 Ukraine President Volodymyr Zelensky has accused Moscow of playing with the lives of Kiev’s prisoners, after a Il-76 military transport aircraft was shot down in Belogorod, the media reported.

Zelensky’s comment came after Russia claimed that there were no survivors after Kiev downed the plane carrying 65 Ukrainian prisoners, six Russian crew and three escorts, BBC reported.

“It is obvious that the Russians are playing with the lives of Ukrainian prisoners, with the feelings of their relatives and with the emotions of our society,” he said.

As Ukraine was not told to ensure safe airspace, as on previous occasions, this can point to Russia’s “deliberate” actions aimed at putting the lives and safety of the PoWs under threat,” Ukraine’s general staff was quoted as saying by Ukrainska Pravda.

On Zelensky seeking an international probe into the incident, Kremlin spokesman Dmitry Peskov said it means the Ukrainian President wants an international inquiry into “the criminal actions of the Kyiv regime”, and it is definitely needed.

The Russian Defense Ministry said that Ukraine knew its prisoners would be transported to Belgorod for an exchange based on an agreement previously reached between the two sides.

Kiev’s move was an attempt to blame Russia for the deaths of the Ukrainian military personnel on board, said the Russian statement.

After the meeting, Zelensky described the negotiations as “very productive”. “There is a new form of our cooperation, which is aimed at a larger scale of arms purchases for Ukrainian needs: the Polish loan for Ukraine,” Zelensky said on Monday.

He added that the prospects for future joint arms production were discussed at the talks, Xinhua news agency reported. They also discussed the situation on their joint border, energy sector cooperation and investment collaboration. Tusk arrived in Kiev earlier on Monday.

Ukraine Considers Legislation for Dual Citizenship

Ukrainian President Volodymyr Zelensky has said that he is submitting to Parliament a draft law that would allow multiple citizenship in Ukraine, the Presidential press service reported.

The law will allow all ethnic Ukrainians and their descendants from around the world to have Ukrainian citizenship, except for citizens of Russia, Zelensky said on Monday in an address to the nation marking the ‘Day of Unity’.

If adopted, the new legislation would enable those who left Ukraine to emigrate to restore their Ukrainian citizenship, Xinhua news agency reported.

It would also pave the way for foreign volunteers, who are fighting on the Ukrainian side, during the war with Russia to obtain Ukrainian citizenship.

At present, the Ukrainian Constitution allows only single citizenship.

Ukrainian President Volodymyr Zelensky said at his annual press conference that “no one knows” when will Russia’s continued war against his country will end.

“I think that no one knows the answer. Even respected people, our commanders and our Western partners, who say that the war will last many years, they do not know,” Zelensky said at the press conference on Tuesday night.

Commenting on Ukraine’s achievements in the war this year, Zelensky said that Ukraine gained a “major victory” in the Black Sea, reports Xinhua news agency.

“In Ukraine and abroad, everyone can appreciate that the Russian fleet was deprived of their total dominance in the Ukrainian Black Sea,” Zelensky said, insisting that Russia “hasn’t achieved any of its goals” this year.

While speaking on Ukraine’s counter-offensive, Zelensky said the fact that Kiev didn’t control the sky and didn’t have enough ammunition had impacted the military operations in the southern regions this year.

The President said that military commanders have offered him to mobilize an additional 450,000-500,000 soldiers to participate in Ukraine’s defense and potential counteroffensive operations, but the decision on their mobilization has not been approved yet.

Asked about the prospects of joining parts of Ukraine to the NATO, Zelensky said the option is out of the table due to certain risks.

He also noted that Kiev has not received any official proposals regarding the “partial accession” to the alliance.

Commenting on strengthening Ukraine’s defense capabilities, the Ukrainian leader said that soon his country will receive several new Patriot air defense systems and National Advanced Surface-to-Air Missile Systems from its partners.

Besides, next year, Ukraine plans to produce about 1 million drones, Zelensky added.

Ukrainian President Volodymyr Zelensky said Tuesday during an end-of-year press conference that no one knows when the war with Russia will end, with fatigue building in Kyiv and among its allies abroad.

“I think that no one knows the answer. Even respected people, our commanders and our Western partners, who say that this is a war for many years, they do not know,” Zelensky told reporters, adding that: “If we don’t loose our resilience, we will end the war sooner.”

Meanwhile, Ukraine and the European Commission will soon assess Kyiv’s progress on aligning its legislation with that of the European Union and a framework for EU accession talks is expected in the spring, President Volodymyr Zelensky said on Sunday.

In his nightly video address, he reminded the country that EU leaders decided at a summit on Thursday to launch formal membership talks with Ukraine. The country faces uncertainty over the future of vital wartime foreign assistance, notably from the United States.

“In the coming days, with the European Commission, we will officially launch the process of assessing Ukrainian legislation for compliance with EU legislation — the screening process,” Zelensky said.

“We are also preparing for the work on the negotiating framework for Ukraine,” he said, adding, “We expect it in the spring.”

Brussels offered Kyiv candidate status four months after Moscow’s February 2022 invasion, prompting a rush by Ukrainian authorities to reform priority areas identified by the European Commission.

The commission reported last month that Ukraine had fulfilled four of its seven recommendations, including hiring anti-corruption officials, preparing the judiciary for a major overhaul and aligning media legislation with EU standards.

The commission said it would assess Ukraine’s progress again in March, part of a long and complicated pathway to membership that the EU’s ambassador to Ukraine, Katarina Mathernova, has described as gruelling.

US President Joe Biden held a meeting with Ukrainian counterpart Volodymyr Zelenskyy and discussed Ukraine’s self-defence against Russian offensive, including plans for the coming year.

In a statement, the White House said, “President Joseph R Biden met with President Volodymyr Zelenskyy of Ukraine today to underscore the strong and abiding US support for Ukraine’s fight for freedom. The leaders discussed Ukraine’s self-defense against Russian aggression, including plans for the coming year.” US President also announced a new package of security assistance for Ukraine and reiterated the critical need for immediate Congressional action to ensure we can continue to support Ukraine’s defence. He also stressed the growing cooperation between defence industries of the US and Ukraine, enhanced by the successful US-Ukraine Defense Industrial Base Conference held last week. Biden emphasised that Russia will not outlast the collective support for Ukraine by a coalition of 50 nations. Zelenskyy briefed Biden on Ukraine’s use of the corridor in the Black Sea to export its grain and other products, alleviating global food security concerns and contributing to Ukraine’s tax base.

In the statement, White House stated, “President Biden stressed that Russia will not outlast the collective support for Ukraine by a coalition of over fifty countries brought together by US leadership in defence of a rules-based international order based on a respect for sovereignty and territorial integrity of all states.” Biden announced a USD 200 million military package under the Presidential Drawdown Authority. Biden called on the Congress to pass supplemental funding to Ukraine before they take break for holidays, ABC News reported. Seated in the Oval Office alongside Zelenskyy, Biden said, “Congress needs to pass supplemental funding to Ukraine before they break for holiday recess, before they give [Vladimir] Putin the greatest Christmas gift they can possibly give him.” “And because we’ve seen what happens when dictators don’t pay the price for the damage and the death and the destruction they cause.

The aid package requested by the White House has stalled on Capitol Hill as Republicans call for changes in border security and immigration policy in exchange for the passage of funding for Ukraine, according to ABC News report. Zelenskyy also urged Congressional leaders to allow the passage of funding for Ukraine. However, Republican lawmakers emerged from the closed-door talks seemingly undeterred by tying the aid to significant border changes. Zelenskyy thanked the US and other partners for their support and called it a “special day” for Ukraine, with almost 600,000 soldiers now fighting in the ongoing war against Russia.Zelenskyy said, “This is their day, and they prove every day that Ukraine can win.”

Zelenskyy arrived in Washington on Tuesday at a critical moment, as the White House has warned that US aid to Ukraine could imminently dry up and talks over new assistance remain stalled in Congress, according to CNN report. Notably, the US has been offering military and humanitarian assistance to Ukraine ever since the war between Kyiv and Moscow started. In a post shared on X, Zelenskyy stated, “”I am glad to be back at the White House and meeting with @POTUS Joe Biden. I am grateful to the U.S. for its unwavering support for Ukraine, including USD 200 million military aid package announced today. Ukrainian President Volodymyr Zelensky made an impassioned plea for continued US military support Monday in a Washington speech, warning that failure to help his country defeat Russian invasion is fulfilling the Kremlin’s “dreams” of wrecking democracy in Europe.

Addressing an audience of US officers at the National Defense University, Zelensky said Ukraine is fighting not just for its own existence but in defense of the freedoms that opened up across Europe in the wake of the Soviet collapse.

In a rebuke to Republicans in Congress who have turned against US funding for the Ukrainian war effort, Zelensky said politicians should not “betray the soldier” — and he said the drying up of US aid was being cheered by Russian President Vladimir Putin.

“If there’s one inspired by unresolved issues on Capitol Hill its just Putin and his sick clique,” he said. “They see their dreams come true when they see delays.”

“You can count on Ukraine and we hope just as much to be able to count on you,” Zelensky said. “Putin must lose.”

The Ukrainian leader, who wore his trademark army style green sweatshirt, emblazoned with the words “I’m Ukrainian,” flew into Washington after a round of diplomacy this weekend in Argentina.

He was due to meet Tuesday with President Joe Biden and congressional leaders from both parties, including Republican House of Representatives Speaker Mike Johnson.

White House National Security Council spokesman John Kirby said the visit came at “a critical time” and that Biden would make it clear he was “standing firm” on his bid to get Ukraine the aid it needs to resupply its troops and expand efforts to drive back Russian forces.

Zelensky was also meeting the heads of the International Monetary Fund and World Bank as he seeks to shore up his embattled nation’s economy in the midst of the all-out war. The IMF announced the release of a new $900 million tranche in an ongoing longterm loan.

Throughout the bloody conflict, which has seen swaths of Ukraine destroyed and millions driven from their homes, Ukrainian forces have depended heavily on a US-led coalition of countries delivering tens of billions of dollars in ammunition, weaponry, and economic and social aid.

Now the flow of US aid — described by Biden as part of an existential fight between the democratic world and Putin’s aggressive autocracy — is on the verge of drying up.

Republican senators last week blocked a White House request for $106 billion in emergency aid primarily for Ukraine and Israel.

Conservatives said they would refuse the package for the close foreign allies if Democrats and the White House did not also agree to far-ranging immigration reforms targeting security on the politically sensitive US-Mexican border.

More broadly, the Republican right-wing, led by 2024 presidential candidate Donald Trump, has dramatically soured against Ukraine’s cause.

“What’s in America’s best interest is to accept Ukraine is going to have to cede some territory to the Russians and we need to bring the war to a close,” Senator JD Vance, a close Trump ally, said Sunday.

He dismissed as “preposterous” White House warnings that allowing Russia to win in Ukraine would put other eastern European countries, including NATO members, at risk.

There should be no “blank check” for Ukraine, Vance said. “You need to articulate what the ambition is. What is $61 billion going to accomplish that $100 billion hasn’t?“

President of the European Commission Ursula von der Leyen will visit Ukraine this month, a media report has said, citing Ukrainian Deputy Prime Minister Olga Stefanishina.

During her visit, von der Leyen will hold talks with Ukrainian President Volodymyr Zelensky ahead of the European Union (EU) announcement of its decision regarding the start of negotiations on Ukraine’s accession to the bloc, Stefanishina said.

The parties will discuss Ukraine’s progress toward EU membership, which will be presented by the European Commission in the final report on November 8, Xinhua news agency reported, citing the TSN.ua media outlet.

Ukraine expects a positive decision regarding the launch of the accession talks with the EU, Stefanishina said.

According to Ukrainian lawmaker Oleksii Honcharenko, von der Leyen will visit Ukraine on November 4.

In June 2022, EU leaders accepted Ukraine as a candidate for membership in the bloc.

Last month, Zelensky said the launch of talks on accession to the EU this year is a top priority for Ukraine. 

Ukraine and Turkey Hold Talks on Black Sea Security

Ukrainian Foreign Minister Dmytro Kuleba and his Turkish counterpart Hakan Fidan have discussed the security situation in the Black Sea region during a meeting in Berlin.

Another focus of the talks was Ukraine’s grain exports to global markets, Xinhua news agency reported, citing a statement by the Ukrainian Foreign Ministry.

Ukrainian President, Volodymyr Zelensky, announced on Tuesday that the country’s armed forces had successfully used US-supplied ATACMS long-range missiles, highlighting their precise performance.

However, specific information about when and where these missiles were used was not disclosed in his evening social media address.

As the world’s attention shifted to Israel, Ukrainian President Volodymyr Zelensky had recently asked Western countries to continue their aid to Ukraine.

“We spoke about priorities for Ukraine, for defending how to survive during this next winter,” Zelensky told reporters on Wednesday before attending a meeting with NATO defence ministers.

“We need some support from the leaders. That is why I am here today,” he said, with the presence of NATO Secretary General Jens Stoltenberg.

The NATO-Ukraine meeting secured more support for the country to face the winter conflicts. Stoltenberg said the alliance would provide more cold weather clothing, demining capabilities, fuel, and medical equipment “to help Ukraine weather another difficult winter”.

The new pledge was made when the clashes between Israel and Hamas were drawing the world’s attention.

Earlier this month, Russian President Vladimir Putin suggested that Russia could return to nuclear weapons testing and might withdraw from the nuclear test ban treaty, reported Al Jazeera.

Putin said that it was “theoretically” possible for Russia to withdraw from the nuclear test ban treaty, pointing out that it generally prohibits the testing of nuclear weapons, but that no decision has been made yet.

He further highlighted that Russia has tested a new nuclear-powered missile delivery system but had not decided whether to resume explosives testing, Al Jazeera reported.

“I think no person of sound mind and clear memory would think of using nuclear weapons against Russia,” Putin said in his speech at a foreign policy forum experts in Sochi.

“I hear calls to start testing nuclear weapons, to return to testing,” he added. “I am not ready to say whether we really need to conduct tests or not.”

He later announced that Russia has effectively completed the development of the Burevestnik cruise missile and the Sarmat heavy intercontinental ballistic missile. Moreover, he said that he would work on putting them into production.

“We conducted the last successful test of the Burevestnik nuclear-powered global-range cruise missile,” he said. It was the first announcement of a successful test of the Burevestnik and is translated as “Storm Petrel.

‘Global South no longer willing to be lectured’

Russian Foreign Minister Sergey Lavrov said that the New Delhi Declaration at the G20 Summit is about the awakening of the Global South which is “no longer willing” to be lectured about Russia complying with “Zelenskyy formula”.

Addressing a press conference after the conclusion of the G20 Summit here, Lavrov said that the declaration is about the consolidation of the Global South that is willing to work to achieve its goals.

“When they agreed to that, perhaps it was the voice of their conscience. Speaking frankly, we didn’t expect that. We were 100 per cent ready to defend our honest wording of the text, and it was truly honest and fair, he said.

He further said that the main content of the declaration is all about the awakening of the Global South and one should not isolate the paragraph on Russia-Ukraine war.

“Let me underline that we cannot isolate that paragraph (on Ukraine and Russia) from the rest of the work on the declaration. The main content of the declaration this year is all about the awakening of the Global South and the consolidation of the Global South that is truly willing for the G20 to work for its main goals,” Lavrov said.

The Russian Foreign Minister added that the Global South is “not willing” to enforce Russia to comply with the “Zelenskyy formula” to end the conflict.

“The Global South is no longer willing to be lectured. They don’t want to hear anything about Russia enforcing Russia to comply with the Zelenskyy formula. I don’t want to talk about it, this formula is unrealistic. This approach is simple, it is disrespectful for the developing nations…sane people cannot say such things. I think this is nothing but a new expression of neo-colonialism,” he further added.

Russian Foreign Minister described the New Delhi G20 Summit as “a milestone” and said the active role of the Indian presidency “has genuinely consolidated” the G20 countries from the Global South for the first time in history.

“It is a long way to go but this Summit has been a milestone… I would also like to mention the active role of the Indian presidency that has genuinely consolidated the G20 countries from the Global South for the first time in history. Our BRICS partners – Brazil, India, China, South Africa have been particularly active and thanks to these consolidated positions taken by the Global South countries to uphold and protect their legitimate interests,” he said.

“I think that a healthy solution has been found in the declaration regarding the need to strive for a clear and equitable balance of interest. It is one of the decent purposes and we are already on track. In our turn, we will continue strengthening these positive trends including during Brazil’s presidency next year and in 2025 during South Africa’s presidency,” he added.

Lavrov also referred to Prime Minister Narendra Modi’s proposal to hold a virtual G20 session in November towards the end of India’s G20 presidency to review the proposals made at the New Delhi Summit.

Modi earlier in the day announced the conclusion of the G20 Summit and proposed to hold a virtual G20 session in November to review the suggestions and proposals made at the premier forum for international economic cooperation. (ANI)
