Chinese students pledge loyalty to CCP before going abroad

A review of publicly available documents reportedly found evidence that this practice has been going on quietly for more than a decade.

Tens of thousands of Chinese students studying overseas on government-backed scholarships are required to sign a document pledging loyalty to the ruling Communist Party, as well as putting up guarantors who could be forced to repay their funding should they break the agreement, before arriving at overseas universities, Radio Free Asia reported.

Sweden’s Dagens Nyheter newspaper had reported on January 13 that 30 doctoral students arriving in the country had signed contracts pledging loyalty to their government while overseas, requiring them to serve China’s interests during their stay.

A review of publicly available documents found evidence that this practice has been going on quietly for more than a decade, with several versions of the contract and related regulations freely available online, RFA reported.

“During your time studying abroad, you must hone your sense of responsibility and your ability to follow orders, and not engage in any activities that could harm your country’s interests or national security,” the contract states.

“You must consciously protect the honor of the motherland and of your school, and abide by both the laws of China and the country where you are studying,” it says.

Students must also provide the names of two guarantors who countersign the document, in case a student fails to report to the local Chinese embassy or otherwise breaks the terms of the agreement, the documents revealed, RFA reported.

Anyone who tries to resign from their scholarship without authorization or who “behaves extremely badly,” or who just disappears or moves to another country or school without authorization will trigger the repayment of around one third of their funding by their guarantors, they show.

China had said it would send 27,000 students to study overseas on public money for all of 2021, and that their scholarships were entirely conditional on their party loyalty, including a pledge to “come back and serve their country” on completion of their studies, according to another publicly available document, RFA reported.

The 140 successful candidates will now study for two years at community colleges in North America and Europe, with 114 scholars set to travel to the US and 26 to Canada, before transferring their credit to an international or local university to complete a bachelor’s degree…reports Asian Lite News

Having successfully navigated a rigorous application and selection process, 140 Emiratis scholars in the inaugural Khotwa (RizeUp) scholarship program – launched by Abu Dhabi Department of Education and Knowledge (ADEK) – are finalizing preparations to kickstart their higher education studies at community colleges in the USA and Canada next month.

Ahead of the beginning of the winter term in January, the first intake of successful applicants attended a pre-departure gathering, where the group of 94 male and 46 female scholars were briefed by ADEK’s Khotwa advisors. Representatives of the American and Canadian embassies briefed the scholars about what to expect in their respective countries of study.

“Our students are about to embark on an exciting journey of discovery where they will learn beyond the classroom and gain invaluable insights into international mindsets and cultures,” said Dr. Bashaer Almatrooshi, Executive Director – Talent Enablement Sector at ADEK. “This experience will enhance their personal and academic development and we trust them to make the very best of this opportunity. The majors our students will study represent priority sectors in the UAE’s national economic agenda. Khotwa (RizeUp) embodies ADEK’s commitment to offer unique learning opportunities that empower Emiratis to fulfil their potential and empower them to contribute to the development of the national economy.”

Originally designed for an initial intake of 100 successful applicants, ADEK increased the inaugural Khotwa (RizeUp) program capacity following the candidates’ results in the selection process and their performance during the bootcamp. This included behavioural interviews and self-assessments, group case studies, situational simulation, and soft skills training. Over 1,600 students registered for the program with 140 scholars selected after scoring the highest points in the assessment criteria.

“The talented pool of candidates showcased a strong aptitude for learning, a willingness to take on new challenges and a commitment to succeed. We were encouraged to expand the intake of the first year and help more scholars to jumpstart their higher education journey,” added Almatrooshi. “We are confident that the selected scholars will take on their new journeys with perseverance and we will in turn continue to support them in every stage through 24/7 advisory support from January through to graduation.”

The 140 successful candidates will now study for two years at community colleges in North America and Europe, with 114 scholars set to travel to the US and 26 to Canada, before transferring their credit to an international or local university to complete a bachelor’s degree.

While overseas, the Khotwa (RizeUp) students will live with local families rigorously selected by ADEK. The homestay program will provide students with a safe and welcoming atmosphere during their studies. This opportunity will also help students improve their English language skills while fostering their cultural understanding and tolerance.

In addition to covering tuition fees and living costs throughout their homestay program at community college, as well as during their bachelor’s degree, Khotwa (RizeUp) students will also receive living allowances.

The AED 1.9 billion Khotwa (RizeUp) program aims to provide quality education opportunities for 6,000 Emiratis by 2028. The initiative delivers alternative higher education pathways for high school graduates from a variety of academic and social backgrounds who have not previously received scholarships. The fully funded program provides students with broad international educational experiences to empower them to shift their mindset and achieve their full potential, as well as contribute to the growth of Abu Dhabi’s knowledge-based economy.

The Abu Dhabi Department of Education and Knowledge (ADEK) is the Education Sector regulator across the Emirate. It oversees and provides services throughout a learner’s journey from early education to university and beyond. It also champions inclusivity for People of Determination in the mainstream schooling system and by providing specialized schools.

Across Early Childhood and K-12, ADEK licenses and regulates nurseries and private schools in Abu Dhabi while also legislating, mandating and managing its own Charter Schools and 2 schools for People of Determination.

ADEK also annually provides distinguished Abu Dhabi students with full scholarships and support to study at the best universities around the world. In addition, the Department audits and enhances the delivery of Higher Education in Abu Dhabi, attracting Higher Education Institutions to open the required programs or schools that serve Abu Dhabi’s needs while championing a student and faculty-friendly ecosystem in the Emirate.

Nusrat Noor creates history by topping JPSC

She further says that even today the attitude of the society towards women is negative. But I still appeal that people must educate their daughters as much as possible because education is the only way…writes Dilshad Noor

Nusrat Noor created history by securing the first rank in the recently released Jharkhand Public Service Commission (JPSC) Medical Officers Exam 2022 result. She is the first Muslim woman to achieve the success.

Born in Jamshedpur city of Jharkhand, Nusrat did her early education at the Sacred Heart Convent School in Jamshedpur. Today she is a physician with specialization in Neurology.

Nusrat says, “I never thought that I would top the JPSC exam.” She took her success as empowerment of Muslim women. She says that Muslim women are almost non-existent in government services. They should come forward to serve the society and the country.

She says that Muslim women should not only pursue higher education, but test their destiny in civil services also. Today, women have opportunities in every field. They should also take advantage of these opportunities.

Nusrat got married during her internship but nevertheless, she continued with further education. Her husband Mohammad Umar is also a doctor and is working as a consultant surgeon at Alam Hospital, Bariatu. She also has a two-year-old son and lives in a joint family with her in-laws.

Regarding in-laws, she says that my in-laws house with more than 10 members always emerged as my strength. Everyone helped me to achieve my goal. She adds, “My family is a role model for other families who believe in taking their daughter-in-law out of the house and fulfilling her dreams.” “My husband is a progressive thinking person. He helped me with everything from household chores to child care during my preparation,” she says.

She further says that even today the attitude of the society towards women is negative. But I still appeal that people must educate their daughters as much as possible because education is the only way. Which can make them financially independent and socially self-reliant.

Education is the key to progress, prosperity and success. The solution to problems like extremism, poverty and unemployment is also in education. When people living in backward and middle class also get education, then the way of progress opens for them too. An educated person fulfills all these dreams that he sees. One such life story is about Dr. Moinuddin who started his studies from Madrasa and has now become an agricultural scientist.

Dr. Moinuddin was born in Ambedkar Nagar, Jalalpur town, Uttar Pradesh. He received primary education in Madrasa Nida Haq of the town. They say that education is a great blessing of Allah. For which it is the duty of every youth to struggle. Education is the only thing that can make a person move forward. On the basis of this education, man can struggle to build a peaceful society.

He says that the tragedy of today’s era is that the youth is not able to differentiate between right and wrong. He doesn’t know what I’m doing. And what should I do? While every person knows that the youth is of great importance in the progress of the nation, if there is corruption in them, then that nation cannot be good and if the youth deteriorates, it can prove to be dangerous for the whole country and society. He says that the youth should not waste their time, but invest it in education, and serve their community and country.

Unlike other boys, he did not make many friends and did not waste his time hanging out and having fun. He was completely different from these things. He never thought of anything other than education. He says that his early studies were in the madrasa till the fifth grade. After that he studied up to junior high school in Mirza Ghalib Inter College and passed his matriculation examination from a college in Jalalpur city. After matriculation, a friend told me that “your son is very intelligent and extremely sincere in studies”. He advised me to put him in the field of agriculture study. Because there is a lot of hope for development in the area. After this I discussed it with my son and he also agreed. And with his hard work today, he is a scientist in agriculture and serving the country, the proud father said.
