Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of Dubai Executive Council, said that guided by the visionary leadership of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, the emirate is always prepared to respond effectively to any challenge.

Highlighting Dubai’s robust crisis response mechanisms, he said that Dubai’s readiness is further strengthened by the strong support of the government and the community.

Sheikh Hamdan approved a series of initiatives and measures to urgently mitigate the impact of the severe weather in Dubai, which were formulated at a recent meeting he held with heads of government entities.

The meeting, attended by Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister and Minister of Finance, evaluated the progress of efforts to ease the repercussions of the extreme weather in the emirate.

Guided by the directives of Sheikh Hamdan, and under the oversight of Sheikh Mansoor bin Mohammed bin Rashid Al Maktoum, Chairman of Dubai’s Supreme Committee of Crisis and Disaster Management, Dubai Government’s on-ground teams, supported by community volunteers, have been actively working on urgent solutions to challenges, informed by a detailed assessment of the situation in affected areas.

The Crown Prince of Dubai directed the establishment of a committee to urgently review all requests from Emirati citizens affected by the heavy rains. The committee will determine the most appropriate measures to address these requests, prioritising the repair and rehabilitation of the homes of affected citizens.

Sheikh Hamdan also directed the Dubai Land Department and the Real Estate Regulatory Agency (RERA) to coordinate with property developers to expedite the restoration of normalcy in all communities managed by the developers. All residential management companies and real estate developers will offer the following services at no additional charges: alternative housing for residents affected by the weather; distribution of food within affected communities; comprehensive pest control services; enhanced security to ensure safety of residents; assistance with returning to residential properties, including interior cleaning services; monitoring and documenting damages caused by the rains during the insurance coverage period; and assistance in assessing potential risks to properties.

Sheikh Hamdan said that Dubai is determined to support all those affected by the adverse weather conditions, adding that he will personally monitor the progress of response measures. He emphasised that on-ground teams will provide effective support to all citizens and residents.

Sheikh Hamdan also directed the formation of a committee to support affected people, chaired by Omar Bushahab, CEO of the Mohammed Bin Rashid Housing Establishment. Members of the committee also include Dubai’s Community Development Authority, Dubai Municipality, the Roads and Transport Authority, the Dubai Electricity and Water Authority, and the Department of Economy and Tourism. The committee is tasked with receiving and promptly addressing requests from citizens affected by the recent rains, ensuring that their concerns and needs are handled efficiently and effectively.

Sheikh Hamdan commended the Department of Economy and Tourism for collaborating with the private sector and hotels in Dubai to provide temporary accommodation for citizens affected by the extreme weather until their homes are repaired. He stressed the importance of offering immediate accommodation for all affected citizens during the repair period. The well-being of citizens remains the top priority of the Dubai government, he stressed.

He also directed Dubai’s Islamic Affairs and Charitable Activities Department with monitoring and providing humanitarian support to people in need. He also instructed the Community Development Authority to activate the ‘Jood’ platform to receive contributions from the private sector to provide humanitarian assistance to people affected by the extreme weather in the emirate.

The UAE is expecting severe weather conditions from Friday evening, March 8th, until noon on Sunday, March 10th, bringing heavy rainfall accompanied by lightning, thunder, and occasional hailstorms.

This was announced in a joint media briefing held today by the National Emergency, Crisis and Disaster Management Authority (NCEMA), the Ministry of Interior (MoI) and the National Centre for Meteorology (NCM).

It was announced during the briefing that some UAE schools will close and shift to remote learning tomorrow due to adverse weather conditions – a decision that will be taken by the emergency and crisis management teams in each of the affected emirates,

The briefing emphasised the importance of people taking suitable precautions and avoiding areas prone to flooding, noting the importance of staying away from areas of water accumulation, flooded areas and regions expected to be affected by adverse weather.

“We note the importance of protecting oneself and others through cooperation with the concerned authorities, full and complete compliance with the instructions of the competent authorities, applying safety and prevention requirements, exercising caution, and securing their vehicles, especially in areas that may witness heavy rain and hail, and the need for caution when driving,” said Fahad Butti Al Muhairi, spokesman for NCEMA, during the media briefing.

“We confirm the full readiness of the Ministry, the police teams, and the supporting bodies from the strategic partners, including civil defence, ambulance, and rescue, and that they are fully prepared to deal with any emergency, in accordance with the approved plans to ensure the security and safety of everyone,” said Dr Ali Al Tunaiji, the spokesman for the Ministry of Interior.

For his part, Dr Mohamed Al Abri, the Spokesman for the NCM explained that a southward extension of a low-pressure system, is expected to bring with it humid south-easterly winds. This system will interact with a cold air mass aloft, leading to variable cloud cover originating from the south-west and west. He anticipated a period of heightened atmospheric instability, resulting in heavy precipitation accompanied by thunder, lightning, and the possibility of hail. This weather pattern could lead to flash flooding, overflowing waterways, and potential dam overflows. Additionally, strong winds associated with thunderstorms will significantly reduce horizontal visibility and may cause unsecured objects to become airborne.

Al Tunaiji urged the avoidance of gatherings that may affect the work of relevant authorities, warning that non-compliance with official instructions and directives will carry legal consequences.

It has been made clear during the briefing that the decision to switch to remote learning is left to the local emergency crisis and disaster management teams in each emirate, particularly in areas expected to experience severe impacts. The relevant authorities will close all roads leading to valleys mountains, and hazardous areas starting from Friday until the end of the weather cognitions.

The decision to cancel events and tourist activities will be left to the local emergency, crisis and disaster management team.

The weather fluctuation condition will gradually decrease and remain within the Easter regions zone starting from Sunday evening and night.

The condition will start from the Southern and Western regions of the country and including Al Dhafra, Al Ain through Abu Dhabi and surrounding areas.

The conditions will later expand to Dubai and inner region between Dubai and Al Ain. It will expand to the Northern regions to include Sharjah, Ajman, Umm Al Qaiwan, Fujairah, and Ras Al Khaimah.

British experts on Wednesday said 2022 was set to be the UK’s warmest on record after a year of several heatwaves alongside minimal rainfall.

This year had the “highest annual average temperature across the UK, exceeding the previous record set in 2014 when the average was 9.88 degrees Celsius (49.78 degrees Fahrenheit)”, the Met Office, the UK’s meteorological authority, said in a statement.

The figure for 2022 would be announced later.

Since 1884, each of the 10 years recording the highest annual temperature have occurred from 2002, according to the forecasting body.

“2022 is going to be the warmest year on record for the UK. While many will remember the summer’s extreme heat, what has been noteworthy this year has been the relatively consistent heat through the year,” said Mark McCarthy, head of the Met Office’s National Climate Information Centre.

Every month except December had been warmer than average, he said.

“The warm year is in line with the genuine impacts we expect as a result of human-induced climate change.

“Although it doesn’t mean every year will be the warmest on record, climate change continues to increase the chances of increasingly warm years over the coming decades,” he added.

Most of England and Wales experienced drought this summer after exceptionally high temperatures and heatwaves as well as little rainfall.

Similar conditions were seen across northwest Europe.

In July, England also smashed its all-time temperature record when the mercury topped 40 degrees Celsius for the first time ever, while July was the driest on record across the south.

The parched conditions notably saw the source of the River Thames drying up and shifting several miles downstream.

Satellite imagery showed the nation’s traditionally green and lush countryside turning to various shades of yellow and brown, as huge swathes of southern, central and eastern England dried out.

The Met Office said all four of the seasons in 2022 were in the top 10 warmest on record.

Winter was the eighth hottest, spring the fifth, summer the fourth and autumn the third.

McCarthy said temperatures had been above the 1991-2020 long term average for a large proportion of the year, adding that this “is something that we can anticipate as we become increasingly affected by climate change”.

“Met Office science has shown that the temperatures witnessed in mid-July would have been extremely unlikely in the pre-industrial period – the era before humanity started emitting lots of greenhouse gases from burning fossil fuels,” he said.

“Our climate is still subject to notable cold spells during the winter season, but our observational data show these have generally become less frequent and less severe as our climate warms,” he added.

A yellow warning for wind has been issued in the UK as storm ‘Barra’ has brought strong winds, heavy rain and snow to parts of the country.

The Met Office warned the storm could cause travel disruption, while the weather has already led to the cancellation of some flights and trains in Northern Ireland, Xinhua news agency reported. Northern Ireland Electricity said about 5,500 of its customers were without power at lunchtime on Tuesday.

The yellow warnings for rain, wind and snow are in place until Wednesday morning across much of Great Britain, including in Scotland where the storm threatens disruption to areas still recovering from Storm Arwen.

Storm Barra came just 10 days after Storm Arwen caused disruption and three fatalities across the UK.

Prime Minister Boris Johnson said on Tuesday that the country must “learn the lessons for the future” and prepare for more storms as damaging as Arwen and Barra.

“We haven’t seen a storm as violent as Storm Arwen for a long time. It’s likely to happen again, we have got to make sure that we protect people against it,” he told local media.

As the weather changes, most of us notice changes in the texture and appearance of our skin as well. A shift from dry to oily feeling, increase in skin flare ups and breakouts are common experiences.

Seasonal changes bring with them a lot of environmental changes as well. Along with temperature shifts, humidity levels also fluctuate. The type of pollens or allergic elements in the environment also change, so do microorganisms. All these changes do have an impact on skin, particularly for those who have sensitive skin, points out Dr Pankaj Chaturvedi, Dermatologist from Medlinks, New Delhi.

Get glowing skin

With summer, some people tend to experience skin irritation or acne. As hot weather induces sweating, bacterial growth may also result in bad odour and rashes on sensitive areas.

“Sometimes, even as temperature and humidity increase, we overlook the need to shift to lighter non-comedogenic skincare products. This in turn may further induce episodes of flare ups or breakouts. Some people even report flare up in skin conditions such as eczema or psoriasis. Often, the use of heating devices in winters sucks away all moisture from the indoor air, exacerbating skin dryness and related conditions,” he says.

Skincare tips

A study published in the British Journal of Dermatology concluded that a shift of season does not just change the environmental conditions but also induces changes at skin’s cellular level. The study found that a seasonal shift unleashes a breakdown in filaggrin, a protein that helps modulate the skin’s barrier function, along with changes in corneocytes, the cells that form the skin’s outer layer. When the skin’s barrier function is interrupted, the skin tends to become more vulnerable to irritation and damage, he adds.

The expert says it is important therefore as weather changes, our skincare regimen also changes to address the needs of hour. Here are a few suggestions from him:

Change your skincare routine

While, a good cleansing, toning and moisturising routine must to be followed round the year, an important thing to do is to modify your skincare products as the weather changes occur. So, shifting to lighter non-comedogenic products is the first thing to do as we transition into the summer. If you have been using a cream-based facewash or moisturiser, now is the time to switch to water-based light formulations.
