Police arrest 3 after Liverpool car blast

Police announced the arrests of three men after a car exploded in front of Liverpool Women’s Hospital, killing one man and injuring another on Sunday morning.

The three men, aged 29, 26 and 21, were arrested in Liverpool’s Kensington district under the anti-terrorism laws, Greater Manchester Police said in a tweet.

The man killed in the blast has not yet been identified, the statement said. The injured man, who was driving, was in a stable condition in hospital.

Counter-terrorism police in the region were working closely with the Liverpool force, the statement added.

Chief Constable Serena Kennedy said police were called to reports of a car explosion just before 1100 GMT outside Liverpool Women’s Hospital, just as a Remembrance Day Service was commemorating war dead at the nearby Liverpool Cathedral.

Police said they understood that the car involved was a taxi that pulled up at the hospital shortly before the explosion occurred.

“Work is still ongoing to establish what has happened,” Kennedy told reporters.

“We are keeping an open mind as to what caused the explosion but given how it has happened, out of caution, counter-terrorism police are leading the investigation supported by Merseyside Police.”

Police said the explosion had not been declared a terrorist incident at this stage.

Loan scam case: Pratip Chaudhury’s bail rejected

Pratip Chaudhury was arrested from Delhi on Sunday and brought to Jaisalmer on Monday…reports Asian Lite News.

The Chief Judicial Magistrate of Jaisalmer Court on Monday rejected the bail application of former SBI chairman Pratip Chaudhury, arrested in the Jaisalmer hotel loan fraud case, and sent him to judicial custody till November 15.

The former SBI chairman will now have to spend his Diwali behind bars, said sources.

He will be in judicial custody for 15 days till November 15, they added.

Pratip Chaudhury was arrested from Delhi on Sunday and brought to Jaisalmer on Monday.

After that he was produced in the court of Chief Judicial Magistrate, his lawyer moved the bail application, but CJM Hanuman Sahai Jat after hearing rejected the bail application of Pratip Chaudhury and ordered to send him to judicial custody till November 15, following which he was was taken to jail.

The case relates to a hotel group in Jaisalmer which took a loan of Rs 24 crore from SBI in 2008. When the hotel group did not pay full instalments of the loan, the bank allegedly went against the RBI rules and declared it NPA after confiscating the property. It is alleged that later the property was also sold in a wrong manner. At present, the value of this property is being said to be around Rs 200 crore.

The SBI in a statement said that all the facts of the case were not presented before the court properly and SBI was not made a party to the case.

“‘Garh Rajwada’ was a hotel project in Jaisalmer, financed by the Bank in 2007. The project remained incomplete for over 3 years and the key promoter passed away in April 2010. The account slipped into NPA in June 2010. Various steps taken by the Bank for completion of the project as well as recovery of dues didn’t yield desired results. Hence as part of Bank’s recovery efforts, the dues were assigned to an ARC for recovery in March 2014. This sale to ARC by the Bank was done through a laid down process as per the policy of the Bank. “We further understand that the borrower was subjected to IBC process by the said ARC and the asset has been acquired by an NBFC in December 2017, again through due process under the orders of NCLT, Delhi,” the statement said.

“As recovery efforts failed, approvals for sale to ARC were taken in Jan 2014, the assignment to ARC was completed in March 2014. It transpires now that the borrower had initially filed an FIR with the State Police against the sale of asset to ARC. Aggrieved against the negative closure report filed by Police authorities, the borrower had filed a ‘Protest petition’ before the Hon’ble CJM Court. Incidentally SBI was not made a party to this case. All the directors of that ARC including Chaudhuri, who joined their Board in October 2014, have been named in the said case. Incidentally, Chaudhuri retired from Bank’s service in September 2013.

“It appears from the copies of the proceedings now accessed by us that the Hon’ble Court does not appear to have been briefed correctly on the sequence of events. In as much as SBI was not a party to this case, there was no occasion for the views of SBI being heard as part of this proceedings. SBI would like to reiterate that all due process were followed while making the said sale to ARC. The Bank has already offered its cooperation to the Law Enforcement and Judicial authorities and will provide further information, if any that may be called for from their side,” the SBI statement added further.

HDFC customer seeks justice over credit card dispute

The failure of the bank to bring clarity to the matter and suddenly decide to debit the savings account with a huge amount of interest is a deficiency of service as well as a malpractice which affects lakhs of customers on a daily basis….reports Asian Lite News

HDFC Bank took Rs 56,763 from a customer’s account in an unauthorised manner to settle alleged debt on a credit card which was neither requested nor used.

This episode occurred at the HDFC Gurguram branch where the bank issued a credit card to a customer (name withheld) which was received but never used.

In 2015-16, the bank started sending bills of Rs 14,500 for a card which was never requested but received and not used. When the customer enquired there was no response.

When the customer approached the branch manager, he was asked to destroy the card and send it to the Chennai office which he did in his presence. However, to his chagrin the customer continued to receive credit card statements. The harassed customer then started writing mails to Aditya Puri, then chairman of the bank. While these mails were acknowledged there was no closure in the matter. The follow ups were constant on the pry of the customer but all to no avail. The bank started harassing the customer again in 2021 when the customer’s employer was called for credit card bills.

The bank then sent a legal notice for the credit card. The same customer also had a HDFC Standard Life policy and when the amount matured, HDFC Bank debited Rs 56,763 from the bank account in lieu of the credit card bills.

The bank is not permitted by RBI guidelines to hold money from the savings account to pay for this debt. This debt arose from a credit card and should have been treated as a separate issue. What is worse is that as part of the redemption process a cancelled cheque of Kotak Mahindra Bank was provided, HDFC Life continuously delayed the settlement saying it had not received the mail. When after repeated entreaties the amount was credited into the said account, said money evaporated.

The bank has not provided any statement of transactions and cash memo which is actually signed by the bank customer or any document which proves that the credit card was requested or used.

The Credit card is a Prepayment Plan Instrument and requires the bank to make sure that if instrument is issued it should be in possession of the rightful owner and not some frivolous record in the database. The card/instrument was received but disputed from the outset by the rightful owner.

The Bank and the collection agencies have made several attempts to call and harass the client which has been put on record. The recorded emails show that repeatedly a clarity was requested from the bank to show how the credit card was even used by the client. The bank has fled from its responsibility.

There is no record that the request was made for such a credit card. The credit card is not showing on the HDFC portal and no data is available to even challenge the claim. The bank has prevented the client from genuine information in order to bring clarification to the matter and has left the client to the scrutiny and illegal practice of various collection agencies.

The matter arose at HDFC Gurugram branch but the office to pursue the matter was addressed in Chennai for no specific reason. This was done to make it inaccessible for the client to clarify the issue. That the client repeatedly visited the Gurugram Branch to clarify the matter but the whole matter was denied without providing any justification since 2014.

As per RBI guidelines banks have a restricted access to exercise their right to lien. The bank cannot exercise a lien over a personal account of a customer. According to guidelines a credit card account is always separate from since a person acts in a different capacity than his understanding of the savings account.

UK pays tribute to much-loved MP

UK Prime Minister Boris Johnson said Amess was one of the kindest, nicest, most gentle people in politics, reports Asian Lite News

UK Prime Minister Boris Johnson on Friday expressed grief over the killing of UK Conservative MP Sir David Amess.

“All our hearts are full of shock and sadness at the death of Sir David Amess MP. He was one of the kindest, nicest, most gentle people in politics,” Boris Johnson tweeted.

Amess, 69, died after being stabbed multiple times while attending a constituency surgery at a church in Essex on Friday.

Essex Police have arrested a 25-year-old man at the scene on suspicion of murder after an incident at 12.05 pm (Local time), Sputnik reported citing Essex Police as saying.

A constituency surgery is a regular event at which MPs meet voters to help them with issues they have or to discuss things they want to be brought up in the Parliament.

A strong supporter of Brexit, Sir David has been the Tory MP for Southend West since 1997 and prior to that represent Basildon, also in Essex, since 1983, Sputnik reported.

Tributes poured in for the backbencher MP from across the political spectrum.

Health Secretary Sajid Javid said he was “a great man, a great friend, and a great MP, killed while fulfilling his democratic role”.

Chancellor Rishi Sunak said: “The worst aspect of violence is its inhumanity. It steals joy from the world and can take from us that which we love the most.

“Today it took a father, a husband, and a respected colleague. All my thoughts and prayers are with Sir David’s loved ones.”

Speaker of the House of Commons Sir Lindsay Hoyle said: “This is an incident that will send shockwaves across the parliamentary community and the whole country.”

He said he was shocked and deeply distressed by the killing of a “lovely man”, and said in the coming days they would need to examine MPs’ security.

Labour London Mayor Sadiq Khan said he was “deeply, deeply saddened” and described Sir David as “a great public servant”.

Father Jeff Woolnough, parish priest at nearby St Peter’s Catholic Church, described Sir David as “a great, great man, a good catholic and a friend to all”, the BBC reported.

“He’s died doing that, that’s the remarkable thing. He’s died serving the people,” BBC quoted Father Woolnough as saying.

He led a mass at the church on Friday evening in memory of Sir David, describing him as “Mr Southend”.

Southend councillor John Lamb said Sir David was “a very good, hard working constituency MP who worked for everyone”.

Labour leader Sir Keir Starmer said it was a “dark and shocking day”, adding that the country had “been here before” with the death of Jo Cox.

Flags around Parliament and at 10 Downing Street are being flown at half-mast.

Essex Police have arrested a 25-year-old man at the scene on suspicion of murder of David Amess after an incident at around 12 pm, reports Asian Lite News

UK Conservative MP Sir David Amess (69) has died after being stabbed multiple times while attending a constituency surgery at a church in Essex on Friday.

Essex Police have arrested a 25-year-old man at the scene on suspicion of murder after an incident at 12.05 pm (Local time), Sputnik reported citing Essex Police as saying.

“A man has been arrested on suspicion of murder after a man was stabbed in Leigh-on-Sea. We were called to an address in Eastwood Road North shortly after 12.05 pm today (Friday 15 October). We attended and found a man injured. He was treated by emergency services but, sadly, died at the scene. A 25-year-old man was quickly arrested after officers arrived at the scene on suspicion of murder and a knife was recovered. He is currently in custody,” Sputnik said quoting the police.

A constituency surgery is a regular event at which MPs meet voters to help them with issues they have or to discuss things they want to be brought up in the Parliament.

British cops face hundreds of sexual assault allegations

The allegations could be historical, and the responses did not indicate whether any of the officers were on duty at the time…reports Asian Lite News.

At least 750 sexual misconduct accusations were made against serving police officers across the UK between the year 2016 and 2020, new data has revealed.

According to figures obtained by PA Media’s Radar service from 31 police forces, most complaints, where gender was recorded, were against male police officers, reports Xinhua news agency.

A spokesperson said: “Each case reported represents a serious betrayal of the trust and confidence that individuals should have in the police. It is behaviour which can never be justified or condoned.”

Of the total number logged by forces over the last five years, at least 34 resulted in dismissals.

The allegations could be historical, and the responses did not indicate whether any of the officers were on duty at the time.

The Independent Office for Police Conduct, which oversees the police complaints system, said it was down to forces to “stamp out” any abuse of police powers.

The latest figures came after Home Secretary Priti Patel announced that an inquiry will be launched into “systemic failures” that allowed Wayne Couzens, a Metropolitan Police officer, to remain on his post after kidnapping, raping and murdering a 33-year-old woman.

Couzens, 48, was given a whole-life sentence last month for the killing of Sarah Everard under the guise of an arrest.

Civilian killings haunt Kashmir again

Killing on mere suspicion has been the hallmark of terrorist killings in Kashmir….reports Asian Lite News

 Three civilian killings in less than three hours of each other in Kashmir on Tuesday cannot be dismissed as yet ‘another act of frustration by the terrorists’.

These are message killings whose import on the developing security and political situation in Jammu and Kashmir cannot be wished away.

Charity must begin at home. So must the safety of innocent citizens in Kashmir before we intend to bring back thousands of Kashmiri Pandits who were forced out of their homes nearly 31 years ago through terror acts like those of Tuesday.

Makhan Lal Bindroo was a respected and trusted man for all those who bought medicines from his shop, ‘Bindroo Medicate’ near the Iqbal Park in Srinagar city.

When the majority of Bindroo’s community including his relatives and friends migrated out of the valley in early 1990s, Bindroo stood his ground.

He continued to sell medicines at his shop which was then located at the top end of the Hari Singh High street in Srinagar.

There was a security force bunker some distance away from Bindroo’s shop. Militants hurled grenades and fired at the bunker more than a dozen times during militancy.

Bindroo remained undeterred. He was a common Kashmiri who was living a normal life without messing around with anything else.

Long years of having lived and survived normally, added to Bindroo’s confidence that he had nothing to fear.

He shifted his business to a bigger shop outside the Iqbal Park in Srinagar. His wife started assisting him during peak hours to dispense medicine to the needy.

His doctor son had also set up a clinic in the first floor of the same shop where he treated patients.

It was a rather dull, sleepy autumn Tuesday evening when Bindroo was behind his counter with hardly a customer around.

Terrorists entered the shop and fired at him from close range.

Doctors at the hospital said he had sustained four critical bullet wounds and had died en route to the hospital.

Bindroo’s murder is no ordinary revenge killing.

This brazen act of terrorism has occurred at a time Awhen the government of India has announced an ambitious plan to retrieve the properties of Kashmiri Pandits who had sold these properties in distress while fleeing the Valley.

For the time during the last 30 years something tangible was being done to bring back the migrant Pandits to the Valley.

By murdering an innocent Kashmiri Pandit, who had neither migrated nor cast his lot with thousands of his community members, terrorists intended to send a powerful message to the community.

How the government restores an already shaken confidence of the migrant community will have to be watched.

The second civilian killing on Tuesday was of a street vendor belonging to Bihar. The poor fellow sold Bhelpuri by the roadside in the Lal Bazar area of Srinagar.

He was killed by the terrorists to assert their nefarious design of not allowing outsiders to settle in Kashmir after the abrogation of Articles 370 and 35A.

The third civilian killing happened in north Kashmir Bandipora district.

Muhammad Shafi Lone of Shah Mohalla was killed by the terrorists within less than three hours of Bindroo’s murder.

Lone was a taxi driver who had recently been chosen as the president of Sumo taxi drivers union.

Rumours in the area said some years back there had been an encounter at Lone’s home in which some terrorists were killed.

Rumours said the terrorists suspected Lone to have tipped off the security forces about the presence of the terrorists.

Whether the rumour is credible or not, there is hardly any doubt about why the terrorist killed Lone.

Killing on mere suspicion has been the hallmark of terrorist killings in Kashmir.

In the background of these message killings, it is clear that unless the security of those living in the Valley is ensured, trying to woo the Kashmiri Pandit migrants back would be asking for too much.

In this ‘crime-free’ Bihar village, police haven’t registered a case in several decades

“To the best of our knowledge, except for one road accident case, no other complaint has been registered from Katraw,” Superintendent of Police, Bettiah, Upendra Nath Verma, said…reports Shilpi V.

Parwati’s house in West Champaran’s Katraw village, Bihar, was not locked for four days when she was at the hospital to treat her fever and chills. When she returned home, everything was intact – no one had broken in.

“The villagers here do not prefer to lock the doors when they move out of for a few days,” said Sunil Garhwal, the chief of Jamuniya panchayat that governs the village. “Locking of the door is construed a great disservice and disregard for co-villagers. However, one is at the liberty to lock their house if they are away for weeks,” he added.

Katraw is located 285 km from Patna. It has about 1,500 people from various communities, like Tharu, Muslim, Mushar and Dhangar. Its jurisdiction is patrolled by the Sahodara police station. The officers here have not registered more than a single case since India became independent in 1947.

“Nahi chhuwe la samantha koi kekaro (touching others’ belongings is a profane crime here),” said Hansa Devi, adding: “It is not as if altercations or disputes do not take place in Katraw. But, we resolve it amongst ourselves at the village level if the issue arises among ourselves.”

A single case in 70 years

“To the best of our knowledge, except for one road accident case, no other complaint has been registered from Katraw,” Superintendent of Police, Bettiah, Upendra Nath Verma, said.

Such has been the allure of Katraw that even former Director General of Police of Bihar, Gupteshwar Pandey, could not stop himself from visiting the village when he was surveying West Champaran in July last year. “Everyone should draw inspiration from Katraw where no cases or FIRs have been registered so far. This (model of the village) deserves to be emulated [by other villages] so that India can shine,” Pandey said.

The peace perhaps dawns upon the hamlet due to its ingrained judicial setup. Called the Gomastha Bayawastha, it was born in the early 1950s. The system was the brainchild of Bihar’s first chief minister Shri Krishna Sinha.

A Gomastha is essentially a patriarchal judicial authority – passed down from father to son – who delivers amicable solutions to the minor disputes that may arise in Katraw. A Gomastha may even penalise a person guilty of initiating a clash. Katraw, which has elected representatives in the panchayat system, seems to have unflinching faith in its Gomasthas.

The village, to date, has followed the verdicts delivered by the Gomasthas. Its testimony lies in the fact that the law and order has prevailed here for 75 years since India became independent.

“In Kathraw, a Gomastha is virtually regarded as a demi-god, whose order is invariably acceptable to all,” said Shailendra Garhwal, the president of Bettiah Zilla Parishad.

The position of Gomastha is not recognised by the government, although the local administration is aware of its prevalence in the Tharu tribe. “The system is followed in the Tharu community for long. It underscores the people’s firm belief in the democratic system, said Garwal, who belongs to the Tharu community.

“Ours is the third generation of Gomasthas,” said Vijay Kumar Gaurao who is at present the Katraw Gomastha. “I can say with a reasonable degree of confidence that no cases – either civil or criminal in nature – have been registered in the court or in the police station since India gained independence.”

Local, community-conscious justice

The court of a Gomastha bears an anachronistic, antiquated look – the villagers sit under a tree or a community hall and dispense the justice after hearing the warring sides.

For instance, in July 2020 Mukesh Kumar was asked to pay a penalty of Rs 5,000 for slapping his sister-in-law. The Gomastha also demanded a written apology saying that Kumar’s actions had brought “disgrace to the women in a civilised society”.

Such a punishment was meted out to Chandrika Mahato and Visheshwar Mahato after they got into an altercation in broad daylight. Chandrika was angered after Visheshwar’s goats had grazed on his land.

The dispute culminated in an invitation into the Gomastha’s court, which charged each of them a fine of Rs 500 for “debilitating the social order”. The Gomastha also directed Visheshwar to pay Rs 300 to Chandrika as compensation.

An individual, who does not follow the Gomastha’s verdict, is excommunicated by others.

The fine collected from the directives is spent on marriages in the village or other social obligations.

The marriages are a community affair here. Invitations are sent out to every single villager, who are then bound to make arrangements for raw rice, pulses and vegetables among other eatables as a contribution.

Such social harmony is a matter of pride for villagers like Rohit Kumar and Shekhauddin. “We fix our own problems and we want to pass this legacy to the next generation,” Kumar said.

Six killed including gunman in Plymouth shooting

A third woman was taken to a local hospital, where she later died, police said…reports Asian Lite News.

Six people were killed, including a suspected shooter in Plymouth, England, on Thursday night.

Police responded to a “serious firearms incident” in the Keyham section of the city in southwest England at about 6:10 pm local time, according to Devon and Cornwall police, reported ABC News.

Priti Patel, UK’s Home Secretary, tweeted, “The incident in Plymouth is shocking and my thoughts are with those affected. I have spoken to the Chief Constable and offered my full support.”

When the police arrived at the scene, they found two men and two women dead from gunshot wounds. They also found a man who is believed to be the shooter dead at the scene. All five were pronounced dead from gunshot wounds.

A third woman was taken to a local hospital, where she later died, police said.

Police said the next of kin for all of the deceased have been notified. Police did not say how the suspect died, but he was dead prior to police arriving, reported ABC News.

Names and ages of the victims have not been released yet by the police.

“There have been a number of fatalities at the scene and several other casualties are receiving treatment,” police said in a statement. “A critical incident has been declared. The area has been cordoned off and police believe the situation is contained.”

Meanwhile, Johnny Mercer, a member of Parliament representing the region, said the shooting was not believed to be terror-related.

Devon and Cornwall police reiterated in a statement announcing the deaths that the case was not related to terrorism, reported ABC News.

Police said they are not searching for any further suspects related to the shooting. There was no speculation about a motive and no information on how the victims were connected to the shooter, if at all.

Damudi was plotting to kill ‘kufars’ in India

Damudi, key ISIS operative on cyberspace claimed to be based in Afghanistan or Pakistan was arrested from Karnataka’s Bhatkal on August 6 in connection with the ISIS ‘Voice of Hind’ module case….reports Anand Singh

Jufri Jawhar Damudi aka Abu Hajir Al Badri, who was arrested by the National Investigation Agency (NIA) in connection with the ISIS ‘Voice of Hind’ module case was high up in the hierarchy of the Islamic State Khorasan Province (ISKP) and was in direct touch with its leaders in Afghanistan and Syria. He was instigating his cyber contacts to kill ‘kufars’ (disbelievers) in India.

The NIA had arrested Damudi from Karnataka’s Bhatkal on August 6 in connection with the case after the agency carried out searches at several locations.

An NIA official related to the probe told IANS, “Damudi was in the notice of the central investigative agencies since April 2020 for his active role in production and dissemination of IS propaganda monthly online magazine ‘Voice of Hind’.”

The official said that besides ISIS propaganda or media activity, Damudi was also looking after the logistical support, including procurement of arms and explosives, funding for mujahideens and recruitment.

“He was in direct contact with the IS leaders in Afghanistan’s Khorasan and Syria,” the official said.

The official said that Damudi also instigated his cyber contacts to kill ‘kufars’, police personnel, journalists, etc. and inflect damage to temples and government properties.

Islamic State

The official said, Damudi, who was high up in the hierarchy of ISKP and a key ISIS operative on cyberspace claimed to be based in Afghanistan or Pakistan.

The official said that he was taking all security precautions to evade his detection by the intelligence agencies in India.

“Despite his claim to be based in Khorasan in Afghanistan or Pakistan on social media, it was assessed that Damudi aka Badri might be based in India and not Khorasan,” the official said.

The official said that based on this assessment and the leads developed through the revelations of Qasim Khurasani aka Umar Nisar, who was arrested on July 11 this year, further intelligence investigation by the NIA in coordination with foreign agencies, the real identity of Badri was established as Bhatkal-based operative.

Thereafter, through deft fieldwork, the agencies managed to identify Damudi and it was also established that he is the younger brother of Adnan Hassan Damudi, who was arrested by NIA in 2017 in ISIS related cases, the official said.

The official said that Damudi also accepted his association with Afghanistan-Pakistan-based IS operatives and involvement in production and dissemination of IS propaganda magazine ‘Voice of Hind’.

An NIA source related to the IS related cases in India said, “Along with the Intelligence Bureau (IB), the agency has been working to identify over 5,000 members of the IS who are active on social media platforms.”

The source said that the agency has started taking action after a year-long research and investigation against the IS operatives, who are working against India.

The source said that the NIA has identified the ‘Chronicle Foundation’ page being run on several social media platforms, which is being used as a school for the new IS recruits.

The source said that while investigating the page on social media, it has been found that most of the members there have created their IDs with fake names.

The source said that while going through the page of the Chronicle Foundation, the speeches of their leaders indicate for the targeted killings of the Hindu leaders across the country.

The source further said that the agency is currently questioning several IS operatives who have been arrested by the anti-terror probe agency in the recent days to get hold of the IS operatives planning attack on security establishments in Jammu and Kashmir and to stop the targeted killings by them.

In the last one month, the NIA has carried out searches at 21 locations spread across Anantnag, Srinagar, Bandipore, Baramulla districts of Jammu and Kashmir and Mangalore, Bengaluru and Bhatkal districts in Karnataka which resulted in the arrest of 10 operatives in three separate modules of ISIS in India.

The official said that the pan-India crackdown and back to back arrests of two prominent Islamic State (ISIS) operatives — Khurasani and Damudi — is a major blow to IS in India.
