Stalin looks to team up Tamil diaspora for TN Dollar goal

Tamil Nadu Chief Minister M.K. Stalin is in the process of roping in Tamil diaspora abroad to achieve the state’s trillion-dollar goal by 2030, a pet project of the Chief Minister.

The Tamil Nadu government has already roped in the services of several non-resident Tamils for this project.

US-based entrepreneur R. Rangaswami, who is Founder and Chairman of Indiaspora which is a network of global Indian origin leaders, has already been roped in for executing the project. A panel of Tamil diaspora including Sunder Pichai of Google, Indira Nooyi, the former Chairperson of Pepsico, and several other technocrats and management experts will be used for developing the economic investment in the state.

Tamil Industries Minister Thangam Thennarasu will be the Chairperson of the 12 member panel, and the Vice Chairman of the Tamil Nadu State Planning Commission, and the state Industries Secretary are the ex-officio members. The Managing Director and CEO of Guidance will also be an ex-officio member.

The others in the 12 member panel are Dr Bala Swaminathan, of the Bala family foundation, Ganesh Radhakrishnan, CEO, Wharfedale Technologies Inc, US, Saravanan M. Sinapan, President, DHRRA, Malaysia, Suresh Sambandam, CEO, KISSFLOW (Founder, Dream Tamil Nadu), M. Arumugam, CEO, Broadline Computer Systems Private Ltd, Tamil Nadu, Elenchezhian Loganathan, CEO, Yaal Exports, Tamil Nadu and Rm Arun, President, SICCI, Tamil Nadu.

Thennarasu said that the members would act as brand ambassadors of Tamil Nadu’s industrial ecosystem and they would be given the mandate to open sub-chapters in their respective countries of residences.

The panel will help the Tamil Nadu government to conduct an annual investment and cultural conclave and the panel members will help the Chief Minister and Industries Minister to conduct physical and virtual meetings with the diaspora in their respective countries.

The panel will connect with the Tamil diaspora and create an online platform for regular interactions.

Big investment push

In July, this year, Tamil Nadu received investment commitments to the tune of Rs 28,508 crore from 49 companies across various segments that will create 83,482 jobs in the state. In an event, organised by the industries department and ‘Guidance Tamil Nadu,’ Stalin laid the foundation stone for nine projects, entailing investments of Rs 4,250 crore that will generate 21,630 jobs.

An official release said 35 Memorandums of Understanding were signed in the presence of the chief minister, with a cumulative investment of Rs 17,141 crore, which would create 55,054 jobs.

General Electric (GE) has proposed to establish a Centre of Excellence to enhance production of aircraft and aeronautical components for industries in the aerospace and defence sector, using advanced manufacturing technologies. While there was no mention of the investment details, the release said an MoU was signed by top executives of GE and Tamil Nadu Industrial Development Corporation Ltd (TIDCO) on Tuesday in the presence of the chief minister.

As per the MoU, the total investments proposed (Rs 28,508 crore) are spread across electronics, auto-components, industrial parks, information technology, manufacturing, food processing, footwear and pharmaceuticals. Guidance Tamil Nadu said it entered into an MoU with American Tamil Entrepreneurs Association to promote start-ups in innovation, research and development in Tamil Nadu. The digital accelerator programme sanctions grants to start-up projects engaged in innovation, Research and Development. The government has sanctioned Rs five crore for this programme.

First of its kind International Women’s Mithila Summit organised

International Maithil Diaspora has recently organised the International Women’s Mithila Summit in hybrid format, partly virtually and partly in Frankfurt, Germany. The summit was heavily star-studded with a number of dignitaries attending and speaking at its three sessions on Economic Development & Entrepreneurship; Culture, History & Language; and Social Change & Development. The entire session was moderated by Mala Jha (India).

The event started with a symphonic clarinet performance by Samaika Jha from Buckinghamshire, UK, followed by the opening remarks by Pallavi Jha (Executive Member- German Maithil Diaspora). H.E. Consulate General of India at Frankfurt, Germany Dr Amit Telang rendered the inaugural address, followed by an impressive message by the Chief Guest Annapurna Devi Yadav, honourable Minister of State for Education, Government of India. She has highlighted that Indian cultural heritage and history would not be complete without the mention of Mithila Women like Sita Mata and Ubhaya Bharti (Adi Shankaracharya’s wife) etc..

Dr. Shefalika Verma, Sahitya Akademi Awardee (Lit.) spoke on the significance of Maithil Literature and its global presence.

The third session was moderated by Dr. Nidhi Jha, Gynaecologist and Infertility specialist. Aruna Mishra, Boxing Champion, Mamta Jha Mishra, USA: ‘Autism: Not a limitation!’, Dr Vandana Karn, President- Mithila Cultural Society, Dr. Narayani Aditi Paswan, Social activist, Women and social change and Shabana Dawood (Bhagalpur India) have spoken during this session. Prema Mishra, Founder and MD UCatapult Foundation spoke on Transforming rural India via women empowerment & digital education.

The Dialogue Session was moderated by Nandini Mishra, President- Mahila Prabodhini Foundation. Priyanka Jha, Creative Director and Founder Priyanka Jha, Akanksha, M Phil in Comparative Indian Literature, Jyoti Jha, IIT Hyderabad (Computer Science – Machine Learning Engineer and Scientist), Archana Jha, Margdarshak -Doorvakshat Mission Mithilakshar Abhiyan, Sunita Karn, Member- Karan Goshti Mahila Group, Ginni Jha, Varishth Prashikshak- Doorvakshat Mission Mithilakshar Abhiyan, Amita Jha, Working President- Mrinalika Sapno Ki Udan, Rita Singh, President- Renaissance Education Society have all spoken..

Modi interacts with Indian Diaspora in Glasgow

The high-level segment of COP-26 is titled the World Leaders’ Summit (WLS) and the Summit will be attended by Heads of State/Government of more than 120 countries…reports Asian Lite News.

Prime Minister Narendra Modi met with members of the Indian community in Glasgow on Monday to strengthen people-to-people bonds ahead of his participation in the 26th session of the Conference of Parties (COP-26).

“Strengthening our people-to-people bonds. Indian community members and Indologists gather in Glasgow to meet Prime Minister Narendra Modi,” External Affairs Ministry Spokesperson Arindam Bagchi said in a tweet.

At COP-26, the parties are expected to work to achieve the completion of Paris Agreement implementation guidelines; the mobilisation of climate finance; actions to strengthen climate adaptation, technology development and transfer; and keeping in reach the Paris Agreement goals of limiting the rise in global temperatures.

The COP-26 is going to be a multilateral event and an opportunity for “Prime Ministers of India and the UK to sit together and review the implementation, the progress that had been made on the roadmap 2030 in May 2021,” High Commissioner of India to UK Gaitri Issar Kumar had said during an interview with ANI.

The COP-26 is set to take place under the Presidency of the UK partnering with Italy. The high-level segment of COP-26 is titled the World Leaders’ Summit (WLS) and the Summit will be attended by Heads of State/Government of more than 120 countries.

PM Modi arrived in Glasgow on Sunday. The Prime Minister is on a two- day visit to participate in the event.Later in the day, PM Modi is also scheduled to attend the opening ceremony of COP-26 and will also meet UK Prime Minister Boris Johnson to discuss bilateral ties between India and the UK.

PM Modi is also slated to launch two important initiatives under the Coalition for Disaster Resilient Infrastructure (CDRI) and the International Solar Alliance (ISA) at the 26th session of the Conference of Parties.

This comes after PM Modi participated in the G20 summit and in the Summit on Global Supply Chain Resilience, on the sidelines of the G20. He also met outgoing German Chancellor Angela Merkel and Indonesian President Joko Widodo in Rome. (ANI)

TN sets up welfare board for Tamil diaspora

Tamil Nadu Chief Minister M.K. Stalin announced a new welfare board for the Tamil people living abroad. The Chief Minister in a statement here on Wednesday said that the Tamil Nadu Non-Resident Welfare Act was enacted during the period of the previous DMK government on March 1, 2011. Stalin’s father Kalaignar Karunanidhi was the Chief Minister of Tamil Nadu then.

He said that setting up of a welfare board for the Tamil diaspora was also announced then but the AIADMK government that assumed office after that did not take it forward.

The proposed Welfare board named, “Pulampeyar Thamizhar Nala Variyam” and he announced that January 12 would be celebrated as “World Tamils Day” and Tamil people living in several parts of the world would be brought together.

Pulampeyar is a Tamil word used in reference to emigration and emigrated people and Thamizhar Nala Variyam stands for the Welfare Board.

The state government, according to the Chief Minister’s statement, would constitute a benevolent fund of Rs 5 crore for non-resident Tamils.

An amount of Rs 20 crore would be earmarked for the Welfare board which includes Rs 8.10 crore for Welfare schemes, the statement said.

Dr Vijay Prabhakar, a Medical doctor from Tamil Nadu who lives and works in Chicago while speaking to IANS said, “This is a good decision and I welcome the steps taken by the Chief Minister of Tamil Nadu, Thiru M.K. Stalin to constitute a welfare board for Tamil diaspora and January 12 as World Tamil Day.”

Women make up the majority of farmers in Gujarat, many have low incomes, and there is limited support if their crops were to fail, for example, due to poor weather conditions or a bad harvest.

Through this promotion 5p from the purchase of every participating pack (Chili 100g, Garam Masala 100g, Dhaniya 100g, Jeera 100g and Haldi 100g) will directly support all the women enrolled in the programme. This contribution will fund vital financial and agricultural training to help improve their farm businesses and build a more secure future for them and their families.

Through Rajah’s partnership with SEWA, training will be provided on essential farming practices, such as how to use natural pesticides and apply fertilizers effectively, to grow more crops. SEWA will also provide the women with financial training and reliable market access to ensure they get a fair price for their cumin when it is sold.

Kamiben Khegarbhai Ahir from Patan District said ‘this training changed conventional farming and these new practices increased our income and our living standards have also improved’; while, another farmer from Surendranagar reported the training had made a significant difference to her business as ‘overall costs have reduced and also my quality of land has improved’ and that ‘most of (the other villagers) will carry out the same practices from next year’.

Rajah monitors the success of the project constantly, visiting the communities at least once a year to assess the impact of their work.  Lillian Paschalidi, Senior Brand Manager at Rajah commented ‘Rajah has been sold in the UK since 1931 and is proud to be at the heart of the community. The pain of being displaced

Mr Rajeev Shukla, a veteran name in Indian Journalism and politics, pleasantly surprises with his understanding of the diaspora and their roots in his novel – Teen Samundar Paar published recently during the pandemic this year …. Review by Manish Tiwari

One of my most memorable trips was to Fiji where once out of the airport, I had a pleasant surprise to see a Hindi newspaper prominently displayed in the local newspaper corner. Further, as I embarked from the airport, the taxi driver spoke ‘Shudh Hindi’, the kind no one speaks in urban India anymore and we talked about his Indian roots culminating in a discussion about Ramayana.

It was beyond me that this man who had not even visited India in his lifetime, had a Ramayana at home which was not just an ornamental book to be revered but read daily. The struggles of life and politics in Fiji was evident in how the divide between black community and Indians defined the nation as predictably Indians were the business community and the divide was economic as well as cultural. The food was as close to home with the taste still lingering in my mouth and not what goes by Indian food in the restaurants across the globe and the sugarcane juice mixed with Indian masala and lime was exactly like India but without the grime and hygienic.

 It was like a paradise for me where you got everything Indian but also clean air and natural bounty without the pollution and population.

Little did I know about the pain and separation and the journey for many to keep that ‘identity’ as a people displaced not by choice and desire to be global but rather born out of abject poverty a century or more ago.

Rajeev Shukla, a veteran name in Indian Journalism and politics, pleasantly surprises with his understanding of the diaspora and their roots in his novel – Teen Samundar Paar published recently during the pandemic this year.

The heartbreak and the pain of being displaced centuries ago and the struggle to keep that identity and connection in spite of all challenges beautifully creates the backdrop of the novel though eventually it becomes a feel good novel about a women taking what is rightfully hers in a world where her family has been wronged.

Mr Shukla has a style which is a rare combination of serious journalistic impulses mixed with racy narrative style which makes this novel a potboiler but without losing its sensitive moorings in the pain and journey of a diaspora wronged in many ways but strong enough to survive it all and still retain that Indian ness which defines the people from the subcontinent.

Vishwanath named after the famous deity from Benaras, becomes the Prime Minister of Trinidad and eventually betrayed by his own kin is the central plot of the novel and how Sylvia his daughter eventually returns to avenge the wrongdoing, forms the second half of the book. There are too many parallels close to real life figures as Rajeev frequently draws from his extensive foray into Cricket and life of politics to create characters who I am sure he has met along his way. He tries to thinly disguise them but quite often spells them out in an effort to make the narrative relevant and believable. The narrator – Prashant comes close to real life election psephologist – Prashant Kishore and Shukla makes him, his alter ego for the purpose of the novel. I am sure his close friends will find other characters whom they identify.

This is a new phase of writing in Hindi with a global backdrop but with great comfort and understanding of the people and culture and how the new Indians who are rich and can afford ‘luxury cruise’ are still struggling with sexual morality and the inherent hypocrisy embedded in the Indian way of life. Shukla’s writing wades through this in the backdrop of holidaying Indians on the global luxury cruise while keeping his narrative focused on the story of Silvia in a racy way and that is the strength of the novel that its immensely readable and likeable but it doesn’t pretend to be literary and is rather a happy story.

The love story of Silvia and Smith is another area which has not been touched upon by Indian writers as a love story between an Indian and a black African origin West Indian.

 Living in the UK, I have often come across highly educated and well to do Indians who are almost traumatised by the thought of their son or daughter getting married to a black boy or girl. They consider this possibly as the worst outcome and secretly dread it even if they are not able to voice it in the age of politically correct mores of public life. Rajeev Shukla deftly deals with this subject and shows great sensitivity in bringing out the nuances of a love affair between an Indian girl who is never expected to fall in love with a black man. However, at times this becomes too simplistic and too good to be true. Nevertheless, Rajeev deals with a social taboo which the Indian diaspora needs to look at. Even a man as educated and well-heeled as Rajat Gupta who led McKinsey found it difficult for his daughter to marry an African American as he talks about in his book. The political and racial divide between South Asian diaspora and the black communities abound and is a proof that Indians are as racist or perhaps more than their white counterparts.

That said, this is a great read for the diaspora and I wish Mr Shukla, success with this novel which doesn’t have a precedence in Hindi literature and is actually quite contemporary and doesn’t have any pretensions to be literary and hence is a great read. It starts with a storyline much like Akhilesh’s acclaimed Hindi novel Nirvasan (Exile) and eventually becomes a racy feel good story more in the tradition of Hindi thrillers.

 The references to London makes you relook at this city and one can’t help but notice that the writer has a great love for this city and its Indian denizens who make this city an all-out Indian affair. He perhaps knows more about the city and its secrets than many of us and he should certainly do a novel based in London and its Indian characters.

Rajeev Shukla is both a politician and a journalist of a rare kind who retains his humanity above all but he is equally a keen observer of the diaspora and a great story teller as is evident with this book. I am sure this novel will capture the imagination of the diaspora if translated in English and available to the young readers, a challenge in our oversubscribed digital age. Needless to say it will also make for a great Netflix series.

Gulf Calling: RSLDC resumes training for foreign job aspirants

The Rajasthan Skill and Livelihoods Development Corporation (RSLDC) has resumed its training services at its Pre-Departure Orientation Training (PDOT) centres, giving fresh hopes of foreign placement to skilled professionals from the state.

The PDOT centre in Sikar district has recently registered a batch of 37 candidates aspiring to work in the Gulf Cooperation Council countries. This will be the first batch to undergo training since the outbreak of the Covid-19 pandemic that forced these countries to restrict arrivals of emigrant workers.

“The international job market is once again opening up after the pandemic and this is a welcome development for those looking for work opportunities abroad. The Pre-Departure Orientation Training is especially important for those requiring emigration check due to lack of academic qualification. Soon, the services shall resume at all the centres,” said Niraj K. Pawan, Chairman, RSLDC.

Emigration Check Required (ECR) is a notation stamped on the passports of people with academic qualification below 10th standard. These people need to acquire emigration clearance before travelling to 18 countries, including the GCC nations. The provision is meant to protect such people from exploitation and forgery on the pretext of foreign placements.

PDOT is a major step towards educating the aspiring candidates towards various formalities and rules before they take up oversees appointment.

All the 37 candidates registered at the PDOT centre in Sikar are from the mason and helper category.

The objective of PDOT is to enhance soft skills of migrant workers in terms of culture, language, tradition and local rules and regulations of the destination country, to sensitise them about the pathways to safe and legal migration for their welfare and protection.

RSLDC is the apex skill development body of Rajasthan government, which is the designated PDOT partner with the Ministry of External Affairs.

The corporation through its PDOT centres in Jaipur, Sikar and Nagaur has already benefitted more than 3,000 workers before the pandemic disrupted emigration of workers.

Rajasthan has a huge skilled workforce and the workers from the state are preferred by several employers in the Gulf countries.

RSLDC helps in upskilling of such workers. It also helps safeguard their interests through registration of recruiting agents and other initiatives.

RSLDC will soon conduct training programmes online to further facilitate the foreign job aspirations of the state’s workers.

SOPs issued for vaccination of people going abroad

The ministry said that it is advised that vaccination may be availed in cases through passport which is one of the permissible ID documents as per the current guidelines so that the passport number is printed in the certificate…reports Asian Lite News.

Following several requests for second dose of vaccines from people planning to travel abroad, the Centre on Monday issued guidelines to states and Union Territories to provide vaccines to such people who have completed 28 days of their first dose.

In a statement, the Ministry of Health and Family Welfare said: “Taking note of the several representations received by the Ministry for allowing administration of second dose of Covishield for such persons who have only taken first dose of Covishield and are seeking to undertake international travel for educational purposes or employment opportunities or as part of India’s contingent for Tokyo Olympic games, but whose planned travel dates fall prior to completion of the currently mandated minimum interval of 84 days from the date of first dose, the Ministry has written to states/UTs to facilitate vaccination of such persons.”

It said that with the receipt of several representations, the issue was discussed in Empowered Group 5 (EG-5) and appropriate recommendations received in this context.

According to the ministry, with a view to providing full vaccination and facilitating international travel for these segments of people, states and Union Territories were asked to designate a competent authority in each district for according permission for such administration of second dose of Covishield.

“The competent authority shall check the following before according a permission for administration of second dose before the period of 84 days after date of first dose — whether a period of 28 days has elapsed after the date of first dose, genuineness of the purpose of travel based on documents related to admission offers or associated formal communications for education, whether a person is already studying at a foreign educational institution and has to return to that institution for continuing their education, interview calls for a job or offer letters for taking up employment, and nomination to participate in the Tokyo Olympic Games,” it said.

The ministry said that it is advised that vaccination may be availed in cases through passport which is one of the permissible ID documents as per the current guidelines so that the passport number is printed in the certificate.

“If passport was not used at the time of administration of first dose, the details of the photo ID Card used for vaccination will printed in the vaccination certificate and mention of the passport in the vaccination certificate is not to be insisted upon,” it said, adding that wherever necessary, the competent authority may issue another certificate linking the vaccination certificate with the passport number of the beneficiary.

The ministry said that the facility shall be available to those who need to undertake international travel for these specified purposes in the period up to August 31.

The government also clarified that Covishield, produced by the Serum Institute of India and approved by the DCGI, is one of the vaccines by the WHO for use as on June 3, 2021. The relevant entry is at serial number 4 of the WHO EUL.

“Mention of vaccine type as Covishield is sufficient and no other qualifying entries are required in the vaccination certificates,” it said. It further said that the CoWIN system will soon provide the facility for administration of 2nd dose in such exceptional cases.
