Rishi Sunak has refused to apologise to Brianna Ghey’s father and said it was “sad and wrong” to link his jibe about transgender people to the murdered teenager’s case.

The prime minister doubled down on his comments on Thursday morning, saying it was “the worst of politics” to link them to the trans teenager’s case.

Sunak has been urged to apologise after accusing the Labour leader, Keir Starmer, of having difficulty “defining a woman” at prime minister’s questions on Wednesday. He made the remark after he was told by Starmer that Brianna’s mother, Esther Ghey, was in the public gallery.

Brianna’s father, Peter Spooner, said Sunak’s comment had been “dehumanising” and urged him to apologise. Brianna was lured to a park in Cheshire and murdered by two teenagers in February last year.

On a visit to Cornwall, Sunak told reporters: “Like everyone, I was completely shocked by Brianna’s case. To have your child taken from you in such awful circumstances is almost impossible to come to terms with, and for Brianna’s mum to talk with such empathy and compassion about that, I thought, was inspiring and it showed the very best of humanity. I’ve nothing but the most heartfelt sympathy for her entire family and friends.”

“But to use that tragedy to detract from the very separate and clear point I was making about Keir Starmer’s proven track record of multiple U-turns on major policies, because he doesn’t have a plan, I think is both sad and wrong, and it demonstrates the worst of politics.”

Asked to respond to Spooner’s request for an apology, Sunak said his comments had been “absolutely legitimate”. “If you look at what I said, I was very clear, talking about Keir Starmer’s proven track record of U-turns on major policies because he doesn’t have a plan.”

Earlier on Thursday, the policing minister, Chris Philp, said Sunak was “very keen” to meet Brianna’s family. Esther Ghey wrote on Peace & Mind UK, the Facebook page she set up for a campaign in her daughter’s memory, that she did not “wish to comment on reports of wording or comments recently made. My focus is on creating a positive change and a lasting legacy for Brianna.

“Through Peace & Mind, we want to improve lives by empowering people, giving them the tools they need to build mental resilience, empathy and self-compassion through mindfulness. In developing these skills, I hope that we can create a more understanding, peaceful and stronger society for everyone.”

Several Tory MPs have criticised Sunak’s remark. The former minister Paul Scully told the BBC’s Politics Live: “If it was me, I would probably pick up the phone to Brianna’s father, frankly.” Another former minister, Jackie Doyle-Price, told Times Radio that while she advocated balancing transgender rights with the protection of single-sex spaces, Sunak’s comment “trivialises something that’s very important” and was “frankly very ill-judged”.

One free seat for transgenders in colleges under Madras University

Madras University is planning to provide one free seat to transgenders in each college affiliated with it for Under Graduate course.

This is to promote education of transgenders. This will come into effect from academic year 2022-23.

The university is already providing two free seats in each college affiliated to it for poor students who are socially and economically backward.

S. Gowri, Vice-chancellor of Madras University while speaking to IANS said: “We are planning to allot at least one seat in each college affiliated under the University for free to people from transgender community. This is for promoting the education of transgender people.”

She said that the university is planning to get the approval of the syndicate for the proposal during its next sitting.

During the 2021-22 academic year, the university had allocated a supernumerary seat in college for postgraduate programme to transgenders but no one joined.

The university has enrolled 340 students from 131 families with poor economic backgrounds during the 2021-22 academic year. The Vice-Chancellor also said that the university will waive the fee for transgenders who will be joining the undergraduate course during this academic year.

Kalki Subramaniam, transgender activist, writer, poet, and painter who had stood for transgender rights said: “This is a welcome move of Madras University. I am happy that awareness is growing among people regarding transgender people and our situation. I have always been a votary for higher education to transgender people and the Madras University has taken a step in the right direction.”

K’taka allows transgender candidates in Police department

The Karnataka government has called for applications by transgender candidates for the recruitments in the state police department for the first time.

As per the Amendment of Karnataka Civil Services (General Recruitment) Rules, 1977 to facilitate providing one per cent jobs to transgenders, the Karnataka Police department has called for applications from transgenders for various posts.

As per the notification issued recently, four posts of special Reserve sub-inspector for Karnataka State Reserve Police (KSRP) and one post in India Reserve Battalion of the rank of special Reserve sub-inspector will be reserved for transgenders.

As per the Transgender Persons (Protection of Rights) Rules 2020 framed by Union ministry of social justice and empowerment, the transgender candidates must obtain a certificate from the district magistrate. The certificate is mandatory.

The notification is published by the Additional Director General of Police (Recruitment). Out of the 70, five posts are kept away for transgenders. The eligible transgender candidates can apply for posts online till January 18.

In addition to this, three posts have been reserved for transgender candidates in the Forensic Science Laboratory (FSL) for Scene of Crime Officer (SOCO). The applications can be submitted till January 15.

Pakistans largest religious political party, Jamaat-e-Islami (JI) has presented a bill, seeking an amendment in the Transgender Persons (Protection of Rights) Act 2018 and has called for formation of a medical board to justify if a person should go through a gender change or seek reassignment with reference to ones identity.

The bill, presented in the upper house (Senate) demands a debate on the matter and want to amend the law along with a formation of a gender reassignment board, which should work with the country’s National Database & Registration Authority (NADRA).

The law, as it currently stands, states: “A person recognized as transgender.. shall have the right to get himself or herself registered as per self-perceived gender identity with all government departments including, but not limited to, NADRA.”

The JI’s proposed amendment bill opposes this provision of the constitution and calls for formation of a gender reassignment board to suggest to NADRA, which should decide if a person can go through a gender change and be reassigned.

As per details of the proposed bill, the formation of the board should be established at district levels after the approval of the Prime Minister and the respective Chief Ministers of all provinces.

“Each board should comprise of professor doctor, a psychologist, a male general surgeon, a female general surgeon and a chief medical officer,” read the proposed bill.

The proposed bill also seeks a strict ban on surgeries for gender reassignment of any other treatment that change genital features, as they may be done on the basis of psychological disorder or gender dysphoria.

“The law in its present form could lead to the legalisation of homosexual marriages… The law violates the dignity of Muslim women,” stated the proposed bill.

The Senator, who presented the bill, stated that deeming gender identity a personal matter is contrary to the teachings of Islam, adding that the current law allows any person to get themselves registered as a man or a women not on the basis of their biology but their personal thoughts.

In Pakistan, at least 28,00 cases of gender change have been processed in the past three years. NADRA has been allegedly changing the genders of people on a single request.

The JI proposed bill was opposed by Federal Minister on Human Rights Shireen Mazari, who stated that the amendment is aimed at victimiSing the transgender community while the current law gives them right to identity.

“Till date, not a single complaint has been received regarding the misuse of this law,” she said.

The senate has sent ahead the proposed amendment bill to relevant authorities and has sought a reply from them to take the debate forward.

However, the bill is being criticised for targeted victimition of the transgender community, who already suffer discrimination from the society at large in the country.
