Jaishankar: Quad Reflects Growth of Multipolar Order

External Affairs Minister S Jaishankar on Saturday said the coming together of India, US, Australia and Japan as part of the Quad group serves to illustrate the growth of a multipolar order and advance a post-Cold War thinking against ‘spheres of influence’.

“I believe it (Quad) has five messages. One, it reflects the growth of a multipolar order. Two, it is post-Alliance and post-Cold War thinking. Three, it is against spheres of influence. Four, It expresses the democratizing of the global space and a collaborative, not unilateral approach. And five, it is a statement that in this day and age, others cannot have a veto on our choices,” EAM Jaishankar said on the closing day of the Raisina Dialogue in the national capital on Saturday.

Highlighting the significance of Quad grouping in Indo-Pacific at the session, the EAM said, “Now, this in turn would elicit the question, why the Indo-Pacific? And the answer, I think, by now is very clear. The post-1945 division of what till then was perceived to be a cohesive threat resulted in our contemplating the Indian Ocean and the Pacific one as two separate entities. This separation was an outcome of American strategic priorities in 1945.”

Invoking the Quad’s history and events, he said they strengthened the grouping of four nations to discuss multi-faceted issues.

“The origins of the Quad go back to the tsunami response. This was an event which happened in late December 2004. I happen to be the coordinator for that response on the Indian side. In 2006, the actual idea of a Quad was put forward by the then Japanese Prime Minister Shinzo Abe. But as I said earlier, it unravelled within a year, and in fact Abe himself had left office at that time,” Jaishankar said.

“In 2017, after a full decade, Quad was resumed, first at the Foreign Secretary’s level, and then was upgraded in 2019 to the ministerial one. Coincidentally, I happen to be occupying both positions at that particular juncture. In 2021, we, all four of us, upgraded it to the summit level and it has flourished since. And it’s been my privilege to have participated in all the meetings that have taken place since then,” he added.

The common refrain at the session was that the grouping should be in the interest of all countries in the region amid concerns around the Quad being an exclusive partnership between the four members. This session will also feature discussions on the state of recent efforts to expand the grouping’s outreach to other like-minded countries.

Before EAM Jaishankar, US Deputy Secretary of State, Kurt M. Campbell, addressed the session on behalf of Secretary of State Antony Blinken, saying, “The strength of the Quad is its ability to harness the resources and capabilities of our four nations (US, India, Australia, Japan) to deliver concrete outcomes that benefit us all. In 2024, it has enabled us to promote that common good for the people across the IndoPacific.”

“I want to emphasise the defining feature of our partnership – the Quad stands for our affirmative vision of a Free and Open Indo-Pacific (FOIP), in which we collectively build the capacity of our allies and partners. The Quad is not about forcing the region to choose between strategic competitors. It is about preserving and creating options so that communities, institutions and countries can make decisions to benefit their people,” he added.

Australian FM Penny Wong, who addressed the session virtually, stressed the positive impact of Quad in the Indo-Pacific, saying, “We’ve maintained strong momentum in offering but never imposing transparent valued public goods. that responded to priorities.”

“I described the quad is a lighthouse, which brings together our countries to illuminate a positive vision for the Indo-Pacific,” she added.

‘World Trading Rules Have Been Gamed’

External Affairs Minister S Jaishankar said on Thursday that the failure of the United Nations to find multilateral solutions to issues such as the gaming of trading rules, which many countries have taken advantage of at the expense of the international system, demonstrated the case for a comprehensive reform of the global organisation.

“When the UN was invented, it had approximately 50 members. We have four times the members. So it’s a common sense proposition that you can’t continue the same way when you have four times the members. If you look at the last five years, for all the big issues, we have not been able to find a multilateral solution. So the lack of results demonstrates the case for reform,” Jaishankar said.

The minister was participating at a session, ‘A Tapestry of Truths; Can the two hemispheres agree?’ during the ongoing Raisina Dialogue 2024 in the national capital.

“In many cases, the rules have been gamed. We speak about globalization. The fact is that the world trading rules have been gamed. … a lot of our challenges today also emanate from how countries have used that for their benefit at the expense of the international system,” Jaishankar said.

When asked about various complex geopolitical challenges and diverse positions on them by different key countries, such as the US support of Israel in its ongoing war with Hamas and India’s strong relationship with Russia in view of the Ukraine conflict, Jaishankar said the endeavour has to be to find middle ground.

“The reality in many cases is we won’t find a middle ground. In addition to the old issues, there are also the new issues. The big debates of the day, connectivity, debt, trade, and how these are leveraged today, are not necessarily all coming out of the West. So the West, as the dominant force earlier, is largely responsible for where we are today. The new players haven’t helped,” Jaishankar said.

At the Raisina Dialogue discussion today, Jaishankar also took a veiled jab at China, one of the five permanent members of the 15-member UN Security Council for being the “biggest” opponent of its reforms.

India, a founding members of the UN in 1945, played an active role in the drafting of the UN Charter and has been a vocal proponent of reforming the UNSC.

“If you take UN Security Council reform, the biggest opposer is not a Western country. So let’s get the totality of the problem right. We have to battle bit by bit to create groups for change. On many issues, you will get different combinations of countries, and we’ll have to live with a long period of incremental progress before we get to some kind of landing point,” Jaishankar said.

Last week, India’s permanent ambassador to the United Nations, Ruchira Kamboj highlighted that India supports a comprehensive reform of the United Nations Security Council across all five clusters, including an expansion in both the permanent and non-permanent categories.

Kamboj was speaking at the intergovernmental negotiations on Security Council Reform in New York.

Meanwhile, the panel discussion at the Raisina Dialogue was centered around whether trust in the international system could be rebuilt, even in the absence of effective multilateral institutions and Are emerging powers that are more acceptable to a wider array of international actors obliged to stitch together coalitions that work, or is a patchwork of plurilateral agreements a fait accompli? The discussion also touched on how the “Global South” could be made aspirational.

Hanke Bruins Slot, Minister of Foreign Affairs, Netherlands, January Yusuf Makamba, Minister of Foreign Affairs and East African Cooperation, Tanzania, Jorge Quiroga, former President, Bolivia, and Anwar bin Mohammed Gargash, Diplomatic Advisor to the President, United Arab Emirates were the other participants in the interaction. India Welcomes Nepal, Danish FMs for Raisina Dialogue

Foreign Ministers of Nepal Narayan Prakash Saud and Danish Lars Lokke Rasmussen arrived in New Delhi to participate in the Raisina Dialogue 2024, scheduled to begin today.

Ministry of External Affairs (MEA) spokesperson, Randhir Jaiswal posted on social media X, welcoming the ministers in the national capital.

Earlier today, Foreign Ministers of Mauritius Maneesh Gobin, Tanzania’s January Makamba and Panama’s Janaina Tewaney Mencomo, arrived in New Delhi.

Moreover, the Foreign Minister of Hungary, Peter Szijjarto, Bosnia and Herzegovina, Finland, and Liechtenstein also arrived in India.

Earlier, Greek Foreign Minister Giorgos Gerapetritis also arrived in New Delhi to attend the Raisina Dialogue.

Raisina Dialogue is India’s flagship conference on geopolitics and geoeconomics, committed to addressing the most challenging issues facing the global community.

The ninth edition of Raisina Dialogue is set to be held in Delhi from February 21-23. It is being organised by the Ministry of External Affairs in collaboration with the Observer Research Foundation.

Greek Prime Minister Kyriakos Mitsotakis will be the chief guest and keynote speaker at the 9th Raisina Dialogue in Delhi.

Ministers, National Security Advisors, senior officials and representatives of industry, technology, finance and other sectors from more than 100 nations will participate in the Raisina Dialogue.

India’s high-profile conference on geopolitics and geo-economics, the Raisina Dialogue, is set to convene its 9th edition from February 21 to 23.

According to the Ministry of External Affairs, the conference is dedicated to tackling pressing issues confronting the global community, will witness the inauguration by Prime Minister Narendra Modi on February 21.

“The inaugural session will feature the presence of the Prime Minister of the Hellenic Republic (Greece), Kyriakos Mitsotakis, who will deliver the keynote address as the Chief Guest,” the release added.

With representation from over 100 nations, the 9th Raisina Dialogue will gather a diverse array of participants including Ministers, former Heads of State and Government, Military Commanders, Industry Leaders, Technology Innovators, Scholars, and Youth.

Under the theme “Chaturanga: Conflict, Contest, Cooperate, Create,” the 2024 edition will foster dialogue and engagement across six thematic pillars: Tech Frontiers, Peace with the Planet, War & Peace, Decolonising Multilateralism, the 2030 Agenda, and Defending Democracy.

More than 2500 delegates from approximately 115 countries will participate in person, while millions worldwide will engage with the proceedings through digital platforms.

Moreover, the Raisina Dialogue is India’s premier conference on geopolitics and geo-economics committed to addressing the most challenging issues facing the global community.

Every year, leaders in politics, business, media, and civil society converge in New Delhi to discuss the state of the world and explore opportunities for cooperation on a wide range of contemporary matters.

The Dialogue is structured as a multi-stakeholder, cross-sectoral discussion, involving heads of state, cabinet ministers and local government officials, who are joined by thought leaders from the private sector, media and academia.

The conference is hosted by the Observer Research Foundation in partnership with the Ministry of External Affairs, Government of India.

This effort is supported by a number of institutions, organisations and individuals, who are committed to the mission of the conference.

Greece PM to be Chief Guest

Greek Prime Minister Kyriakos Mitsotakis, who is on a state visit to India, arrived in the national capital on Tuesday. Notably, he is the Chief Guest and Keynote Speaker at the Raisina Dialogue 2024, which is scheduled to take place from February 21-23.

“Warm welcome to PM @kmitsotakis of the Hellenic Republic as he arrives in New Delhi on his first State Visit to India. Received by MoS @M_Lekhiat the airport. PM Mitsotakis is the Chief Guest and Keynote Speaker at #RaisinaDialogue2024,” MEA spokesperson Randhir Jaiswal posted on X.

PM Mitsotakis is accompanied by senior officials and a high-powered business delegation. Earlier, Greek Foreign Minister Giorgos Gerapetritis arrived in New Delhi to attend the Raisina Dialogue.

He met External Affairs Minister S Jaishankar on Tuesday, and the two leaders discussed the strengthening of India-Greece and India-Europe cooperation.

Meanwhile, delegates from multiple countries arrived in India to participate in the Raisina Dialogue.

Sweden’s Foreign Minister Tobias Billstrom and Latvia’s Foreign Minister Krisjanis Karins arrived in India on Tuesday.

Bhutan Foreign Minister, Lyonpo DN Dhungyel, Lithuanian Foreign Minister Gabrielius Landsbergis and Estonian Foreign Minister Margus Tsahkna have also arrived for the conference.

Juraj Blanar, the Foreign Minister of the Slovak Republic and Dutch Foreign Minister Hanke BruinsSlot also arrived in India on Tuesday.

PM Mitsotakis will also visit Mumbai before returning to Athens. He will be accorded a ceremonial welcome at the forecourt of Rashtrapati Bhawan. Prime Minister Modi and PM Mitsotakis will hold bilateral discussions and PM Modi will also host a lunch banquet in honour of the visiting dignitary. (ANI)

As anticipation of the Raisina Dialogue 2024 grows, more foreign ministers of different countries arrive in the national capital on Tuesday.

According to Ministry of External Affairs (MEA) spokesperson, Randhir Jaiswal, Foreign Minister of Bhutan Lyonpo D N Dhungyel, Lithuanian Foreign Minister Gabrielius Landsbergis and Estonian Foreign Minister Margus Tsahkna have touched down here for India’s high-profile conference on geopolitics and geo-economics.

“More Foreign Ministers set foot in New Delhi for #RaisinaDialogue2024! Welcome to India, @FMBhutan Lyonpo D N Dhungyel, FM @GLandsbergis of Lithuania & FM @Tsahkna of Estonia,” MEA spokesperson Jaiswal said in a post on X.

Earlier in the day, Sweden’s Foreign Minister Tobias Billstrom and Latvia’s Foreign Minister Krisjanis Karins arrived in New Delhi. The MEA spokesperson said that the two leaders were extended a warm welcome.

The Greek Foreign Minister, Giorgos Gerapetritis, arrived in the national capital in the early hours of Tuesday to participate in the Raisina Dialogue.

Notably, Greece Prime Minister Kyriakos Mitsotakis will also be on a state visit to India. He will be the Chief Guest and Keynote Speaker at the 9th Raisina Dialogue, 2024 in New Delhi.

External Affairs Minister S Jaishankar on Friday held bilateral meetings with Egyptian Foreign Minister Sameh Shoukry, Saudi Arabian counterpart Faisal bin Farhan and Sweden’s Tobias Billstrom on the sidelines of Raisina Dialogue.

“Glad to meet FM Sameh Shoukry of Egypt. Welcomed his participation in the G20 meeting yesterday. Our discussions focused on the follow-up to President @AlsisiOfficial’s successful visit in January 2023,” Jaishankar said in a tweet.
He also met Sweden’s Foreign Minister Tobias Billstrom and discussed technology, sustainability and economic collaboration. Exchanged perspectives on Europe, Indo-Pacific and other global developments.

“A good conversation this morning with FM @FaisalbinFarhan of Saudi Arabia. Appreciate Saudi Arabia’s support in the G20. Also discussed global developments,” he added.

The Raisina Dialogue is the flagship think-tank event organised by the Observer Research Foundation (ORF) in partnership with the Ministry of External Affairs (MEA).

During the Raisina Dialogue, the Quad Foreign Ministers took place presided over by Jaishankar, Australian Foreign Minister Penny Wong, Japanese counterpart Yoshimasa Hayashi and US State Department Secretary Antony Blinken.

The Quad Foreign Ministers reaffirmed its steadfast commitment to supporting a free and open Indo-Pacific and strongly supported the peaceful settlement of disputes without resorting to threats or use of force and freedom of navigation and overflight.

“Our meeting today reaffirms the Quad’s steadfast commitment to supporting a free and open Indo-Pacific, which is inclusive and resilient. We strongly support the principles of freedom, rule of law, sovereignty and territorial integrity, peaceful settlement of disputes without resorting to threat or use of force and freedom of navigation and overflight and oppose any unilateral attempt to change the status quo, all of which are essential to the peace, stability and prosperity of the Indo-Pacific region and beyond,” according to the statement released by Quad.

These statements came against the backdrop of growing China’s assertiveness in the region.

In the meeting, Foreign Ministers said the Quad, as a force for regional and global good, will be guided by the priorities of the Indo-Pacific region through its positive and constructive agenda.

Quad Foreign ministers sought support in the region through practical cooperation on contemporary challenges such as health security, climate change and the clean energy transition, critical and emerging technologies, infrastructure and connectivity. The Foreign ministers also addressed the debt crisis, space cooperation, cyber-security, humanitarian assistance and disaster relief (HADR), maritime security and counter-terrorism. (ANI)

Josep Borrell to attend G20 ministers meet, Raisina Dialogue

European Union Foreign Policy chief Josep Borrell will visit India to participate in the G20 Foreign Ministers meetings and also attend the Raisina Dialogue, according to a statement released by the delegation of the European Union to India and Bhutan.

According to the statement, Josep Borrell will arrive in India on March 1 and will deliver a speech at the CII Business Conclave during the plenary on “India-Europe: Partners for future growth.” During his 4-day visit from March 1 -4, Borrell will meet the Minister of External Affairs, S Jaishankar. On the agenda will be the bilateral aspects of the strategic partnership and a range of regional and international security issues, both in Europe and in Asia.

On March 2, Borrell will participate in the G20 Foreign Ministers meeting. India’s G20 Presidency takes place under the theme “One Earth * One Family * One Future” (Vasudhaiva Kutumbakam) with more than 200 events around the country.

“As Russia’s war against Ukraine marks its one-year anniversary, the High Representative will convey a strong message on Russia’s blatant violation of international law and the UN Charter, and its global consequences, in particular on energy and food insecurity, but also on the importance of a stronger multilateralism system, fit for the future, as well as the crucial need to speed up the green transition to address the existential threats of climate change and biodiversity loss globally,” the statement read.

“The High Representative will also focus on threats enabled by new technologies, such as disinformation and cybersecurity,” the statement added.

On the first day of the Raisina Dialogue, Borrell will address the session “The New High Table: Realigning the G20 in a changing world”. The High Representative’s intervention will be available in Europe by Satellite (EbS).

During his visit, High Representative Borrell will have bilateral meetings with his counterparts from different continents, to discuss regional and bilateral issues, according to the statement.

The G20 Foreign Ministers Meeting (FMM) is scheduled to take place in physical format from March 1-2, 2023 in New Delhi under India’s presidency.

The New Delhi meeting will be attended by Russian Foreign Minister Sergey Lavrov, US Secretary of State Antony Blinken and UK Foreign Secretary James Cleverly. In all, representatives of 40 countries, including non-G20 members invited by India, and multilateral organisations will attend.

Meanwhile, Raisina Dialogue is all set to take place from March 2-4, 2023 at the Taj Palace Hotel, Diplomatic Enclave, New Delhi. (ANI)

Italian PM to be chief guest at 8th Raisina Dialogue

Italian Prime Minister Giorgia Meloni will visit India in the first week of March to attend the 8th Raisina Dialogue in New Delhi as Chief Guest, according to a statement released by External Affairs Ministry.

According to the statement, the Italian PM will visit India on March 2-3 and will be accompanied by Deputy Prime Minister and Foreign Minister Antonio Tajan and a high-powered business delegation. This will be the first bilateral Very Very Important Person (VVIP) visit from Italy to India. In 2018, the last PM visited India.

“PM Meloni will be accorded a ceremonial welcome at the forecourt of Rashtrapati Bhawan. Prime Minister Shri Narendra Modi and PM Meloni will hold discussions on bilateral, regional and global issues. External Affairs Minister S Jaishankar will call on PM Meloni. The visiting PM will call on President Smt Droupadi Murmu in the afternoon of 02 March 2023,” the statement read.

“India and Italy are celebrating 75 years of establishment of diplomatic relations this year. The multifaceted bilateral relationship is based on shared cultural values, commitment to foster economic growth, and collaboration in the fields of green energy, science and tech, and defence and is marked by convergence on regional and global issues. The two countries have also been cooperating closely in various multilateral forums,” the statement added.

During her visit, PM Meloni is expected to strengthen further and deepen the long-standing relationship between India and Italy. Both sides will take stock of the progress on the key outcomes of the November 2020 Summit, strengthen security and defence cooperation, work towards closer economic ties, enhance the opportunity for talent mobility and give strategic guidance to ongoing collaboration in Science and Technology.

A business roundtable will be organised on March 2, which will be co-chaired by the Deputy Prime Minister and Minister for Foreign Affairs and International Cooperation, Antonio Tajani and Minister of Commerce and Industry, Piyush Goyal.

Meanwhile, Raisina Dialogue is all set to take place from March 2-4, 2023 at the Taj Palace Hotel, Diplomatic Enclave, New Delhi. (ANI)

PM to open India’s flagship foreign policy conference

India’s flagship conference on geopolitics and geoeconomics – Raisina Dialogue – will kick off on Monday in Delhi. The seventh edition of the conference – which was launched in 2016 – will be inaugurated by Prime Minister Narendra Modi with European Union Commission president Ursula von der Leyen as the chief guest.

This will be the second crucial meeting the prime minister will have with a world leader within a week in the national capital. Last week, PM Modi met the United Kingdom counterpart Boris Johnson as the two leaders discussed a host of issues, including bilateral ties, the Ukraine war, climate change among others.

In a tweet on Sunday, the EU commission chief emphasised on the importance of working with India on climate change. “Europe is on the path to climate neutrality with #EUGreenDeal. But Europe alone won’t save our planet. It’s a global effort, and we need to work with India. And we count on you, the young people, to keep fighting for the climate. (sic),” she posted, along with a video of interaction with climate activists.

The Raisina Dialogue will be held over three days between Monday and Wednesday. The theme for the 2022 Edition is “Terra Nova: Impassioned, Impatient, and Imperilled”, according to a statement by the ministry of external affairs.

“Over the course of three days, the Dialogue, will have panel discussions and conversations across multiple formats on six thematic pillars – (i) Rethinking Democracy: Trade, Tech and Ideology; (ii) End of Multilateralism: A Networked Global Order?; (iii) Water Caucuses: Turbulent Tides in the Indo-Pacific; (iv) Communities Inc.: First Responders to Health, Development, and Planet; (v) Achieving Green Transitions: Common Imperative, Diverging Realities; and (vi) Samson vs Goliath: The Persistent and Relentless Tech Wars, (sic)” the official statement read.
