‘Painful reality’: Shehbaz says no option but to implement IMF program

Calling it a “painful reality” current Prime Minister of Pakistan Shehbaz Sharif on Tuesday said that the country has no option but to implement the International Monetary Fund (IMF) program, The Dawn reported.

Sharif said this while speaking at a press conference in Islamabad. Further while reiterating the country’s helplessness over implementing the IMF program, he blamed the previous Pakistan Tehreek-e-Insaf (PTI) government for not standing up to their commitment towards IMF, according to the Dawn report. Further, the premier expressed regret that the government could not provide any subsidies for any sector without the IMF’s help. The Dawn reported that Pakistan entered into a 39-Month Extended Fund Facility (EFF) Arrangement with Pakistan for USD 6 billion in 2019, which increased to USD 7 billion earlier this year. The programme’s ninth review is currently pending the release of USD 1.18 billion.

It had been put off for two months because the Pakistan Muslim League Nawaz (PML-N) led government’s unwillingness to accept certain conditions placed before it by the Fund, and the disagreements have yet to be resolved.

Sharif also mentioned that their government has the plan to convert government offices to solar power by April next year. Notably, this could be done by reducing the country’s fuel consumption bill which is nearly USD 27 billion currently.

Previously, the IMF visit to Pakistan which was scheduled for October this year had been delayed amidst differences between Pakistan’s commitment to the IMF on fiscal consolidation.

In the current fiscal, Pakistan estimated flood-related reconstruction costs at PKR 251 billion (USD 1.1 billion). The IMF had asked Pakistan to include these costs in the current budget, after terming them as unrealistic and at variance with the Post Disaster Needs Assessment (PDNA) report.

The IMF has also raised serious reservations against the recently announced package (PKR 1800 billion) by the Pakistan Finance Minister for the agriculture sector and PKR 110 billion subsidies for concessional electricity to export-oriented sectors, which is a clear deviation and violation of the 7th and 8th reviews.

The IMF asked for detailed expenditure and revenue figures, including those for flood response up to June 30, 2023, when the programme ends.

Esther Perez Ruiz, IMFs Resident Representative for Pakistan, had asked the country to review monetary and exchange rate policies. According to Ruiz, the country needs to re-examine fiscal discipline and deficit control targets and fix multiple economic indicators.

Recently, the media reported that Pakistan’s past and present Finance Ministers disagree on whether the national economy is still in the red ahead of its ninth review by the International Monetary Fund (IMF).

While current Finance Minister Ishaq Dar feels the country’s performance is up to the mark and ready for the IMF review, his predecessor Miftah Ismail believes that the default risk would not subside unless the IMF and other multilateral lenders came to the table. (ANI)

Pakistan Prime Minister Shehbaz Sharif landed in Turkey for a two-day visit to the Western Asian country for deepening the defence cooperation between the two countries.

Taking to Twitter, Sharif said, “Being in Turkey feels like being home, overwhelmed by the warmth of our Turkish brothers and sisters. Our bilateral ties have entered a new era of strategic partnership under the leadership of President Erdogan. We are on course to unpack the full untapped potential of relationship.” Upon his arrival, PM Sharif was received by Istanbul’s deputy governor, senior Turkish civil and military officials, and diplomats of the Pakistani Embassy and Consulate at the Islamabad International Airport, Geo News reported.

The prime minister is undertaking the visit at the invitation of Turkish President Recep Tayyip Erdogan. Before leaving for Turkey, the Pakistani PM said that he is there to inaugrate the third MILGEM Corvette Ship, which represents the deepening of defence cooperation.
“Leaving for 2-day visit to Turkiye at the invitation of my brother President Tayyip Erdogan. Inauguration of third MILGEM Corvette Ship represents deepening of defence cooperation between our two brotherly countries. High-level exchanges are a defining feature of our partnership,” he said in a tweet.

According to Geo News citing a statement issued by the Foreign Office, the two leaders will also hold wide-ranging discussions encompassing bilateral relations, the regional situation and other issues of common interest.

During his stay in Istanbul, the president of the ECO Trade and Development Bank (ETDB) will call on the prime minister, the FO said, adding that the PM will also interact with the leaders of the Turkish business community.

Pakistan and Turkey enjoy a good relationship where the latter has supplied various models of combat UAVs to the former country, according to The Balochistan Post-English.

According to the information on the microblogging site Twitter and Pakistan-based defence blogs, Chinese CH-4B UAVs were spotted over Bolan, Balochistan, where the rebels killed two SSG Commandos, reported The Eurasian Times.

Notably, the MILGEM project, based on joint collaboration between the two countries, represents a significant milestone in the Pakistan-Turkey strategic partnership that continues progressing on an upward trajectory, Geo News reported.

It is pertinent to mention here that the launching ceremony for the first Corvette for the Pakistan Navy, PNS Babur, was performed in Istanbul in August 2021 while the groundbreaking for the Second Ship, PNS Badr, was held at Karachi in May 2022.

Shehbaz urges Chief Justice to probe Imran’s allegations

Shehbaz Sharif wrote a letter to the Supreme Court to constitute a full-court bench to investigate the allegations and also the investigation of the Arshad Sharif murder case.

Pakistani Prime Minister Shehbaz Sharif on Saturday slammed Imran Khan for undermining national institutions and requested the Chief Justice of Pakistan to form a full court commission to investigate his allegations.

“Imran Niazi habitually uses baseless allegations and lies to spread anarchy. Government has decided to request the Chief Justice of Pakistan to form a full court commission to investigate his allegations. Let the people see through his game plan to undermine national institutions,” Shehbaz Sharif tweeted.

Shehbaz Sharif wrote a letter to the Supreme Court to constitute a full-court bench to investigate the allegations made by the PTI Chief Imran Khan and also the investigation of the Arshad Sharif murder case, ARY News reported.

He made these remarks while addressing a press conference in Lahore. This comes two days after Imran Khan was shot during his long march. Shehbaz wished Imran and others injured a speedy recovery however did not fall short of attacking him for Imran Khan’s “false and cheap conspiracies.”

PM Shehbaz also urged the PTI chief to present evidence to support his allegations. “The attack is condemnable, however, when the nation is being pushed towards devastation by false narratives it is my responsibility that I play a positive role to protect the people,” Shehbaz said.

During the presser, Shehbaz Sharif played a video which showed Imran Khan making statements about the armed forces since 2011. In a strong statement, Shehbaz Sharif said that if Imran Khan succeeds in proving that he was behind the attack during his Haqeeqi march, then he would resign from his Prime Ministerial post immediately.

“Imran Khan’s tales are full of contradictions. I cannot, for even a moment, waste my time thinking that this man — who was granted a new life by Allah — is lying day and night. Today, he is attacking the Pakistan army in a way an enemy would do,” the PM said.

Condemning the PTI government, Shehbaz Sharif said, “He damaged institutions, the economy, and foreign relations. I have certain secrets regarding the country’s foreign relations buried in my heart which, if I share, would leave you shocked. But I will not talk about it because I am faithful. I will not sacrifice Pakistan’s interest for personal gains,” reported ARY News. (ANI)

Pakistan eyes $13bn package from China, Saudi Arabia

The $13 billion package is equal to 38 per cent of the estimated gross external financing requirements of Pakistan for fiscal year 2022-23

Pakistan has got assurances of a $13 billion financial package from China and Saudi Arabia, including $5.7 billion in fresh loans that would help stabilise the reserves and the rupee, Finance Minister Ishaq Dar said in a statement.

The $13 billion package is equal to 38 per cent of the estimated gross external financing requirements of Pakistan for fiscal year 2022-23, The Express Tribune reported.

Its materialisation can eliminate the threat of default, as the International Monetary Fund (IMF) has not come up with a big financial package despite imposing numerous harsh conditions.

Pakistan sought $7.3 billion debt rollover and a fresh loan of $1.5 billion from China, which the Chinese premier had assured to take care of, Dar told a group of journalists a day after his return from Beijing.

The cumulative loan that Pakistan has sought from China amounts to $8.8 billion.

Dar disclosed that he also requested his Saudi counterpart for a $4.2 billion in fresh loan.

“The Saudi Finance Minister also gave ‘a positive nod’,” he added.

The cumulative value of the Chinese and Saudi financial assistance would cover 38 per cent of Pakistan’s estimated gross external financing requirements, The Express Tribune reported.

The injection is expected to recoup the lost value of the rupee.

Dar said that the real inflation-adjusted value of the rupee was below 200 PKR to a dollar, hoping to see a stronger value of the local currency without any injection.

Pakistan Prime Minister Shehbaz Sharif and Saudi Arabias Crown Prince Mohammed bin Salman bin Abdulaziz Al-Saud have agreed to upgrade and enhance bilateral ties and fraternal bonds between the two countries to “new heights”.

The two held a bilateral meeting in Riyadh during which they reviewed the entire gamut of bilateral relations, Dawn news reported citing Radio Pakistan as saying on Wednesday.

Taking to Twitter, Sharif described the meeting as “excellent”.



“We agreed to upgrade and enhance bilateral ties and fraternal bonds between Pakistan and Saudi Arabia to new heights in line with the requirements of (the) changing world. I told (the Crown Prince) people of Pakistan are eagerly looking forward to his visit,” he said.

According to Radio Pakistan, the two leaders reaffirmed their commitment to further strengthen the fraternal bond between Pakistan and Saudi Arabia.

The premier thanked the Saudi leadership for extending assistance to Pakistan during the recent devastating floods, particularly for establishing the air bridge between Riyadh and Islamabad to provide relief goods in flood-affected areas, the report said.

For his part, the Saudi crown prince termed the fraternal ties between Pakistan and Saudi Arabia very important for the two countries as well as for the region and the world.

Sharif landed in Riyadh on Monday where he was received by Riyadh Governor Prince Faisal Bin Bandar Bin Abdul Aziz Al Saud at the airport.

The premier is accompanied by Finance Minister Ishaq Dar, Defence Minister Khawaja Asif, Information Minister Marriyum Aurangzeb and other officials.

He also addressed the Future Investment Initiative Summit in Riyadh on Monday, saying that Pakistan was “ripe for market innovation” and the country was ready to reach out to potential investors for the future of its upcoming generations, Dawn reported.

Shehbaz’s UN speech sparks row with Taliban

Pakistan Prime Minister Shehbaz Sharif’s speech at the United Nations General Assembly (UNGA) session has sparked a fresh diplomatic row between Pakistan and the Afghan interim government which has denied the presence of any armed groups on Afghan soil, local media reported.

On one hand, the prime minister urged the international community to remain engaged with the Afghan Taliban but on the other, he shared global concerns over the presence of terrorist groups on Afghan soil, The Express Tribune reported.

Shehbaz particularly mentioned the threat posed by the major terrorist groups operating from Afghanistan, especially ISIL-K and TTP as well as Al-Qaeda, ETIM and IMU.

“They all need to be dealt with comprehensively, with the support and cooperation of the interim Afghan authorities,” he insisted.

His statement, however, was not taken well by the Afghan interim government, which put out a statement rejecting the allegations, The Express Tribune reported.

A formal reaction issued by the Afghan foreign ministry stated that some countries, including the US and Pakistan, expressed concerns at the 77th session of the UNGA that the threat of terrorism still exists in Afghanistan.

“These concerns are based on incorrect information and sources and are being brought up as the relevant parties are yet to hand over the seat of Afghanistan at the United Nations to its rightful legal and political owners, the Afghan government,” the Afghan foreign ministry spokesperson claimed.

“If this right is indeed afforded to the Afghan government, it will open an opportunity to directly share ground realities of Afghanistan with regional and world countries and address any concerns,” the statement added.

The spokesperson said that the Islamic Emirate once again rejected such assertions and reiterated its position to the world. He added that the territory of Afghanistan will not be used against any other country nor does any armed group currently have a presence in Afghanistan.

“Rather than raising unsubstantiated concerns and allegations, the world should engage positively with the Islamic Emirate by sharing their view and concerns directly and not through the media or public statements,” he said, The Express Tribune reported.

Since the Taliban takeover, Pakistan has remained an advocate of the de-facto rulers of Afghanistan at the world forums. Islamabad has been consistently urging the international community, particularly the western world not to abandon the war-torn country.

Shehbaz to meet Biden on sidelines of UNGA

Pakistan Prime Minister Shehbaz Sharif will get a chance to interact with US President Joe Biden this week on the sidelines of the UN General Assembly session in New York, according to a Foreign Office (FO) official.

Sharif is among the world leaders attending the UNGA session who has been invited by President Biden to a reception in New York, The Express Tribune quoted the official as saying.

Although there won’t be any bilateral meeting between the two leaders, the premier will interact with the US president informally during the reception.

This will be the first interaction between Biden and a sitting Pakistani Prime Minister since the President took office in early 2021.

Biden has not spoken to either former Prime Minister Imran Khan or Sharif, The Express Tribune reported.

The meeting despite being informal will be significant given the fact that the Biden administration during Imran’s government largely ignored Pakistan.

But since the change of government, there has been a flurry of engagements between the two countries.

A senior adviser of the US Secretary of State recently visited Pakistan while the Biden administration also approved the $450 million sale of F-16 equipment to Pakistan.

After the UNGA session, Foreign Minister Bilawal Bhutto Zardari will visit Washington on an official visit and meet Secretary of State Anthony Blinken.

This will be his second meeting with the Secretary of State in a few months as he earlier met him in New York at the sidelines of the Food Security summit.

Also on the sidelines of the UNGA, Sharif will meet French President Emmanuel Macron — the first bilateral meeting between leaders of the two nations in seven years.

Pak minister slams Imran for row over Army chief appointment

Pakistan Defence Minister Khawaja Asif has warned former premier Imran Khan to stop the pursuit of making the appointment of the new army chief controversial as it “will embolden India”, adding that Prime Minister Shehbaz Sharif will instate him in accordance with the provisions of the constitution.

Shelving Khan’s demand of postponing the appointment of the army chief till August, Asif said he will not let the former Prime Minister put the country at stake and appease India, Samaa TV reported.

“The appointment will be made in November as per schedule,” he said during a presser.

He also remarked that the Pakistan Tehreek-e-Insaf (PTI) chief is rewarding India by promoting political uncertainty in the country, Samaa TV reported.

Earlier in the press conference, Asif termed the Sharif’s visit to Samarkand for the SCO Summit as “extremely successful”.

He said the premier met with the heads of 10 countries during the two-day visit who promised to extend support to the flood-stricken people of Pakistan.

Asif said the meetings with Chinese, Russian, Iranian, and Turkish heads of state were the highlight of Sharif’s visit.

“All these countries promised assistance to Pakistan,” he maintained.

The Defence Minister also announced that the premier will visit Beijing in the first week of November at the invitation of Chinese President Xi Jinping.

Pakistan Prime Minister Shehbaz Sharif on Thursday arrived in Samarkand, Uzbekistan, to attend the two-day Shanghai Cooperation Organization (SCO) Summit, during which he is scheduled to meet other world leaders in attendance, including Russian President Vladimir Putin.

On Thursday, Sharif will separately meet Uzbek President Shavkat Mirziyoyev and Tajikistan President Imomali Rehmon, Dawn news reported.

Besides Putin, the Pakistani leader is also scheduled to Turkish President Recep Tayyip Erdogan, Iranian President Ebrahim Raisi, Belarusian President Alexander Lukashenko and Kyrgyz President Sadyr Japarov.

However, Foreign Office Spokesman Asim Iftikhar had earlier confirmed that Sharif had no plans to meet his Indian counterpart Narendra Modi.

An official said although a brief courtesy meeting between the two was possible, they would not be holding talks as none of the two sides had sought a meeting, reports Dawn news.

Prior to his departure, the Pakistani premier took to Twitter to share his views on the SCO summit.

“The global economic turbulence has necessitated the need for more cooperation among SCO member countries,” he said, adding that the “SCO vision” represented the aspirations of 40 per cent of the world’s population.

“Pakistan reiterates its commitment to ‘Shanghai Spirit’. Mutual respect and trust can be the bedrock of shared development and prosperity,” he said.

“The SCO has great potential to chart a way forward at a time of deeply worrying transformation in geo-political & geo-economic fields.”

‘War not an option’: Shehbaz bats for peaceful ties with India

Pakistan Prime Minister Shehbaz Sharif has reiterated his country’s strong resolve to maintain peace in the region, but added that sustainable peace in South Asia was linked to the resolution of Jammu and Kashmir issue in line with the UN resolutions and the wishes of Kashmiris, and nothing short of it would work.

“We want permanent peace with India through dialogue as war is not an option for either of the countries,” The News quoted the premier as saying said while speaking to a group of students from the Harvard University.

Sharif pointed out that Islamabad and New Delhi should have competition in trade, economy and improving the conditions of their people.

Pakistan was not an aggressor, but its nuclear assets and the professionally trained army are deterrence, he said, adding: “We spend on our military to protect our frontiers and not for aggression,” The News reported.

The delegation consisted of students from diverse origins and academic backgrounds.

The Prime Minister welcomed students and held a candid discussion about contemporary challenges Pakistan was facing today.

In response to a question about the national economy and the IMF programme, the premier said that Pakistan’s economic crisis stem from structural problems along with political instability in the recent decades.

He said the first few decades since the inception of Pakistan witnessed impressive growth across all sectors of the economy when there were plans, national will and the implementation mechanism to produce outcomes.

“Overtime, we lost the edge in sectors in which we were ahead. The lack of focus, energy and policy action led to reduction in national productivity.”
