London Gets New Indian Envoy

New Indian High Commissioner to UK Mr Vikram Doraiswami begins his tenure at India House in London … writes Ashis Ray

 It’s been a week since India’s new High Commissioner to the UK, Vikram Doraiswami, has been in office. Perhaps not since P.C. Alexander took up this position in 1985, has a head of India’s diplomatic mission in Britain faced as challenging a circumstance vis-a-vis the Indian origin community in this country.

An Indian High Commissioner’s task in the UK is broadly divided into three responsibilities — improving relations with the host government; ensuring efficient consular services, including the issuance of passports and visas since this is significantly revenue generating; and managing the two million-odd Indian origin community.

  Doraiswami, 53, is one of the youngest Indian High Commissioners ever to be sent to Britain. In the past 25 years, career diplomats selected for this post have come either just after retirement or for a final term before doing so.

Salman Haidar, Ronen Sen, Kamlesh Sharma and Ranjan Mathai fell into the former category. Nareshwar Dayal, Shiv Mukerjee, Nalin Surie, Jaimini Bhagwati, Yash Sinha, Ruchi Ghanashyam and Gaitri Kumar belonged to the latter.

Doraiswami to his credit almost unprecedentedly hit the ground running. After landing in London, he went directly to statues of Indian icons in the British capital.

He tweeted, “started this new journey of service to #India with a personal moment before #Mahatma Gandhi and #BabaSahebAmbedkar.”

He also promptly attended to the host government, meeting senior officials in the defence ministry, the home office and the foreign office. A limited free trade agreement (FTA) is on the cards between the two nations, with a mutually declared target of concluding negotiations on this by Diwali.

After his discussions with the permanent secretary in the UK’s Ministry of Defence, David Williams, Doraiswami tweeted that he had a “rich exchange” on “imp issues of Defence & Security”, which he added “is an important pillar of India UK Roadmap 2030”. Whitehall is hopeful of enhancing its armaments exports to India.   

Following his talks with the permanent secretary in the Home Office, Matthew Rycroft, the High Commissioner said “here’s to progress together on migration, mobility, homeland security”. This was interpreted in diplomatic parlance as “work in progress”. Emigration to Britain has been a ticklish issue between the two sides since the 1960s. Finally, Doraiswami exchanged views with the permanent secretary in the Foreign Office, Philip Barton, formerly British High Commissioner to India.

President Droupadi Murmu on Monday met with the President of Tanzania Samia Suluhu Hassan during the official reception at the State Funeral of Queen Elizabeth II in London. “President Droupadi Murmu met the President of Tanzania, Samia Suluhu Hassan, in an official reception at the State Funeral of Her Majesty the Queen Elizabeth II. President Hassan is the first woman president of Tanzania,” Rashtrapati Bhawan tweeted.

President Murmu attended the State Funeral of Queen Elizabeth II at Westminster Abbey in London today.She was among many world leaders in attendance for the funeral. World leaders from American President Joe Biden to French President Emmanuel Macron joined members of the public in observing two-minute silence in memory of Queen Elizabeth II as the funeral service ended here with the recitation of “God Save the King”, the reworded national anthem today. The coffin of the longest-serving monarch of the United Kingdom was carried at Westminster Abbey in London today with the Royal family members and top world leaders in attendance. Even as King Charles III and other members of the British royal family walked behind the queen’s coffin during the procession.

As many as 500 others from nearly 200 countries and territories were also present, with many UK residents forming a beeline to pay their last respects to the queen. Crowds watched as the state hearse passed through London, with some throwing flowers in the direction of the convoy.

Queen’s wreath contains foliage of rosemary, English oak and myrtle and flowers, in shades of gold, pink and deep burgundy, with touches of white, cut from the gardens of Royal residences.
President Murmu was accompanied by foreign secretary Vinay Kwatra who attended the funeral. Ahead of the State Funeral of Queen Elizabeth II, President met with Bangladesh Prime Minister Sheikh Hasina and her sister, Sheikh Rehana. The President is on an official tour to the United Kingdom from September 17 to 19 to attend the State funeral of Queen Elizabeth II, she will return to India today as Queen’s funeral ended in Westminster Abey in London. President Droupadi Murmu on Monday met with Bangladesh Prime Minister Sheikh Hasina and her sister, Sheikh Rehana just before the State Funeral of Queen Elizabeth II in London. “President Droupadi Murmu met with Prime Minister of Bangladesh, Sheikh Hasina and her sister, Sheikh Rehana just before commencement of the State Funeral at London,” Rashtrapati Bhawan tweeted.

The President arrived at Gatwick Airport in London on Saturday to attend Queen Elizabeth II’s state funeral at London’s Westminster Abbey. Upon her arrival, she offered tributes to Queen Elizabeth II at Westminster Hall in London, where the queen’s coffin was lying-in-State.

Numerous guests ranging from political heads of countries to distinct royal family members and dignitaries from across the world landed in the UK for the funeral of Queen Elizabeth II. The Queen’s funeral is the first state funeral in the UK since Winston Churchill’s in 1965.
A state funeral means that the UK government has officially declared the day of the funeral as a bank holiday.

Moreover, senior citizens and children are among those camping along the funeral routes, for over 48 hours in some cases, to bid a final goodbye to Queen Elizabeth II today. Notably, the funeral service will be conducted by the Dean of Westminster, and readings will be given by Patricia Scotland, the secretary general of the Commonwealth, and Prime Minister Liz Truss.

The sermon will be delivered by Canterbury’s archbishop, the Most Reverend Justin Welby. The Queen was born on April 21, 1926, at 17 Bruton Street in Mayfair, London. She was the first child of The Duke and Duchess of York – who later became King George VI – and Queen Elizabeth. (ANI)

Fresh transport strikes to cause travel chaos in London

Rail, Tube and bus passengers will suffer fresh travel misery in London from Thursday as tens of thousands of workers stage strikes in long-running disputes over pay, jobs and conditions.

Network Rail, train companies, London Underground and buses in the UK capital will be hit by walkouts in the next few days, causing travel chaos for workers, holidaymakers and fans going to events, reports dpa news agency.

Members of the Rail, Maritime and Transport (RMT) union, Transport Salaried Staffs Association (TSSA) and Unite will be involved in the industrial action, after ongoing talks failed to break the deadlocked rows.

Strikes will affect services until the weekend.

On Thursday, RMT members at Network Rail (NR) and 14 train operators, TSSA members at seven companies, and Unite members at NR will strike.

This will have a knock-on effect on rail services on Friday morning.

Also on Friday, members of the RMT and Unite on London Underground will walk out, as well as Unite members on London United bus routes in the capital in a separate dispute over pay.

On Saturday, RMT members at Network Rail and 14 train operators, TSSA members at seven companies, and Unite members at NR will strike again, along with London United bus drivers.

Sunday morning train services will be affected by the knock-on effect of Saturday’s action.

Rail services on Thursday and Saturday will be drastically reduced, with only around a fifth running, and half of lines closed.

Trains will only operate between 7.30 a.m. and 6.30 p.m. on both strike days.

Picket lines will be mounted outside railway stations across the country.

RMT general secretary Mick Lynch said his union’s members are more determined than ever to protect their pensions, secure a decent pay rise, job security and good working conditions.

“RMT will continue to negotiate in good faith but we cannot tolerate being bullied or hoodwinked into accepting a raw deal for our members.

“The Government need to stop their interference in these disputes so the employers can come to a negotiated settlement with us,” he added.

TSSA members taking action include staff working in ticket offices, stations, control rooms, engineering, as well as planning, timetabling and other support roles.

The union is seeking guarantees of no compulsory redundancies, a pay rise in line with the cost of living, and promises of no unilateral alterations to job terms and conditions.

‘SRK with London chefs’ gone viral on social media

Earlier, pictures from the sets of ‘Dunki’ had gone viral on the Internet as they showed SRK wearing a checkered shirt, black pants and a kada (wrist gear)…reports Asian Lite News

Bollywood superstar Shah Rukh Khan was in Europe to continue shooting for Rajkumar Hirani’s ‘Dunki’, where he will share the screen with actress Taapsee Pannu. Off work, he was seen posing with chefs in London and the pictures are going viral on the Internet. A UK-based culinary professional, who goes by the name of @beingchefhassan on Instagram, shared pictures where SRK can be seen posing with two chefs. The chef, a senior sous chef at the Tuscan Bistro, London, had earlier clicked a picture with SRK back in 2017 and posted a YouTube video of a pasta preparation that he had prepared for SRK two years ago.

Posting a set of three pictures on his Insta, the chef wrote SRK’s dialogue from ‘Om Shanti Om’, in the caption, ‘Kehte hain agar kisi cheez ko dil se chaho … to puri kainaat usse tumse milane ki koshish mein lag jaati hai’.

In the pictures, one can see SRK wearing a pair of sunglasses with messy hair, a light stubble. The actor donned a simple white t-shirt which he rounded off with a black jacket.

Earlier, pictures from the sets of ‘Dunki’ had gone viral on the Internet as they showed SRK wearing a checkered shirt, black pants and a kada (wrist gear).

‘Dunki’ is being directed by superstar director Rajkumar Hirani, who is known for helming films like the ‘Munnabhai’ franchise, ‘PK’ and ‘3 Idiots’. His last film was the Ranbir Kapoor-starrer ‘Sanju’, Sanjay Dutt’s biopic.

Taapsee Pannu had earlier told the media during the promotions of her sports biopic ‘Shabaash Mithu’ that she had completed one schedule of ‘Dunki’ and that 40 per cent of the film has been shot in that schedule. ‘Dunki’ is set to drop in theatres on Decmeber 22, 2023.

Delhi, London could run out of water amid rising heatwave

As heatwave strikes the UK, and Indian cities battle with record temperatures, a recent report from Christian Aid highlights how the climate crisis is increasing the severity of drought in 10 of the world’s major cities comprising London and Delhi and demands an international fund to pay for climate caused loss and damage.

The charity has warned that without action to cut emissions and better management of freshwater resources, the toll will be felt acutely by the poor.

The report is supported by polling that shows the UK public believe that rich countries should pay to mitigate the impact of drought (36 per cent), while almost half (49 per cent) of adults are now concerned about the impact of drought on people in the UK.

Despite covering more than 70 per cent of the earth’s surface, only three per cent of the world’s water is suitable for drinking. Of this freshwater, 70 per cent is locked in glaciers and ice caps. Less than 0.01 per cent of all freshwater worldwide is available for human use in lakes, rivers and reservoirs.

Despite this, Christian Aid analysis shows global water use grew at more than twice the rate of population increases over the course of the 20th century.

Just last month, there was water rationing in the Chilean capital, Santiago and people have been queuing for water in New Delhi where temperatures have got so high that heatstroke is a risk even without doing any physical activity.

In 2018, after an extended drought, Cape Town came within days of becoming the first major city in the world to run out of water. ‘Day Zero’, when the taps for four million inhabitants would be turned off, was averted after emergency measures were implemented to cut the city’s water usage by 50 per cent.

Even in the UK, London has experienced heatwaves in recent years and the CEO of the Environment Agency, James Bevan, warned that within 25 years London and the South East of England could run out of water.

The cost of a severe drought to London’s economy is estimated by Thames Water to be 330m pound per day, and would have severe economic, social and environmental consequences.

The Environment Agency has said that by 2050 some rivers will see 50-80 per cent less water during the summer months.

The report — Scorched Earth: The impact of drought on 10 world cities — has been published alongside new polling by Savanta, commissioned by Christian Aid.

The data reveals that given several options, a plurality of the UK public believe that rich countries should pay to mitigate the impact of drought (36 per cent).

The data also reveals nearly six in 10 (57 per cent) people see the connection between their own actions and drought, but less than three in 10 (27 per cent) see the connection and are spurred into action.

The 10 cities featured in the report, which was first published in May, are Sydney, Harare, Sao Paulo, Phoenix, Beijing, Kabul, New Delhi, Cape Town, Cairo and London. The danger of city droughts is only set to get worse without action to address climate change.

Currently, 55 per cent of the world’s population lives in urban areas, with this set to rise to 68 per cent by 2050.

Without action to cut emissions and better management of freshwater resources, Christian Aid warns the toll will be felt acutely by the poor.

Report co-author, Christian Aid’s Nushrat Rahman Chowdhury, said: “Drought is not new but its intensity and frequency have increased over the last 30 years due to global warming.

“It is a real danger; it threatens lives and livelihoods of some of the poorest people in the world. These are communities which have done the least to cause the climate crisis. This is the reality known as loss and damage. To address this injustice, we not only need emissions cut but also provide financial support for those losses which cannot be adapted to.

“That is why, at this year’s UN climate talks in Egypt, we are calling for the creation of a loss and damage finance facility to be a major priority.”

Mohamed Adow, Director of Nairobi-based climate and energy think tank, Power Shift Africa, said, “This is an important report which highlights the growing menace of urban drought.a-

“With more and more people living in cities, this is already becoming a major consequence of the climate crisis which will affect millions of people. Here in Africa we bear the brunt of this climate emergency, so we are acutely aware of the value and importance of water and what happens if we run out.”

An Asian Tory Prime Minister?

As I write it seems Dishy Rishy is the front runner among the Tory MPs. He could very easily top the poll as one of the two candidates who is presented to the Conservative party members to decide who takes over, as Boris Johnson put it, the greatest job in the world. But unlike Johnson, who not only topped the poll among MPs but then romped home among the activists, Rishi Sunak may find that the majority of the activists do not see him as Dishy Rishi who can move that easily from No 11 to No 10 … writes Mihir Bose

Who could have thought that? That the Conservative party, the historic right-wing party of Britain, could by this autumn have an Asian Prime Minister. If that does happen the Conservatives will be able to claim, and with some good reason, that contrary to all the claims of the Labour party to be the progressive party; it is the Conservatives that are the real radicals. It was the first one to have a woman Prime Minister, it has since had another, and should Priti Patel get elected then the Conservatives will not only have the third woman prime minister but an Asian woman. This is something that would be beyond Labour at present.

Yet such a reading of the situation would be simplistic. As I write it seems Dishy Rishy is the front runner among the Tory MPs. He could very easily top the poll as one of the two candidates who is presented to the Conservative party members to decide who takes over, as Boris Johnson put it, the greatest job in the world. But unlike Johnson, who not only topped the poll among MPs but then romped home among the activists, Rishi Sunak may find that the majority of the activists do not see him as Dishy Rishi who can move that easily from No 11 to No 10.

The scenario might unfold as follows. Liz Truss could be the candidate, who along with Sunak , goes forward from the MPs to the party membership. Among MPs Sunak may well top the poll and easily beat Truss. But this is where the divide between the MPs and the party at large could become evident. The veteran political commentator Nigel Dudley points out, “The Tory MPs cover a wider spectrum of views than the membership which tends to be the right and more insular.” 

To put it more bluntly rather too bigoted and supporting an Asian Hindu to become Prime Minister may be a bridge too far for them. This is despite the fact that he is the richest member of parliament and the fact that this child of immigrants has prospered is testimony to the opportunities this country provides immigrants. All this may not be enough to overcome the deeply ingrained anti-immigrant views of the party when it comes to people of colour. For many of them it would be one thing for Sunak to be in No 11, another for him to be in No 10.

Of course if in a contest between Sunak and Truss, the party membership should opt for Truss it would mean that the party activists who have always been very anti-Europe and drove the vote for Brexit would have opted for a Remainer in Truss as against a Brexiteer in Sunak. And a Brexiteer who did not come to that view reluctantly and as a matter of convenience but has always held that view. Should against this background Truss beat Sunak it will show that for all the claims made on behalf of the Conservative party race still matters and white will always trump brown. However, even if that happens the fact that the Tory leadership race is having so many Asians and black candidates needs to be celebrated and shows that in this regard Britain is far ahead of other European countries and also, of course, America.

The greatest democracy in the world is yet to have a female President and while Kamala Harris  of Asian origin is vice President her election does not suggest she is part of any new wave changing the historic nature of American politics. That is not a surprise.

Contrary to what many people believe race in Britain has always been different to that in America. Slavery was the original sin of America in the way that it never was in this country despite this country’s involvement with slavery and the rich profits it derived from it.

And while race was a driving force of British imperialism, the British did not completely shut the gate on people who were not white. This was in stark contrast to both America and south Africa. Cricket provides the best example of this. Ranji is a classic story of brown immigrant success story at the height of the empire. He came to this country towards the end of the 19th century, a commoner who was not sure his cricketing talents would be recognised. He left this country to return to India having become one of the greats of cricket and used his success as a cricketer to became a prince and gain the state of Nawanagar as his princely domain.

In contrast Americans did not allow the “Negroes” , as blacks were then called, to play major league baseball. They had to form their own “Negro League”. It was only in 1947, the year India became independent, that Jackie Robinson became the first black player to play Major League baseball. America’s continuing struggles with race shows how the country which boasts of how it takes in immigrants from round the world is still to come to terms with the descendants of the non-white immigrants.

As Lord Meghnad Desai has often told me he could not achieve in America what he has done in this country. He taught at Harvard but in America he could not have been elected to the Senate. But in this country he is a member of the House of Lord’s. Racism exists in this country and many suffer from it but not to be aware that despite race doors can open is both wrong and does not help the anti-racism struggle.

The fact that the doors may not open widely enough for Rishi Sunak, or any of the other Asians standing to become the Prime Minister, does not obscure the progress we have made on race. And this progress can best be seen by the fact that Disraeli the only Jew to become Prime Minister only did so having already converted to Christianity. Should Rishi become Prime Minister he will certainly not have to give up Hinduism. He talks of his Hinduism with pride.

For the Labour party it raises important question as to why this great party of progress is so far behind the stupid party as many on the left have often called the Tories.

The founder of the Abu Dhabi Forum for Peace and world-renowned Islamic Scholar, Abdallah bin Bayyah, has met with Ephraim Mirvis, 11th Chief Rabbi of the United Congregations of the Commonwealth, for an historic conversation covering Islamic-Jewish relations and their shared visions for the future at an event held at the House of Lords in London.

The event, titled ‘Loving Kindness, Humanity and Flourishing as Faith Communities in the UK’, was the first partnered event between the Abu Dhabi Forum for Peace and the Office of the Chief Rabbi, and emphasised the need to recognise shared values in the peace-making process.

Bin Bayyah, Chairman of the UAE Fatwa Council and President of the Abu Dhabi Forum for Peace highlighted that “coexistence is the only option for this region and for the world. This is what reason, history, and the scriptures of all faiths teach us. I hope that the contribution of leaders to the spread of peace and harmony throughout the world will continue, and I wish the endeavour here today every success.”

One of the world’s leading experts on the principles of Islamic Law, or uṣūl al-fiqh, Bin Bayyah Is widely recognised as a leading authority on the discourse of tolerance, having dedicated much of his career to illustrating the values of equality, the rights of minorities, and harmony between national and religious identity as well as between Islam and other faiths.

Mansoor Abulhoul, UAE Ambassador to UK, commented: “I was inspired by the illuminating discussion with Chief Rabbi Mirvis and Bin Bayyah , whose mutual recognition of the power of shared values sets an example for peaceful, constructive dialogue that applies to diplomacy as much as it does to religion”.

Rabbi Mirvis said: “An historic paradigm shift in Muslim-Jewish relations is underway, harnessing the goodwill generated by a number of impressive new frameworks for dialogue. Seizing this opportunity is an urgent priority. We have a responsibility to build on the relationships that have been forged and to usher in a new era of engagement between our faith communities, in this country and beyond, for the benefit of the societies of which we are part”.

Mayor of London Sadiq Khan announced the expansion of his Creative Enterprise Zones programme with an investment of £800,000 to support thousands of jobs and create affordable studio space across the capital.

Hammersmith & Fulham and Ealing are to become the Mayor’s latest Creative Enterprise Zones, joining Croydon, Haringey, Hounslow, Lambeth, Lewisham, Hackney and Tower Hamlets, as well as Waltham Forest which is creating a new zone.

All of the zones are to receive a share of £800,000 which will help support 5,000 young Londoners to enter the creative sector and create more than 25,000 sqm of new, permanent, affordable workspace for the sector by 2025.

The Mayor launched his Creative Enterprise Zones programme in 2018 and has invested £14m to help areas across the capital to support artists and creative businesses find permanent affordable space to work, provide support to new creative businesses and improve access to creative sector skills and employment. The ground-breaking initiative has already established nearly 1,000 creative apprenticeships, training and work placements across London, and by 2025 will have increased new, permanent, affordable workspace by more than 65,000sqm.

In the new zones, young Londoners will be supported to embark on creative careers through information and advice, work experience, practical training. The zones will also create new permanent, affordable artist studios and creative spaces in the community. 

The Hammersmith & Fulham zone will establish a brand-new ‘Made in Hammersmith and Fulham’ hub, utilising a vacant high street shop to support creative entrepreneurs, makers and businesses with support, skills and training. They also aim to engage with 2,400 students through their tech and creative sector career programme and offer 90 training opportunities, through including work placements and apprenticeships. 

The Ealing zone, in partnership with Old Oak and Park Royal Development Corporation, will help increase creative employment opportunities across the borough, through working with young people and local businesses.  In addition, 30 local creatives will benefit from a small grants programme to develop community spaces, through murals, and public art installations.

Waltham Forest has been awarded £70,000 to fund a zone at Blackhorse Lane. It will establish a hub for creative skills and training, building connections between the local education and business communities and boosting local creative talent.

The next round of funding to find the next three zones is now open and will fulfil the Mayor’s original pledge to establish 12 zones. The Mayor is inviting London boroughs to come forward with their ideas for new zones across the capital.

The Mayor of London, Sadiq Khan, said: “Our Creative Enterprise Zones are creating much-needed affordable workspace, jobs, new businesses and opportunities for young people at a time when the creative industries need our support.

 “The zones have shown what can be achieved to help local communities and businesses, and I am delighted to be expanding the programme into Hammersmith & Fulham and Ealing.

 “As the number of zones increases and investment across our capital continues, we will ensure that together we are building a better London for everyone.”’
