Qatar reviews achievements of Emiratisation in UAE

Dr. Abdulrahman Al Awar, Minister of Human Resources and Emiratisation, received Dr. Ali bin Samikh Al Marri, Minister of Labour of Qatar, who headed a delegation from the Qatari Ministry of Labour on a visit to the UAE.

During a meeting, the two sides discussed ways to enhance bilateral relations between the two countries in the fields of human resources development and labour.

The Qatari delegation was briefed on best practices implemented in the UAE labour market, in the presence of Khalil Al Khoori, Undersecretary for Human Resources Affairs at the Ministry of Human Resources and Emiratisation (MoHRE); Ayesha Belharfia, the Ministry’s Undersecretary for Emiratisation Affairs; Ghannam Al Mazrouei, Secretary General of the Emirati Talent Competitiveness Council; Sheikha Najwa Al Thani, Assistant Undersecretary for Migrant Labour Affairs at the Qatari Ministry of Labour, and officials from both ministries.

The Qatari delegation reviewed the various initiatives of the Nafis programme, as well as the range of legislation and decisions to support Emiratisation efforts in the private sector, and the unprecedented record results of enhancing Emirati professionals’ competitiveness in the labour market.

The meeting also highlighted processes and practices of UAE labour market monitoring, raising awareness, and inspection, in addition to the social protection system and the programme for protecting workers’ entitlements in the private sector.

The delegation also examined the procedures used for settling labour disputes in the UAE, in addition to the latest results of the continuous efforts to upgrade and develop the UAE labour market’s legislative ecosystem and elevate its attractiveness to both international talent and Emirati professionals.

UAE, Oman seek joint Gulf action for Middle East peace

President His Highness Sheikh Mohamed bin Zayed Al Nahyan and His Majesty Sultan Haitham bin Tariq, Sultan of Oman, discussed strengthening the fraternal relations and cooperation between the UAE and Oman to serve mutual interests and meet the aspirations of their peoples for development and prosperity in line with the deep-rooted and historical ties that unite the two countries and peoples. The two sides also discussed regional and international issues of common interest.

At the beginning of the meeting at Qasr Al Watan in Abu Dhabi, His Highness the President welcomed his brother, His Majesty Sultan Haitham bin Tariq, and the accompanying delegation to his second home among his family in the UAE. His Highness said that these meetings aim to further foster prosperity in the UAE and Oman, expressing his confidence that His Majesty’s visit represents a strong boost to bilateral relations that will bring growth and development to the two peoples.

His Highness the President and His Majesty Sultan Haitham bin Tariq reviewed relations between the two countries, especially in the economic, investment, and trade areas, which have witnessed significant advancement in recent years in a way that serves developmental priorities and enhances the prosperity of the two countries.

The meeting also addressed joint Gulf action in light of the challenges the region is witnessing and highlighted its importance in achieving the mutual interests of Gulf Cooperation Council countries and their peoples while bolstering regional security and stability.

The two sides discussed several regional and international issues of common interest, most notably developments in the Middle East and efforts to contain tensions and prevent escalation, as this entails a serious threat to security and stability. They also addressed the importance of self-restraint and prioritising the voice of wisdom to spare the region from new crises that affect all and hinder cooperation and development for the benefit of its peoples.

During the meeting, His Highness Sheikh Mohamed bin Zayed Al Nahyan stressed that relations between the UAE and Oman are historical and characterised by a unique social and cultural fabric distinguished by close family ties, good neighbourliness, and effective cooperation and integration.

In his remarks, His Highness asked for God Almighty to have mercy on the late Sheikh Zayed bin Sultan Al Nahyan and the late Sultan Qaboos, who established an original approach in building strong fraternal relations fortified by goodwill and wisdom. His Highness underscored his confidence that the social cohesion between the UAE and Oman represents a firm foundation upon which the two countries can continue to build exemplary relations that serve mutual interests and achieve the aspirations of their peoples for progress and prosperity.

His Highness noted that economic relations are an important and supportive path for bilateral cooperation and have witnessed continuous development over the years, culminating in various economic and strategic partnerships in many fields. His Highness added that the UAE and Oman maintain ambitions to continue exploring and developing economic opportunities for the benefit of the two countries and peoples.

His Highness the President stressed that joint Gulf action will remain an impenetrable fortress in the face of regional and global developments and challenges. His Highness noted that the UAE believes in the principle of collective action and solidarity in a way that preserves the interests of Gulf Cooperation Council countries, enhances its regional and international role, meets the aspirations of its peoples for continued progress and prosperity, and supports regional and global peace and stability.

For his part, His Majesty Sultan Haitham bin Tariq expressed his pleasure at visiting the UAE and affirmed his appreciation to His Highness Sheikh Mohamed bin Zayed Al Nahyan and the government and people of the UAE for their warm reception and generous hospitality.

His Majesty also expressed his satisfaction with the constructive strategic partnership between Oman and the UAE, which represents a new and promising chapter launched during the visit of His Highness Sheikh Mohamed bin Zayed Al Nahyan to the Sultanate of Oman, in addition to the resulting strategic investment projects and close cooperation in various fields.

His Majesty praised the role of both countries’ officials in achieving a shared vision of cooperation on the ground by beginning to implement joint projects in strategic sectors, especially in the renewable energy field, and launching a railway project to connect the Sultanate of Oman to the UAE train network, in addition to strengthening electrical interconnectivity, among other initiatives.

His Majesty stressed that the ties of good neighbourliness and common history between the two countries merit commendation, noting his aspiration to advance towards a future defined by broader cooperation in various fields, which contributes to the growth of both countries’ economies and the fulfilment of the aspirations of their peoples.

His Majesty the Sultan of Oman signed the guestbook in which he expressed his appreciation to his brother, His Highness the President, for the warm and fraternal reception and generous hospitality he and the accompanying delegation received. The United Arab Emirates, Iraq, Qatar and Türkiye, have signed a quadrilateral Memorandum of Understanding for cooperation on the Development Road project. Iraq’s PM Muhammed S. Al-Sudani and President of Türkiye Recep Tayyip Erdoğan witnessed the signing ceremony on Monday

“This MoU focuses on collaboration for the strategic ‘Development Road’ project. The event was attended by members of the four signatory countries,” according to a PM Media Office statement received by the Iraqi News Agency.

The MOU was signed by Minister of Energy and Infrastructure, Suhail Mohamed Al Mazrouei, Iraq’s Minister of Transport, Razzaq Muhibis, Türkiye’s Abdulkadir Uraloğlu, and Qatar’s Minister of Transport, Jassim bin Saif Al Sulaiti.

“The outlines for the framework of implementing the Development Road project aim to stimulate economic growth and enhance regional and international cooperation through economic integration. It seeks to create a sustainable economy bridging East and West, increase international trade, facilitate movement and commerce, establish a new competitive transport route, and bolster regional economic prosperity,” added the PM Office statement.

Today’s state visit of His Majesty Sultan Haitham bin Tariq of Oman to the UAE holds outstanding historical significance in the ongoing development of bilateral relations between the two nations, which have evolved into a robust strategic partnership across multiple domains and sectors.

The visit epitomises the unique and extraordinary bond between the UAE and Oman, bolstered by a shared history, societal closeness, and a genuine commitment to enhancing cooperation and coordination across broader and more comprehensive avenues. This endeavour is fuelled by the guidance and backing of the esteemed leaders of both nations, including President His Highness Sheikh Mohamed bin Zayed Al Nahyan, and His Majesty Sultan Haitham bin Tariq.

The two nations enjoy close ties across multiple levels, evident in continuous dialogue, high-level meetings, and ongoing ministerial and governmental engagements. These interactions underscore the significant importance both nations place on advancing their bilateral relations.

Strengthening ties with the Sultanate of Oman stands as a key priority for the leadership of the UAE. This was clearly expressed by President His Highness Sheikh Mohamed bin Zayed Al Nahyan when he said, “The UAE and Oman are a deep-rooted brotherhood bound by extended relations that only increase with time in firmness, strength and affection.” In turn, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, embodied the uniqueness of Emirati-Omani relations and their historical depth, as His Highness said, “Oman is from us, and we are from them, our brothers, and our support in the face of adversity.”

The deep-rooted ties between the two fraternal nations trace back through history, marked by numerous significant milestones over the past decades, including the historic meeting between the late Sheikh Zayed bin Sultan Al Nahyan and Sultan Qaboos bin Said in 1968.

The historic visit of Sheikh Zayed bin Sultan Al Nahyan to the Sultanate of Oman in 1991 marked a significant turning point in the cooperation between the two nations. This visit led to the establishment of a joint higher committee, which achieved notable milestones in joint economic cooperation and coordination in areas such as economy, trade, culture, education, communications, transport, in addition to increasing opportunities for joint investment.

President His Highness Sheikh Mohamed bin Zayed Al Nahyan’s visit to the Sultanate of Oman in September 2022 stands as a pivotal moment in the history of relations between the two countries. During this visit, approximately 16 agreements and memorandums of understanding were signed, paving the way for joint cooperation across various domains including scientific, economic, political, security, cultural, and others.

The two countries prioritize ongoing coordination and consultation on bilateral, Arab, and international matters. They share a common vision for peace and stability in the region, coupled with a sincere commitment to bolstering the unity and cohesion of the Gulf and the Arab world as a whole.

The economic ties between the UAE and the Sultanate of Oman underscore the depth of their robust partnership. Both nations recognize the significance of collaborative economic and trade cooperation, emphasising the need to enhance it through increased trade volume and the reinforcement of bilateral economic relations across various sectors including industry, commerce, and investment, both in the private and public spheres.

The economic and investment relations between the two countries are experiencing steady growth, evidenced by the non-oil trade exchange volume reaching AED 48.7 billion in 2022.

The UAE holds the position of being the Sultanate’s foremost trading partner, serving as both its largest exporter and importer. It constitutes over 40 percent of Oman’s total imports globally and approximately 20 percent of its exports to international markets.

The UAE stands out as one of the leading countries globally in terms of investment in the Sultanate of Oman across various sectors. These include manufacturing industries, real estate and rental activities, commercial project activities, construction, financial intermediation, transportation and storage, hotels, among others. Additionally, the UAE ranks first as a destination for Omani direct investments abroad.

Cultural relations serve as one of the most significant pillars of Emirati-Omani relations, marked by continuous growth and prosperity. These relations have consistently garnered attention and oversight from the wise leadership in both countries.

The two countries share a common cultural heritage of arts and literature, which has contributed to the development of a cohesive cultural identity for their respective populations and for all the peoples of the Arabian Gulf region.

In 2022, the two countries signed a memorandum of understanding aimed at facilitating the exchange of experiences, information, and experts in the cultural and youth sectors, with a particular focus on arts and libraries. This agreement seeks to bolster the role of cultural dialogue and youth gatherings, promote exchange visits among cultural and youth authorities, and support collaboration among writers, thinkers, experts, and youth practitioners to enhance youth policies and initiatives.

Sports collaboration shines brightly in UAE-Oman relations, as sports entities in both countries are committed to enhancing joint cooperation across various sports federations, encompassing technical, and administrative realms. This includes organizing training camps for national teams, facilitating friendly matches among clubs, and other initiatives that bolster the sporting landscape.

Historically, the Sultanate of Oman served as the launching pad for the first professional experiences of Emirati football coaches abroad, notably exemplified by coach Hassan Ali in the 1980s.

In recent years, the UAE Pro League has emerged as a preferred destination for Omani players, exemplified by talents like Fawzi Bashir, who has made notable stints with Bani Yas, Al Dhafra, and Ajman clubs, Hassan Muzfar with Al Wahda club, Arshad Al Alawi with Emirates club, and Ahmed Kano with Al Ain club.

Presently, there is robust participation from various Omani sports teams in the inaugural Gulf Youth Games hosted by the UAE. Additionally, the Omani athletics team is gearing up to compete in the upcoming Asian Athletics Championships set to be held in Dubai from 24th to 27th April.

Dr. Amna bint Abdullah Al Dahak Al Shamsi, Minister of Climate Change and the Environment, emphasised Earth Day’s importance as a key platform for raising awareness about reducing plastic use across society and economic sectors, reinforcing the UAE’s transition to a circular economy.

Al Dahak said, “This year’s Earth Day theme, ‘Planet vs. Plastic,’ raises awareness about the growing problem of plastic pollution in oceans, rivers, and the environment, posing a direct threat to human life and ecosystems. Over the past two decades, global plastic waste production has doubled. The UAE has been proactive in addressing this issue, enacting laws to restrict single-use plastic products and implementing policies to significantly reduce plastic pollution.”

The Minister of Climate Change and the Environment highlighted the UAE’s Circular Economy Policy 2021-2031, aimed at promoting sustainable management and optimal use of natural resources. By adopting innovative consumption and production methods, the UAE aims to protect the well-being of both present and future generations.

She emphasised that the Ministry of Climate Change and Environment collaborates with various federal and government entities via the UAE’s Circular Economy Council to amplify the private sector’s involvement in advancing the circular economy. The Council also aims to strengthen the ‘Scale 360’ initiative, in which the UAE is the first signatory globally. Additionally, she outlined the reduction of plastic imports, production, and usage as key objectives for the Council and the Ministry in the coming years.

Al Dahak concluded, “Raising public awareness about responsible plastic use is fundamental to mitigating plastic pollution. It’s part of our holistic approach to enhancing environmental consciousness and promoting eco-friendly practices throughout society. This effort is crucial in supporting the Ministry and related entities to achieve climate and environmental sustainability goals and to pave the way for a resilient future for the UAE.”

Shehbaz Sharif, UAE President Discuss Climate Challenges

Pakistani Prime Minister Shehbaz Sharif held a phone talk with President of the UAE Sheikh Mohamed bin Zayed Al Nahyan to discuss enhancing cooperation to counter challenges associated with climate change, according to the Prime Minister’s office.

In the phone call, Sharif said the UAE leadership has confronted the challenges that have emerged from the recent rains in the country, calling for collective actions to combat the challenge of climate change, the office said in a statement on Friday.

“Both countries should strengthen their collaboration in this field,” he said, adding that Pakistan has also witnessed heavy rains in recent days, resulting in the loss of many precious lives, Xinhua news agency reported.

The UAE observed unprecedented rainfall on Tuesday, marking the highest recorded rainfall in the last 75 years since climate records started in 1949, according to the country’s National Centre of Meteorology.

During the conversation, the UAE President expressed appreciation for good wishes from Pakistan and reciprocated the warm sentiments for the people affected by the rains and flooding in Pakistan.

Both leaders also reaffirmed their commitment to enhancing bilateral cooperation in multifaceted areas, the Prime Minister’s office said.

At least 87 people have been killed and 82 others injured in separate rain-triggered incidents in Pakistan over the past week as heavy downpours continued to wreak havoc in parts of the country, the country’s National Disaster Management Authority said on Friday.

 The remote work system in the United Arab Emirates has become a safety valve contributing to the preservation of the safety of society members and enabling them to perform their daily tasks and duties with ease and convenience.

Due to the weather conditions witnessed by the country, the UAE has implemented the remote work system for the third consecutive day on a wide scale, with great efficiency and success in maintaining business continuity and services at the highest level.

At the same time, remote learning has contributed to achieving sustainability in the educational process in all state schools and continuity in implementing curriculum plans to the fullest extent. The UAE has succeeded in building a flexible and future-oriented remote work system, becoming a global example in efficiency, effectiveness, and high readiness for any circumstances or changes.

Three main reasons stand behind the success of the remote work experience in the UAE, including legislative flexibility, the use of modern technology in performance monitoring and productivity, and the readiness of integrated digital infrastructure and the availability of smart electronic government services that help maintain communication continuity and service delivery.

Legislation and regulations

The UAE has prepared itself early on for the changes that the world may witness in terms of work methods and systems, whether remote or in-person, or concerning workdays and methods. To achieve this, it has equipped itself with the strongest and most effective digital systems to remain at the forefront of countries in this field. The UAE began implementing the remote work system in the federal government sector since 2017, initially through its trial application in some federal entities, and managed to measure its impact on productivity. During the COVID-19 pandemic, Cabinet Decision No. (27) of 2020 was issued regarding the remote work system in the federal government, under which remote work is also applied by federal entities under normal circumstances. In 2021, the UAE introduced the first-of-its-kind virtual work residency visa in the region, allowing foreigners to enter the country under their personal sponsorship and stay for one year to practice their virtual job, subject to conditions and regulations issued with the visa.

Monitor performance and productivity

The Guide of Remote Working System in the Federal Government, issued by the Federal Authority for Government Human Resources, emphasises the need to monitor the implementation of remote work and document achievements by measuring the productivity of employees working remotely. This involves ensuring the quality and accuracy of outputs, setting time-frames for service delivery, task execution, and project delivery, and adhering to governance standards and cybersecurity controls when using various technological means to implement the remote work system, as well as any other controls deemed appropriate by the employer in this regard.

The performance of employees working remotely is evaluated based on several criteria, including productivity, which is determined by the number of completed tasks out of the total targeted tasks and the quality of outputs in terms of accuracy in delivery and adherence to task completion within the specified time-frame. Additionally, the satisfaction rate of the direct supervisor and stakeholders with the completed work outputs is assessed based on agreed-upon criteria.

Advanced digital infrastructure

The government of the United Arab Emirates has launched the UAE Government Services Strategy, the Unified Digital Platform Policy, and the Digital User and Government Service Policy as part of its efforts to provide advanced digital services around the clock and anywhere.

The UAE government offers more than 6,000 federal and local online services across various sectors and areas related to daily life for community members.

According to the “Digital UAE – Facts and Figures 2023” report by the Telecommunications and Digital Government Regulatory Authority, the internet user ratio in the country reached 99% of the population, enabling a high level of digital solution usage, whether in daily life or in government services.

The report highlights the performance of the official portal of the Government of the United Arab Emirates (U.ae) as the main reference for all information and services provided by all government entities. The portal is linked to 221 government entities offering 2,630 digital services, with the number of portal visitors reaching 19 million visitors during the year 2022.

It is worth mentioning that the United Arab Emirates ranked first regionally and fourth globally among the leading destinations for remote work attracting “digital nomads,” according to the classification of the “Visa Guide” website, which specialises in monitoring and evaluating the effectiveness of visa systems supporting remote work patterns and the level of progress in providing a nurturing, enabling, and attractive environment for talents and minds in the digital field.

DXB all set to return to full capacity

Majed Al Joker, Chief Operating Officer of Dubai Airports, announced that Dubai International Airport (DXB) will resume normal operations within 24 hours, signifying a return to its full capacity and regular schedule.

Terminal 1 and Terminal 3 have already begun gradual normalisation, resulting in smoother movement, he said in a statement to the Emirates News Agency (WAM).

Emphasising passenger safety as the top priority, Al Joker highlighted collaborative efforts among airport teams, partners, and airlines to ensure a swift return to normalcy and support affected travellers.

Regarding the efforts made over the past hours and days, Al Joker emphasised that the airport’s response and emergency teams, various departments and strategic partners, and airlines have worked extensively to coordinate efforts to return to normal on the one hand, and to support and assist affected passengers and guests on the other.

He also stated that the entities that have worked and are still working to restore the situation to what it was before include a variety of private and government departments, as well as entities from inside and outside the airport.

The COO of Dubai Airports noted to the ongoing communication with passengers to address needs such as refreshments, flight rescheduling, or rebooking. “ While most airlines are operating, the situation remains dynamic, prompting travellers to contact their respective airlines for up-to-date information.”

Dubai Airports commended the dedicated staff for their tireless work in ensuring guest comfort and safety, expressing gratitude for travellers’ understanding during this period.
