Pushing her confrontation with the coronavirus-sticken Donald Trump to a near crisis level, House Speaker Nancy Pelosi has announced that she will introduce legislation to create a panel to assess his competence to continue as the US president, an early step in the constitutional removal process.

Trump is in “an altered state”, she asserted on Thursday, 26 days before the November 3 election.

“I don’t know how to answer for that behaviour,” the Speaker told Bloomberg News citing his decision to call off negotiations on the Covid-19 relief package and later indicating he wanted a partial deal.

“There are those who say when you are on steroids or have Covid19, there may be some impairment of judgment,” said Pelosi, a Democrat who speaker is second in line to succeed the President.

Invoking the constitutional provision for removing a President from office, the Speaker and fellow-Democrat lawmaker Jamie Raskin said that they will introduce the bill on Friday for setting up a Commission on Presidential Capacity to Discharge the Powers and Duties that could recommend his removal from office.

The move is expected to be largely symbolic as the Republican-controlled Senate is unlikely to go along with such a measure passed by the Democrat-run House of Representatives in an attempt at a constitutional coup to remove Trump.

Trump shot back in a tweet, saying: “Crazy Nancy is the one who should be under observation. They don’t call her crazy for nothing.”

Later when asked about Pelosi’s assertion about Trump being in “an altered state”, White House Strategic Communications Director Alyssa Farah told reporters: “Absolutely not. The President’s strong. He’s working. He’s never stopped.”

Trump’s personal doctor issued a memorandum on Thursday evening saying that he was stable and may be able to return to public engagements on Saturday.

Meanwhile in a joint statement, Raskin, a former constitutional law professor, and Pelosi said that the commision was “to help ensure effective and uninterrupted leadership in the highest office in the Executive Branch of government” under the Constitution’s 25th Amendment.

That Amendment was passed in 1967 in reaction to the 1963 assassination of President John F. Kennedy to ensure that there was a definitive process for presidential succession.

Under the 25th Amendment, the Vice President becomes Acting President when the Vice President and a majority of either the cabinet or a body set up Congress send a declaration to the Speaker and President pro-tempore of the Senate that the President is unable to discharge the powers and duties of his office.

If the President challenges the declaration, a two-thirds majority of both chambers of the Congress will have to vote to remove him.

Some of its provisions were last followed in 1974 in setting up the succession when President Richard Nixon and his Vice President Spiro Agnew voluntarily resigned, although it was voluntary and did not need Congressional involvement.

An unnamed senior White House employee who wrote an op-ed for The New York Times in 2018 and later published a book, “A Warning”, detailing what the writer claimed was the inner turmoil there, asserted that there were “early whispers” among some cabinet members about invoking the 25th Amendment against Trump.

Farah said that Trump, meanwhile, was back at work in the Oval Office on Thursday after having been mostly in the residential part of the White House since returning on Monday from the military hospital where he had been admitted last week for treatment.

She said that Trump had made some calls, including to Congress, and that he was committed to “skinny piecemeal” Covid-19 relief measures like helping airlines, aid for small businesses to keep employees and personal cheques to help individuals.

But he was against the $2.2 trillion package that Pelosi wants, she said.

Trump wants the $1,200 relief cheques to individuals go out before the election as it or an accompanying communication will carry his signature becoming an indirect appeal for support.

Pelosi will not allow it unless he agrees to a complete package that will include aid to states and local govenments, many controlled by her party that are in dire need.

Farah said that there would be a second debate, which would be in person, after Trump refused to attend the one scheduled for next Thursday that was to have been held virtually because of his Covid-19 infection.

Another debate was scheduled for October 22.

Trump, Biden trade early jabs in first presidential debate.

Rush Limbaugh, a right-wing radio talk show host said that Trump would hold a “virtual rally” on his programme on Friday.

Trump’s doctor, Sean Conley, cleared Trump to campaign in person from Saturday.

“Saturday will be day 10 since Thursday’s (October 2) diagnosis, and based on the trajectory of advanced diagnostics the (medical) team has been conducting, I fully anticipate the president’s safe return to public engagements at that time.”

That bill of health will be controversial because people are required in many states to quarantine for 14 days after merely travelling to a Covid-19 hot spot or being exposed to an infected person.

Trump is trailing his Democratic Party challenger Joe Biden by 9.7 per cent, according to the aggregation of polls by RealClearPolitics.

On Thursday, both parties focused on Arizona, a key swing state.

Sunrisers Secures Easy Win Over Kings XI Punjab

Nicholas Pooran’s 77 was the only bright spot for Kings XI Punjab (KXIP) on Thursday as they wilted to a 69-run defeat against SunRisers Hyderabad (SRH) in the 22nd match of the Indian Premier League (IPL) at the Dubai International Stadium.

Chasing a target of 202, Pooran was the only one who kept them in the chase while his teammates fell around him.

KXIP lost their first wicket through a run out in the second over of the match following a mix-up between Mayank Agarwal and KL Rahul. Mayank had taken off for a second run after Rahul gave him the signal before reversing his call. Mayank had no chance of making it back and was dismissed for just 9.

Rashid Khan was the standout bowler for SRH, picking up three wickets, including that of the dangerous Pooran. The only noteworthy partnership for KXIP was between Pooran and Glenn Maxwell with the pair putting up 47 runs for the fourth wicket.

The partnership was broken by another run out with Maxwell being caught out by a brilliant direct hit from Priyam Garg.

Earlier Jonny Bairstow (97) and David Warner (52) on Thursday put up an opening stand of 160 runs as SunRisers Hyderabad (SRH) scored 201/6 wickets in 20 overs against Kings XI Punjab at the Dubai International Stadium.

The mammoth opening stand was broken only in the 16th over by Ravi Bishnoi after which KXIP did well to restrain SRH down to a score just over 200. Bairstow was denied his second IPL hundred by Bishnoi in the same over.

KXIP took six wickets and conceded 41 runs in the last four overs. While wickets fell around him, Kane Williamson stood strong and was unbeaten on 20 off 10 balls. The only noteworthy stand outside of the opening partnership was between Williamson and Abhishek Sharma who put up 24 for the sixth wicket.

Iconic Sharjah Int’l Book Fair To Begin On Nov 4

The Emirate of Sharjah is all set to host the iconic Sharjah International Book Fair, SIBF even in the pandemic situation by adopting relevant safety measures. The 39th edition of the fair which will be held from 4th to 14th November, 2020, will host hundreds of Arab and international publishers.

This year it promotes the theme “The World Reads from Sharjah”.

One of the top three book fairs in the world, the SIBF has for the first time in its history, adopted a unique online-offline hybrid programming that promises to deliver a memorable mix of literary and cultural activities.

Trump bows out of virtual debate

Coronavirus-stricken US President Donald Trump on Thursday pulled out of the debate with his Democratic challenger Joe Biden, objecting to a digital encounter where he could be cut off for interrupting his rival or speaking beyond the allotted time.

It could end up as a campaign bonanza for Biden if the debate goes ahead next Thursday and only he turns up for the event, answering questions from an audience made of citizens and not just the media people.

That would give him a free play and Trump would be seen as backing out of the debate.

Trump’s campaign manager Bill Stepien, who has himself tested positive for Covid-19, said that Trump will instead hold a rally.

That rally next Thursday could run against the debate if both events take place disrupting the electioneering discourse.

“It’s ridiculous, and then they cut you off whenever they want,” Trump told a Fox News interviewer after the Commission for Presidential Debates announced that it will move next Thursday’s event to a virtual format.

Biden’s campaign official Kate Bedingfield, confirming his participation, said: “Biden looks forward to speaking directly to the American people and comparing his plan for bringing the country together and building back better.”

Stepien called the switch to the digital format a “sad excuse to bail out Joe Biden”.

Trump’s refusal to face Trump follows the debate between Vice President Mike Pence and his Democratic rival Kamala Harris on Wednesday night, where the two conducted themselves with relative courtesy in contrast to last month’s presidential debate marked by insults and Trump’s overbearing manner.

With her experience as a prosecutor, Harris had an advantage over the mild-mannered Pence.

Pence and Harris were separated by Plexiglass barriers and they were placed about four metres apart as a Covid-19 precaution.

Trump was released from a military hospital on Monday and is continuing his treatment at the White House, where about 20 staffers have tested positive for Covid-19, and next Thursday would be the 15th day since his diagnosis.

Having him face-to-face with Biden, even if they were separated by Plexiglass partition, would pose a serious health risk to 77-year-old Biden because Trump could be shedding the virus.

Trump’s aggressive style of debating by constantly interrupting and speaking over his rival and refusing to stop talking when told by the moderator would not work in a digital debate where he can be silenced by the moderator.

While his rambunctious manner may turn off many voters, it plays well with his base and he will not want to be seen by them as being cowed down by the moderator blurring his macho image.

A barrier to holding the debate in-person is that it is to be town hall format where selected citizens would be participating directly asking questions.

By opting out, Trump who has not campaigned directly since last Thursday because of his disease, will lose an opportunity to be on a nationally televised event.

His aides have said that he would address the nation, but it has not yet been scheduled.

US imposes sanctions on major Iranian banks

US Treasury on Thursday imposed sanctions on Iran’s banking sector, making a signifiant stride aimed at impairing the arch-rival’s economy weeks ahead of US elections.Arab News Reports

The Treasury Department said it was designating 18 major Iranian banks, a step that could largely cut off the nation of 80 million people from the world’s financial system just as it tries to cope with the Covid-19 pandemic.

The Trump administration did not list specific accusations against most of the banks, instead declaring broadly that the entire Iranian financial sector may be used to support the government’s contested nuclear program and its “malign regional influence.”

Treasury Secretary Steven Mnuchin said that the action would “stop illicit access to US dollars.”

“Our sanctions programs will continue until Iran stops its support of terrorist activities and ends its nuclear programs,” he said in a statement.

The Treasury Department said it was exempting transactions in humanitarian goods such as food and medicine.
But European diplomats say that US sanctions nonetheless have dire humanitarian consequences, with few institutions in other nations willing to take the risks of legal action in the world’s largest economy.

Italy makes face masks mandatory outdoors

Italians faced some of the strictest lockdown measures in the world when the country became the first in Europe to be overwhelmed by the pandemic earlier in the year…Reports Asian Lite News

Italian Prime Minister Giuseppe Conte on Thursday announced his government’s decision to make wearing of masks mandatory in outdoor spaces in an effort to curb the further spread of the Covid-19 pandemic.

In his announcement, Conte said that latest measure was required to avoid returning to another economically devastating lockdown in Italy, one of the worst-hit countries in Europe, the BBC reported.

“From now on, masks and protective gear have to be brought with us when we leave our house and worn. We have to wear them all the time unless we are in a situation of continuous isolation,” he was quoted as saying.

Besides outdoor spaces, masks must also be worn in shops, offices, on public transport, and in bars and restaurants when not seated at a table, the Prime Minister further said.

Italians faced some of the strictest lockdown measures in the world when the country became the first in Europe to be overwhelmed by the pandemic earlier in the year.

Although it has managed to keep the virus in check more successfully than many other European countries in recent months, cases in the last 24 hours have surged past the 3,000 mark for the first time since April 24, registering 3,678 new infections, according to the Health Ministry.


On Wednesday, the country also announced compulsory testing for anyone travelling from the UK, Netherlands, Belgium and the Czech Republic.

As of Thursday, the total number of coronavirus cases in Italy increased to more than 334,000, while the death toll stood at 36,061.

Bahrain Records Hottest September Since 1902

September 2020 was the hottest September ever experienced in Bahrain since 1902, the Ministry of Transportation and Telecommunications’ Meteorological Directorate said.

Hot and humid weather dominated Bahrain during the month due to the moist easterly to Southeasterly winds, the directorate said in its monthly weather report.

The mean temperature of the month was 34.8°C, which is 2.4°C above the long-term normal for September and this goes on record as the highest mean temperatures for September since 1902. The old record was 34.6°C recorded in September 2017, it said.

“The mean maximum temperature of the month was 39.8°C which is 3.3°C above the long-term normal and this goes on record as the highest mean maximum temperatures for September since 1946. The old record was 39.1°C recorded in September 2017.”

During the month, Bahrain had 10 days with maximum temperature that exceeded 40°C.

The highest temperature recorded during the month was 43.7°C on September 9 at Bahrain International Airport and this goes on record as the fifth highest maximum temperature for September since 1946 at Bahrain International Airport.

 It was exceeded by September 4, 2013 with a record of 45.5°C, September 2, 2016 with a record of 45.3°C, September 11, 2008 with a record of 45°C and September 3, 2017 with a record of 44.1°C.

The highest temperature recorded at Bahrain International Circuit was 46.5°C on September 9 and at Durrat Al Bahrain was 44.8°C in the same day.

The mean minimum temperature of the month was 31.3°C that is 2.7°C above the long-term normal and this goes on record as the third highest mean minimum temperatures for September since 1946 and exceeded by September 2015 with a record of 31.5°C and September 2018 with a record of 31.4°C.

The lowest temperature recorded was 29.3°C set on September 23 at Bahrain International Airport but recorded 26.7°C on the same night at Durrat Al Bahrain.

Obaid Humaid Al Tayer, Minister of State for Financial Affairs, chaired today the virtual Arab Governors’ meeting within the International Monetary Fund, IMF, and World Bank Group, WBG’s, Annual Meetings 2020.

David Malpass, President of the WGB, Mirza Hassan, Executive Director of the Arab Group at the WBG, and several governors and ministers of the WBG Arab Group member states attended the meeting.

In his opening remarks, Al Tayer praised the WBG’s efforts in taking quick and appropriate measures to limit the repercussions of the spread of the COVID-19 pandemic. He also stressed the importance of these meetings, as they are platforms to exchange experiences in the fields of government financial work and financial and economic policies, and to discuss views on the latest economic and social developments regionally and globally.

“The G20, under the Presidency of the Kingdom of Saudi Arabia, and with the support of the World Bank and the IMF, was swift and effective in implementing the Debt Service Suspension Initiative, DSSI. We realise that there is a need for an extension of the DSSI, therefore the private sector must participate in this initiative. Currently, the private sector accounts for over 40 percent of the long-term debt within DSSI participants.”He added

“This pandemic has disproportionally impacted women, most of whom are either employed by the informal sector, hold less secure jobs, or earn less. At only 20 percent in 2019, women participation in the labour force in MENA is less than half of that of the world. It is safe to assume that this rate has experienced a drop as a result of the pandemic. We, therefore, hope that the Bank tackle this issue urgently by mainstreaming women employment in its programs, and replicating initiatives such as the Women Entrepreneurs Finance Initiative, in which the UAE had the pleasure of participating.”He stressed
