BJP’s Dominance in NE Amid Regional Influence

As in previous elections, regional parties in the eight northeastern states will play a vital role in the 25 Lok Sabha seats there even as a majority of them are part of the BJP-led National Democratic Alliance (NDA).

Of the 25 Lok Sabha seats in the northeast, the BJP currently has 14 seats, spanning Assam (9), Tripura (2), Arunachal Pradesh (2), and Manipur (1), and the Congress four – three from Assam and one from Meghalaya.

Of the remaining, Assam’s All India United Democratic Front, Nagaland’s Nationalist Democratic Progressive Party, Mizoram’s Mizo National Front, Meghalaya’s National People’s Party, Manipur’s Naga People’s Front, and Sikkim’s Sikkim Krantikari Morcha hold one each. One seat in Assam is held by an Independent.

Save the AIUDF, all the other regional parties are in the NDA.

There are more than a dozen parties, including BJP’s allies Asom Gana Parishad and United People’s Party Liberal, in different northeastern states but currently, they have no Lok Sabha members.

The BJP runs the governments in four northeastern states – Assam, Tripura, Arunachal Pradesh, and Manipur, and is part of the governments in Nagaland, Meghalaya, and Sikkim.

Eying Assam’s 14 Lok Sabha, the Congress, like earlier, set up the United Opposition Form (UOF) with the like-minded 15 other parties including Aam Aadmi Party (AAP), Trinamool Congress, Raijor Dal, Asom Jatiya Parishad and Left parties, but failed to reach an understanding on seat-sharing with them.

The AAP, the Trinamool Congress, and the CPI-M have already announced their candidates.

The Congress had formed a “Mahagathbandhan” with many other parties, including the AIUDF, for the 2021 Assembly elections in Assam. However, immediately after the Assembly polls, it snapped ties with the AIUDF, which currently has 15 MLAs in the Assam Assembly and whose chief Badruddin Ajmal is the MP from Assam’s Dhubri.

The AIUDF announced candidates for three Muslim-dominated Lok Sabha seats in Assam – Dhubri, Nagaon and Karimganj, making it tough for the Congress.

In Tripura, the Tipra Motha Party (TMP), which contested against the BJP in the 2019 polls, has not only become its ally but is also campaigning jointly with it. After year-long parleys, culminating in the signing of a tripartite agreement with the Centre and the Tripura government, the tribal-based party joined the BJP-led coalition government.

The ruling BJP, which had won both seats for the first time in 2019, dropped both sitting MPs – Union Minister of State for Social Justice Pratima Bhoumik (Tripura West) and teacher-turned-politician Rebati Tripura (Tripura East) – and fielded ‘Maharani’ Kriti Singh Debbarma and former Chief Minister Biplab Kumar Deb from the Tripura East Lok Sabha and Tripura West seats, respectively.

Of them, Debbarma, a member of the erstwhile royal dynasty, is the elder sister of TMP supremo and royal scion Pradyot Bikram Manikya Deb Barman.

In Arunachal Pradesh, the BJP’s victory in the state’s two Lok Sabha seats seems assured after Meghalaya Chief Minister and NPP supremo Conrad K. Sangma announced that his party would not field any candidates in the parliamentary seats in the state and support the BJP nominees.

The BJP again fielded Union Minister Kiren Rijiju for the Arunachal West Lok Sabha seat and Tapir Gao in the Arunachal East seat.

The NPP, the only national party from the northeast region, which heads the Meghalaya Democratic Alliance government, had won four seats in Arunachal in the 2019 Assembly elections and seven in Manipur in the 2022 Assembly polls. It holds one of Meghalaya’s two Lok Sabha seats.

In Mizoram, the ruling Zoram Peoples Movement (ZPM) and the main opposition Mizo National Front (MNF) are the main contenders for the state’s lone Lok Sabha seats. The ZPM has put up newcomer Richard Vanlalhmangaiha and the Peoples Conference party has nominated Rita Malsawmi while the BJP, Congress and MNF are yet to announce their candidates. Both the MNF and the ZPM have no electoral and political relations with the BJP in Mizoram though the former is a member of the NDA.

In Manipur, the BJP won the Inner Manipur seat in 2019 while the Naga People’s Front (NPF) leader picked up the the Outer Manipur constituency. This time, the electoral scenario in the ethnic violence-devastated state is not clear yet.

Opposition Parties in Tripura Unite

A significant political development unfolded in Tripura as major opposition parties, including CPIM, Congress, Gana Manch, All Tripura Peoples Party, CPI, and CPIML, joined hands to form an alliance under the banner of the INDIA Alliance to preserve democracy and uphold the Constitution and said that they are determined to combat the “fascist government” both at the state and Centre during the Lok Sabha polls.

The announcement was made at a press conference held at the Agartala Press Club Conference Hall on Wednesday, attended by key political figures such as Jitendra Chowdhury, the opposition leader of Tripura, and Ashish Kumar Saha, the TPCC President & West Lok Sabha constituency candidate.

Tripura Pradesh Congress Committee President Ashish Saha stated that jointly we will fight against the “fascist government that is prevailing both in the State and the Centre”.

“In INDIA Alliance, in Tripura, along with Congress & CPIM, now three more parties, i.e., Gana Manch, All Tripura Peoples Party, & CPIML, have jointly come together, it’s a matter of happiness. We all together will fight against the BJP government, which Tripura MOTHA joined recently. Our fight is to save democracy, and protect the Constitution and we will contest in a democratic way. And jointly, we will fight against the fascist government that is prevailing both in the state and the Centre,” he said.

The coalition aims to challenge the ruling BJP, Indigenous People’s Front of Tripura, and Tripra MOTHA government in the upcoming Lok Sabha Election.

Jitendra Chowdhury, the Leader of Opposition and CPIM leader, said that to save the country’s Constitution and democracy in India and to sustain religious harmony, all the opposition parties have come together. In Tripura, too, the same thing will happen.

“To save our Constitution and democracy in India and to sustain religious harmony, all the opposition parties have come together. In Tripura, too, the same thing will happen. And in both the Lok Sabha constituency of Tripura, and the candidate in the by-election, from our side, we will fight to sustain religious harmony and democracy. We fight against various issues and for the election, we came together to fight against the ruling government,” he said.

This alliance marks a significant shift in the political landscape of Tripura, setting the stage for a high-stakes electoral battle. (ANI)

EC begins preparations for assembly polls in 3 NE states

The Election Commission has directed the Nagaland Election Department to undertake a special summary revision of photo electoral rolls with reference to January 1, 2023 as the qualifying date, officials said on Monday.

The Commission in a separate order to the Chief Secretaries and Chief Electoral Officers of Meghalaya, Nagaland and Tripura said that no officer connected directly with elections shall be allowed to continue in the present district of posting if they are posted in their home district.

If the officer completed three years in a district during the last four years or would be completing 3 years on or before March, 31, 2023 shall not be allowed to continue in the present district of posting, the EC order said.

An official of the Nagaland Election Department said that now onwards, the annual summary revision would be conducted with reference to January 1 of the year as qualifying date, with three subsequent qualifying dates of the year are April 1, July 1 and October 1.

As per the directives of the EC, the integrated draft electoral roll would be published on Wednesday and after the special summary revision the final photo electoral rolls would be published on January 5.

Similar special summary revision of the photo electoral rolls already started in Tripura and Meghalaya many weeks ago.

Assembly elections to Meghalaya, Nagaland, and Tripura are expected to be held in February 2023 after the assembly polls in Himachal Pradesh and Gujarat.

The five-year term of the Nagaland, Meghalaya and Tripura assembly would end on March 12, 15 and 22, respectively.

NE states oppose Hindi as mandatory subject

Political parties and apolitical organisations in the northeast on Sunday expressed opposition to the move to make Hindi a compulsory subject up to Class 10 in the northeastern states.

Union Home Minister Amit Shah on Thursday while chairing the 37th meeting of the Parliamentary Official Language Committee had said Hindi should be accepted as an alternative language to English but not to local languages.

“The nine tribal communities of the northeast have converted their dialects’ scripts to Devanagari while all the eight states of the northeast have agreed to make Hindi compulsory in schools up to Class 10. There is a need to give elementary knowledge of Hindi to students up to Class 9, and pay more attention to Hindi teaching examinations,” the Home Minister had reportedly said in the meeting.

Assam’s influential apex literary body, Asom Sahitya Sabha (ASS) on Sunday has opposed the move to make Hindi a compulsory subject till Class 10 in the northeastern states. ASS Secretary General Jadav Chandra Sharma said making Hindi a mandatory language will endanger the indigenous language.

However, Assam Chief Minister Himanta Biswa Sarma said that there is no instruction from Centre to make Hindi learning compulsory.

“Assamese is the mother tongue of the majority of Assam citizens. The Assam government in consultation with Asom Sahitya Sabha and tribal dominated organisations prepared a language policy where a student will learn Assamese and a tribal language besides English and Hindi. Bodo Sahitya Sabha has some opposition and that’s why the state government has yet to announce the policy,” the Chief Minister said.

Sarma said that Shah had said one must know Hindi even though “we want students to learn English and Hindi”.

“Amit Shah has not said one must not stop learning Assamese and learn Hindi. He said that one must, after learning Assamese or their mother tongue, learn Hindi. We also want the same for by learning Hindi a student from this region would be able to apply for government and non-government jobs in Delhi, Uttar Pradesh, Madhya Pradesh and Maharashtra,” he said.

Assam’s Opposition leader Debabrata Saikia on Sunday said that Shah’s announcement is in contradiction to the New Education Policy introduced by the BJP-led Central government which seeks to support primary education in the mother tongue.

Manipur Pradesh Congress committee President Keisham Meghachandra on Sunday told the mediapersons in Imphal that the party strongly opposes Union Home Minister’s statement “on imposition of Hindi language in Manipur and other northeast India states”.

In Meghalaya, former Congress leader and sitting MLA Ampareen Lyngdoh, who along with 4 party legislators recently announced to support the BJP-backed Meghalaya Democratic Alliance (MDA) government, also strongly opposed Shah’s announcement.

NE states urged to promote export to achieve $400bn target

Minister of State for External Affairs Dr Rajkumar Ranjan Singh urged the North Eastern states to proactively harness the goodwill for India around the world in promoting export and attracting foreign investment into the region to achieve the target of USD400 billion export per annum.

The Minister said so while interacting with Resident Commissioners of the North-Eastern region in New Delhi on Friday.

The first of its kind meeting was held to understand first hand from the States in the North-East Region as to how the Ministry of External Affairs can facilitate their international engagement, the MEA said in a statement.

“This is especially significant in the context of realising the vision of Prime Minister Narendra Modi articulated during his address to the Nation on August 6, 2021,” the MEA release said.

The Residential Commissioners and Nodal Officers from eight North-Eastern States – Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Tripura Nagaland and Sikkim- attended the meeting.

Earlier in his welcome remarks, C. Rajasekhar, OSD (States), said the MEA’s focus on the North-Eastern Region is key to the nation’s security and prosperity.

Secretary (ER) Shri Dammu Ravi summed up the productive deliberations and guided the meeting on the next steps. These include a North East Round Table to be launched for the first time in Imphal, Manipur, later this year. (India News Network)
