indian Embassy in Kuwait posted on the social media platform, X.

The event was also live-streamed on the Embassy’s social media platforms for maximum outreach. Three days ago, Ambassador Swaika met Kuwait’s Minister of Electricity and Water, Jaseem Muhammad Abdullah Al-Ostad and discussed bilateral cooperation in energy and agriculture sectors between the two countries. Taking to X, the Indian embassy in Kuwait shared the information regarding the meeting saying, “Amb @AdarshSwaika1 called on the Minister of Electricity and Water H.E Dr Jassem Muhammad Abdullah Al-Ostad. Discussions pertained to potential bilateral cooperation in the field of renewable energy and agriculture. India has one of the largest renewable energy programmes.”

The bilateral trade between India and Kuwait has touched an all-time high of USD 12.5 billion, Swaika said last month. Trade between the two countries has seen a 90 per cent yearly jump and currently, it is skewed towards hydrocarbon exports from Kuwait and exports of mainly food products from India. The bilateral trade has the potential for diversification, the envoy said.

India and Kuwait share historically warm and close bilateral ties and the relationship has been nourished by sustained cultural and civilizational linkages. There are around one million Indians in Kuwait.
India is amongst the largest trading partners of Kuwait and the Gulf country is a major supplier of oil. (ANI)

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, met with Sheikh Ahmad Fahad Al-Ahmad Al-Sabah, Deputy Prime Minister and Minister of Defence of Kuwait, at Za’abeel Palace in Dubai today, in the presence of H.H. Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai.

Sheikh Mohammed bin Rashid welcomed the visiting dignitary and conveyed his greetings to the Emir of Kuwait and the Kuwaiti people, wishing them continued progress and prosperity.

The meeting reviewed bilateral relations and cooperation across key sectors given the backdrop of close coordination and consultation between the two countries at all levels.

Sheikh Mohammed and the visiting leader also discussed ways to further strengthen bilateral ties to accelerate the achievement of comprehensive development goals set out by both nations. The two leaders also explored ways to bolster cooperation to achieve greater synergies across the Gulf and spur developmental aspirations through the region.

The meeting saw an exchange of views on regional and international developments of mutual interest.

The meeting was attended by H.H. Sheikh Ahmed bin Saeed Al Maktoum, President of the Dubai Civil Aviation Authority, Chairman of Dubai Airports and Chairman and Chief Executive of Emirates Airline & Group, besides a number of Sheikhs, ministers and senior officials.

Earlier in the day, Sheikh Ahmed bin Mohammed welcomed Sheikh Ahmad Fahad upon his arrival at Dubai Airport. Also present to receive the Kuwaiti leader were Mohammad Al Gergawi, Minister of Cabinet Affairs; Dr. Mattar Al Neyadi, UAE Ambassador to Kuwait; and Jamal Al Ghunaim, Ambassador of Kuwait to the UAE.

Serbia, Panama, Kuwait Sign ASEAN’s Amity Treaty

Serbia, Panama, and Kuwait have signed the Treaty of Amity and Cooperation (TAC) with the Association of Southeast Asian Nations (ASEAN) in Jakarta, it was reported.

According to the Indonesian Ministry of Foreign Affairs (MFA), the three countries signed the treaty on the sidelines of the ASEAN Foreign Ministers’ Meeting (AMM) at the Secretariat of ASEAN in Jakarta on Monday, ANTARA news agency reported.

The AMM serves as the side activity for the upcoming 43rd ASEAN Summit, scheduled to take place in Jakarta on September 5-7, under the chairmanship of Indonesia in the regional bloc this year.

Under its chairmanship theme of “ASEAN Matters: Epicentrum of Growth,” Indonesia is making utmost efforts to achieve and retain the bloc’s position as the center of economic, political, and socio-cultural growth.

The MFA reported that the TAC was signed by Serbian Deputy Prime Minister and Foreign Affairs Minister Ivica Dacic, Panamanian Deputy Minister of Foreign Affairs Vladimir Franco, and Kuwaiti Foreign Affairs Deputy Minister Sheikh Jarrah Jaber Al-Ahmad Aljaber Al-Sabah.

With the three countries joining the treaty, the ASEAN will have a total of 54 countries as the parties to its TAC. Earlier, at the 56th AMM in July in Jakarta, Saudi Arabia became the 51st country to sign the treaty.



The TAC, established in 1976, constitutes a pact that promotes the adoption of the principle of non-aggression by the member countries of ASEAN and partner countries of the Southeast Asian bloc.

The treaty is expected to encourage its signatories to endorse peace, amity, and cooperation among Southeast Asian Nations and their partners in the hopes of further bolstering the region’s strength, solidarity, and friendly ties.

By going forward with the treaty’s accession, countries need to ensure that their acts abide by the very principles of freedom and sovereignty while placing genuine respect to the territorial integrity and national identity of all countries.

Countries that are party to the treaty should also respect the right of every country to defend their national stance and refrain from intervening, invading, and coercing as well as prioritizing peaceful methods of conflict settlement.

Madhav flair has around 3 decades of commercial banking experience across India and Middle East. Madhav has done his Masters in Management (General Management & Strategy) from Asian Institute of Management, Philippines and Bachelors in Engineering from Manipal Institute of Technology. Prior to joining BBK he has worked with several international banks in senior management positions and his last assignment was as Country Head & CEO of a bank in India which he successfully led for more than a decade.

India praises Kuwait’s stand of neutrality in region

The Indian Ambassador to Kuwait, Adarsh Swaika, has affirmed the depth of the bilateral relations and cooperation between the two countries, according to Al-Qabas Daily.

Praising Kuwait’s pivotal role in various regional issues earlier this week, the Indian envoy to the Gulf nation said Kuwait has followed a policy of neutrality in the region and has played an important role in the issues related to countries in the Gulf Cooperation Council.

It is implementing a number of social and economic development projects in many developing countries, especially through the Kuwait Fund for Arab Economic Development, and is at the forefront of countries in providing humanitarian aid around the world, something that is highly appreciated by the international community, Al-Qabas Daily quoted the Indian envoy as saying in its report.

The ambassador said, “We look forward to high-level visits from both sides to strengthen these historical relations between our two countries due to their importance in providing an opportunity to reach mutual understandings and agreements on important issues.”

On the date of the joint committee meeting between the two countries, he said the date and place have not yet been decided as it will depend on the visit of any of the foreign ministers of the two countries, Al-Qabas Daily reported.

Ambassador Swaika also dwelt on the steady bilateral consultations between the foreign ministries of the two countries, such as those held in New Delhi during the first week of May after a gap of almost four years, and the first multilateral consultations between India, Kuwait and the United Nations in the first week of June in Kuwait, the daily reported.

On the corporation between the two countries on the security front, the Indian envoy said, “The defence and security relations have so far been limited to training and medical cooperation. Four Indian ships visited Kuwait in July and October of last year. An Indian warship (ANS Visakhapatnam guided missile destroyer) is expected to visit Kuwait in August.”

“Commercially, there is growth in economic and trade cooperation between the two countries. Our bilateral trade amounting to USD 13.8 billion for the period 2022-2023 recorded its highest levels ever, with an increase of 12.8 per cent on an annual basis. The main potential area of cooperation is in the field of Kuwaiti investments in India, which provides an attractive investment and financial climate,” he noted further.

Underlining the significant contribution of the Indian community to bolstering the Kuwaiti economy, Ambassador Swaika said the bilateral memorandum of understanding regarding domestic workers was signed in June 2021, Al-Qabas Daily reported.

A decree was issued by the Kuwaiti side in April 2022 to implement the MoU, which contains provisions enumerating the legal rights and obligations of both the employer and the employee. Therefore it is important to adhere to these provisions for both parties, the report noted.

The proper implementation of the MoU by both sides could lead to resolving most of the problems, the report stated, adding that the embassy has been keen to disseminate information related to legal immigration procedures so that Indians, who intend to come to work in Kuwait, do not fall into the hands of illegal sponsors.

The ambassador stressed the keenness of the Union government to work on developing skills among its citizens to enhance their employability in the international labour market, by establishing training programs and cooperating with the private sector to identify and enhance the required skills, Al-Qabas Daily reported.

He indicated that the agreed price for hiring domestic workers was determined, taking into account the minimum wage in Kuwait as per Indian labour requirements.

Ambassador Swaika informed that the fees for recruiting domestic workers, which are stipulated by the government-approved employment agency in India, is INR 35,400, which is equivalent to KD 145. There are separate fees for a clearance certificate (certificate of proof of criminal status) which costs KD 2, and a medical certificate from accredited medical test centres in India at KD 20.

Ambassador Swaika added, “Educational and academic cooperation is one area in which we have not been able to harness the synergies between us and Kuwait to a large extent. There are 26 schools in Kuwait that follow the Indian CBSE curriculum with more than 50,000 students of different nationalities. However, the same does not apply to higher education.”

“Kuwaiti students have been receiving their higher education in India since as early as 2009-2010, but this seems to be relatively stalled at the present time. We look forward to strengthening cooperation in this field, especially since the Indian education sector has made a real leap,” the daily quoted the Indian Ambassador as saying.

He added that he considers Kuwait’s accession as a partner in the dialogue with the Shanghai Cooperation Organization (SCO) during the Indian presidency as a welcome step.

“The area of the Shanghai Cooperation Organization has not yet covered any of the countries in the Middle East. The entry of Iran as a full member and the entry of Kuwait and the Arab Emirates will add to the organization’s deliberations an essential value,” the ambassador said.

Most of the discussions in the organisation are related to combating terrorism and ensuring regional security, which also closely pertains to this region, the report noted.

The Indian Ambassador, on Sunday, called on the Information Minister of the State of Kuwait, Abdulrahman B Almutairi. The focus of the discussions was on deepening cultural and media cooperation, including participation in cultural events, museum cooperation, media exchanges and tourism potential, according to the report.

Bahrain and Kuwait have discussed the security coordination between the two Gulf Arab countries, highlighting their commitment to reinforcing joint security operations, media reported.

The discussion was held on Tuesday between Bahraini Interior Minister Shaikh Rashid bin Abdullah Al Khalifa and Kuwaiti Interior Ministry’s Undersecretary Anwar Al-Barjas, who was on a visit to Bahrain to attend the first meeting of the Joint Security Committee held by the Interior ministries of the two countries, Xinhua news agency reported.

The Bahraini Minister hailed the ongoing security cooperation and coordination between the two countries and their dedication to exchanging expertise in all security operations to protect security and general safety, the report said.

He briefed his Kuwaiti guest on the initiatives and programs adopted by his Ministry to reduce the country’s crime rates and promote community security, it added.

The two sides also reviewed regional security developments to promote joint efforts to tackle security challenges.

‘A milestone in climate action’: Kuwaiti Oil Minister lauds COP28

Saad Al Barrak, Deputy Prime Minister, Minister of Oil and Minister of State for Economic and Investment Affairs of Kuwait, affirmed that the Organisation of the Petroleum Exporting Countries (OPEC) plays a vital role in stabilising the global oil market.

In his statement to the Emirates News Agency (WAM) on the sidelines of the 8th OPEC International Seminar, which began on Wednesday in Vienna, Al Barrak said that Kuwait aims to increase its oil production capacity to 3.2 million barrels per day by the end of 2024.

He also highlighted Kuwait’s positive role in supporting OPEC, fostering consensus and collaborating with member countries and customers worldwide to contribute to the stability, resilience and development of the market.

Oil and its derivatives are a fundamental component of the Kuwaiti economy, Al Barrak added, noting that as part of its strategic plan, Kuwait aims to invest over US$300 billion in the energy sector by 2040.

Global investment in the energy sector faces significant gaps that need to be filled to prevent crises that could adversely affect the markets and the global economy, he further added.

Regarding the UAE’s hosting COP28 at the end of 2023 and Kuwait’s role in ensuring the event’s success, Al Barrak said, “We are ready to collaborate with the UAE to make this significant climate and environmental event hosted by the region a success. The success of the conference will be the culmination of international climate action and the cooperation and joint efforts to protect the planet.”

He then affirmed his country’s commitment to reach net zero by 2050 and its focus on investing in alternative and environmentally friendly energy sources to enhance its stature as a global energy hub.

Portugal calls COP28 a ‘turning point’

Ana Fontoura Gouveia, Portuguese Secretary of State for Energy and Climate, said that COP28 will be a key turning point for the world, paving the way for achieving common international goals.

During her participation at the 8th OPEC International Seminar in Vienna, Austria, Gouveia told the Emirates News Agency (WAM) that her country is looking forward to participating in COP28, noting that Portugal’s involvement in the global event will include constructive discussions that take into account the specific conditions of each country.

Oil and gas remain crucial elements in the global energy mix, necessitating research, technology and innovation efforts in these sectors to reduce carbon emissions and support current global environmental and climate protection efforts, she continued, adding that Portugal is currently assessing the incorporation of hydrogen into natural gas supplies.

Portugal also aims to strengthen its leading efforts in energy transition, with a target of generating 85 percent of total electricity production from renewable energy sources by 2030, as well as continuing its work towards climate neutrality by 2045, Gouveia stated.

“Our natural resources are our renewable sources, so when we invest in renewable energy, it is an investment in the security of our resources, enabling us to attain reasonable costs and create a competitive energy sector,” she said.

Indian envoy meets Kuwait minister, discusses trade

Indian Ambassador to Kuwait, Adarsh Swaika on Thursday called on Kuwait Commerce Minister HE Mohd Othman Al Aiban and apprised him about the increasing trend in bilateral trade between the two countries.

The Indian envoy talked about the prospects for greater diversification between the two nations. Notably, India was the biggest importer from Kuwait in the third quarter of the last financial year (2022-23).

“Amb @AdarshSwaika1 called on the Commerce Minister of Kuwait H.E Mohd Othman Al Aiban. He apprised the Minister of the increasing trend in bilateral trade and prospects for greater diversification. India was the biggest importer from Kuwait in the 3rd quarter of last FY,” the Indian Embassy in Kuwait stated in a tweet.

Earlier on June 15, Indian envoy Adarsh Swaika had apprised Sheikh Ahmed Abdullah Jaber Al-Sabah, Chief of the Diwan of the Crown Prince, about the strengthening cooperation and the future prospects of bilateral relations.

Adarsh Swaika, a joint secretary in the Ministry of External Affairs, was appointed India’s next Ambassador to Kuwait in October 2022. He was appointed at a time when India and Kuwait’s relationship was deepening.

Notably, the strengthening of cooperation can be attributed to the fact that the First Training Squadron (1TS) of the Indian Navy comprising INS Tir, INS Sujata and Coast Guard Ship Sarathi arrived at the Al-Shuwaikh port in Kuwait in October 2022.

Both countries enjoy friendly relations, which are rooted in history. India and Kuwait are celebrating the 60th anniversary of the establishment of diplomatic relations between the two countries in 2022. Both nations have maintained regular high-level contacts.

Kuwait stood with India during the second COVID and provided quick support in the form of oxygen and other relief material to India. An air/sea bridge was established between both countries in this regard.

Kuwait had sent a special aircraft with 282 oxygen cylinders, 60 oxygen concentrators, ventilators and other medical supplies on May 4, 2021. Indian Naval Ships, INS Kolkata, INS Kochi, INS Tarkash, INS Tabar and INS Shardul carried liquid medical oxygen in ISO tanks, oxygen cylinders, concentrators and other medical supplies to India.
