Kiev, Nov 30 (IANS) A scheme set up by the Ukraine government which under which Russian soldiers can call a hotline or enter details through messenger apps if they want to surrender, is getting about a 100 enquiries a day, the media reported.
According to officials in Kiev, through the “I Want To Live” scheme which started in September, Russian troops can choose the best way by either calling on the hotline number or texting on Telegram and WhatsApp to surrender to Ukrainian forces, reports the BBC.
The officials said that they have had over 3,500 contacts from invading personnel, as well as their families.
The BBC report said that there has been an increase since Russian President Vladimir Putin mobilised hundreds of thousands of Russian men, and since the city of Kherson was liberated.
Once they surrender, the Russian prisoners of war (PoWs) can be used as currency in future exchanges, it added.
According to a Ukrainian call handler, the evenings are the busiest, when troops have more spare time and can sneak off and make a call.
“First of all, we hear a voice, mainly male,” she told the BBC.
“It’s often part-desperate, part-frustrated, because they don’t fully understand how the hotline works, or whether it’s just a set-up. There’s also curiosity because many call not to surrender but to find out how they could if needed. It’s different every time,” she added.
The call handler however, did not give out the exact number of Russians she helped, or exactly how the process takes place.
They are just told to share their location before being given further instructions, she told the BBC.
Vitalii Matviyenko, who leads the project, said that it was created to help save lives of those who surrender.
“We especially want to target the partially mobilised who not only can’t fight but are thrown in as cannon fodder. This project was created so their lives will be guaranteed if they surrender voluntarily,” he was quoted as saying.

NATO Secretary General Jens Stoltenberg said that Russian President Vladimir Putin is “failing in his brutal war of aggression” in Ukraine and is “responding with more brutality”.
He made the statement on Tuesday while attending a forum in the Romanian capital of Bucharest.
In his opening remarks, Stoltenberg said that in response to Russia’s full-fledged invasion of Ukraine, “we are raising the readiness of our troops”.
“We have doubled the number of NATO battlegroups from four to eight, including one in Romania, led by France,” he said.
The Secretary General stressed that NATO allies and the alliance are not a party to the conflict in Ukraine, “but we are providing unprecedented support” to Kiev for as long as it takes.
“Because Ukraine is a nation that has the right to self- defence, a right which is enshrined in the UN Charter.”
According to the NATO chief, Putin is trying to “weaponise winter”.
“To force Ukrainians to freeze or flee. He is trying to break the will of the brave Ukrainian people. And to divide all of us who support them.”
Stoltenberg went on to say that NATO and its allies have made additional pledges to the alliance’s Comprehensive Assistance Package for Ukraine which will fund urgent non-lethal support, including fuel and generators, as well as help fix critical energy infrastructure badly damaged by massive Russian missile and drone strikes.
“We realise that it is extremely important that President Putin is not able to win in Ukraine. That will be a tragedy for Ukraine, but it will also make the world more dangerous and much more vulnerable,” he added.
Later at a press conference with the NATO chief also in Bucharest, Ukrainian Foreign Minister Dmytro Kuleba said the last time he met senior officials of the alliance, his three words were “weapons, weapons, weapons”.
“Today I have three other words, which are faster, faster and faster. We appreciate what has been done, but the war still goes on. Decisions on weapons and production lines have to be made faster,” Kuleba was quoted as saying.
Stoltenberg’s remarks come as the US-led NATO alliance has repeatedly ruled out supplying longer-range missiles and other such weaponry to Ukraine, amid concerns that this could lead to a major escalation with a nuclear-armed Russia.

Several military tanks have rolled through the streets of China as Chinese officials ramp up their crackdown against demonstrators who are protesting against Xi Jinpings disastrous zero-Covid policy, sccording to a media report.
A video shows a steady stream of tanks trundling through the eastern city of Xuzhou on Monday night, Daily Mail reported.
The footage will rekindle memories of the Tiananmen Square massacre of 1989, when hundreds – if not thousands – of Chinese protesters were killed by soldiers in tanks, the report said.

A dramatic video shows a woman screaming as she is arrested by six police officers and dragged away from a main square in Hangzhou, as Chinese officials sought to crack down on protesters in the city.
A man is seen trying to stop the police from arresting the woman by shouting at them, but two officials were seen running at the protester and screaming at him to get back, Daily Mail reported.
Footage also shows a huge crowd of protesters trying to stop a group of police officers from arresting two men in Hangzhou. But the officers were seen wrestling with the protesters and dragging the two demonstrators away while holding the scruff of their collars.
While police officers were dragging protesters away on Monday night, military tanks rolled through the streets of Xuzhou.
Locals questioned whether the tanks were heading to Shanghai, but others said it was possible the tanks were merely returning from military manoeuvres.
Hundreds of protesters have taken to the streets since the weekend in protest against China’s harsh zero-Covid policy.
They mark the largest anti-government demonstrations China has seen since the Tiananmen Square massacre in 1989, Daily Mail reported.

Unidentified suspects have desecrated Ahmadi graves in Pakistan Punjab, it has emerged, media reports said.
The suspects desecrated four grave headstones and inscribed anti-Ahmadi slurs on them, Friday Times reported.
The incident occured in Premkot, Hafizabad, on November 22, but came to light after, according to the Jamaat-e-Ahmadiyya.
Jamaat-e-Ahmadiyya spokesperson Aamir Mehmood said the incident took place at the same graveyard where Punjab Police had reportedly desecrated 45 graves of community members earlier in February. He said the “heart-wrenching” incident was representative of rising intolerance in Pakistan.
“Forget living Ahmadis, even our dead are not spared,” he said, Friday Times reported.

The documents, it has been claimed, featured Islamic terms. His name featured alongside.
A school in Punjab’s Attock district expelled four Ahmadi students over their confession earlier in September. A relative of the students, said they had been expelled for simply being Ahmadi. He said a class fellow of one of the students had been harassing one of the students for some time. The students were expelled after some parents prevailed on school principal Kulsoom Awan, Friday Times reported.

Chinese nationals have become both a boon and a curse for the Philippines has become a major hub for online gaming in the last five years. The Chinese authorities have failed to combat the menace of online gaming and the involvement of its citizens, both as victims and attackers in the Philippines. Several reports have suggested that thousands of Chinese nationals work in virtual casinos in the Philippines and cater to players back in China where gambling is illegal.

Online casinos generate tax revenue and desperately needed jobs in Manila’s crowded downtown area. But at the same time, they’ve pushed up rents and created new challenges for the Philippine National Police.
Beijing has ratcheted up pressure on Manila since 2019 to shut down the industry after it managed to persuade Cambodia to do so. Manila had stopped taking applications for new POGO licences in August 2019, citing concerns about national security, but then President Rodrigo Duterte decided against banning the industry.
A lot of Chinese businessmen were attracted towards online casinos in 2016 after Rodrigo Duterte became the President as he handed the right to issue offshore gambling licenses to the Philippine Amusement and Gaming Corporation (PAGCOR), a government entity that operates casinos and regulates the industry. “It began to aggressively develop the industry by awarding dozens of licenses,” told lawyer David Lee to CNN.
Chinese businessmen were quick to seize the opportunity and the number of POGOs mushroomed. They were assisted by several hundred service providers, who helped them build and maintain the infrastructure behind their platforms, according to Ben Lee, of IGamiX consultancy. Many of these service providers also acted as an interface between the POGOs and their customers, renting a video feed from the officially licensed operators and overlaying their logo and visual identity onto it, he added. Lee reportedly said that some 90% to 95% of POGO customers were located in China. Ironically, China has banned any form of gambling by its citizens, including online and overseas.
And since it doesn’t allow its citizens to gamble online, they were also not allowed to send money abroad for this purpose. However, Chinese gamblers used crypto currencies like Bitcoin to avoid detection. In order to attract Chinese customers, POGOs relied on a large contingent of Chinese workers. They employed at least 138,000 foreigners in the Philippines, most of them belonged to China. With the passage of time, most Chinese came to Philippines on tourist visas and overstayed. However, Manila expelled hundreds of Chinese nationals from time to time after arresting them in raids against online gaming operations and other cyber-crimes in Palawan province, for allegedly working illegally in the country.
In September, Manila took action against Chinese operators for not paying taxes or revenue shares or having committed other law violations. Beijing backed the crackdown on online gambling operations, which cater to clients in China despite Beijing’s ban on gambling.

The Philippines also decided to stop the operations of 175 offshore gambling firms and deport about 40,000 Chinese workers which were part of a crackdown on the notoriously opaque online gaming industry. At their peak, Philippine offshore gambling operators, or POGOs, had employed more than 300,000 Chinese workers, but the pandemic and higher taxes forced many to operate elsewhere.
“The crackdown was triggered by reports of murder, kidnapping and other crimes committed by Chinese nationals against fellow Chinese nationals,” justice ministry spokesperson Jose Dominic Clavano said.Beijing gas supported the deportation and crackdown on POGO-related crimes and added that the government “firmly opposes and takes tough measures to combat gambling.”
Six Chinese nationals who formed the initial batch of former Philippine Overseas Gaming Operations (POGO) workers were deported in mid-October. According to available information, deportation will take a few months as the authorities kept the target of 3,000 for deportation in October. Meanwhile, Chinese Ambassador Huang Xilian informed PH Senate President Juan Miguel that China had placed the Philippines on its overseas gambling blacklist. The move to blacklist the Philippines means putting travel restrictions on destinations Chinese nationals can visit for gambling-related activities.
The deportation of such a large number of its nationals for indulging in illegal activities came as a huge diplomatic embarrassment to President Xi Chinese President Xi Jinping who got re-elected as the General Secretary of the ruling Communist Party of China for a record third five-year term.

The No Money for Terror conference in New Delhi provides an opportunity to deliberate the ways and means to counter these traditional and emerging mechanisms of terror financing. A two-day Ministerial Conference – No Money for Terror (NMFT) on Counter-Terrorism Financing was organised in New Delhi last week. This was the third edition of this conference after the first one in France in 2018 and the second conference in Australia in 2019.
The conference, involving delegations from 72 countries in 15 international organisations, offers a platform for participants to deliberate on the effectiveness of the present global regime on counter-terrorism financing and the necessary measures required to address pressing challenges.
Delhi Meet on Terror Financing @Asian Lite
The conference holds salience against the backdrop of rising terrorist attacks and the funding and transfer of terror funds at much greater speed and scale than hitherto witnessed. As per the Global Terrorism Index 2022, the number of terror attacks has increased by 17% to 5,226 over the previous year. South Asia alone registered over 1,829 casualties in terror attacks. Peter Neumann, an expert on terror studies, posits that since 2001 the fight against terror financing has been largely ineffective. In his report “Don’t follow the money”, Neumann argues that low-cost terror attacks are easy to carry out and noted that jihadist groups are easily transferring money without using the international financial and banking system.

The No Money for Terror conference provides an opportunity to deliberate the ways and means to counter these traditional and emerging mechanisms of terror financing. To counter cryptocurrency usage for terror finance, law enforcement and intelligence agencies need to rigorously track and monitor blockchain transactions of suspect groups. This requires better forensics, improved surveillance mechanisms and capacity building and training to check nefarious designs of terrorists in mobilising funds using advanced technologies.
Delhi Meet on Terror Financing @Asian Lite
Itself being plagued by frequent terror attacks, India is perhaps amongst the worst sufferers of state-sponsored terrorism by its neighbour. Terrorist groups emanating from Pakistan such as Lashkar-e-Taiba and Jaish-e-Mohammad have been carrying out regular attacks on Indian soil and Indian citizens. These terrorist groups are receiving support from the Pakistani state by way of funds, weapons and other logistical supports. Numerous attempts made by India to enlist such groups in the UN’s List of Designated Terrorist Groups have been in vain because of barriers created by China which keeps on blocking any such attempt to blacklist global terrorists. Several Pakistani-based terrorists such as Masood Azhar of Jaish-e-Mohammad (JeM), Sajid Mir of Lashkar-e-Taiba (LeT), Abdul Rauf Azhar of JeM, Abdul Rehman Makki of LeT, Shahid Mahmood of LeT, and recently Hafiz Talah Saeed – son of 26/11 Mumbai terror attack Hafiz Saeed, have been protected by China on frivolous excuses such as technical hold.
In drawing attention towards countering terror financing, India is playing a pivotal role. While addressing the conference, Indian Prime Minister Narendra Modi strongly advocated for eliminating any ambiguity with respect to curbing the menace of terrorism as well as keeping away from using terrorism as a foreign policy tool. The conference emphasized that there shall be no distinction between good terrorism and bad terrorism. Any act of terrorism is an attack on humanity, freedom and civilisation. Indian Prime Minister, Modi highlighted the evil of state-sponsored terrorism which acts as a major source of political, ideological and financial support to terrorism. The linkages between terror funding and organised crimes was also underscored. For instance, money made in gun-running, drugs, arms dealing and smuggling is pumped into terrorism. Terror groups are also facilitated by organised crime groups via logistics and communication.
This conference was a continuation of India’s robust effort to sensitise countries regarding the issue of terrorism. The United Nations (UN) Security Council’s special meeting of the Counter-Terrorism Committee (CTC) on 28-29 October and the 90th INTERPOL General Assembly on 18-21 October in India also brought forth the gravity of the issue to be dealt with urgency. The Delhi Declaration passed at the CTC conference also emphasized the need to choke terrorist financing as it remains a persistent challenge to national security.
Such global meetings provide India with the opportunity to not only highlight its concern in battling cross-border terrorism but also strengthen counterterrorism cooperation with other security and intelligence agencies. It also strengthens support for Indian initiatives such as the Comprehensive Convention on International terrorism, a Resolution that has been languishing in the UN for decades now.
Joint effort and cooperation is the need of the hour. Highlighting the complex environment, the conference stressed the UN Security Council, Financial Action Task Force (FATF), Financial Intelligence Units, and the Egmont Group areenhancing cooperation in the prevention, detection and prosecution of illicit funds that are being used for terror financing.
In recent times, efforts by FATF and other bodies have yielded positive results. For example, the pressure of blacklisting by FATF forced Pakistan to roll back its support to anti-India terrorist groups. The UN Resolutions 1267 and 1373 enforced by governments also played a critical role in checking criminal networks involved in terror financing.
The world needs to unite against all forms of terrorism, extremism or radicalisation be it overt or covert. Moreover, costs must be imposed upon states that support terrorism and help in its perpetuation and widespread across the world.It is high time that the clarion call made by India for a uniform, unified and zero-tolerance approach towards terrorism must be heeded by all countries for the safety and security of the entire global population and humanity.

A high-level delegation headed by Pakistan Minister of State for Foreign Affairs Hina Rabbani Khar is in Kabul to hold talks with Afghanistan’s Foreign Minister Amir Khan Mutaqqi as the Tehreek-e-Taliban Pakistan (TTP) called off their months-long ceasefire, local media reported.
Khar arrived in Kabul on Tuesday on a day-long visit during which she discussed matters of bilateral importance with Amir Khan Mutaqqi focusing on political consultations between the two governments, Geo News reported.
Moreover, the issue of the TTP ceasefire is likely to come under discussion between the two sides.
“Hina Khar will certainly convey the concerns about attacks on Pakistan security forces emanating from Afghanistan, regulating the movement of people to and from trade matters in view of the increased trade. Improved clearance process and facilities on Afghan side and finally assure the Afghan side of Pakistan’s humanitarian assistance,” former foreign secretary Jalil Abbas Jilani told The News.
Announcing the end of the ceasefire, the TTP leadership cited the latest military operation against their fighters in the Lakki Marwat district of Khyber Pakhtunkhwa as a reason.
According to a report published in The News, Pakistani militants had become active in southern parts of KP and particularly in South Waziristan, North Waziristan, Bannu, Lakki Marwat, Tank and Dera Ismail Khan.
The government had to postpone the polio campaign in Lakki Marwat district on Monday due to frequent attacks by the militants on police and operation launched against them.
Several rounds of talks were held with the Taliban leaders in Afghanistan to find an amicable solution to the years-long armed conflict.
Religious leaders and tribal leaders were also involved and sent to Kabul to persuade the Pakistani Taliban to soften their demands.

Canadian Prime Minister Justin Trudeau visited the James Smith Cree Nation indigenous community where 11 people were killed in a stabbing spree in September.
During his visit on Monday, Trudeau met community leaders, families of victims, survivors and also announced C$62.5 million over six years, starting from 2022, and C$4.5 million “to support the healing, mental health, and well-being” of those impacted by the incident that took place on September 4 over Canada’s Labour Day weekend, a statement from the Prime Minister’s Office said.
From the C$62.5 million funding, C$42.5 million will help support mental wellness and healing, including through the building of a new wellness centre in the community and repurposing the existing Sakwatamo Lodge, the statement said.
The Prime Minister also announced an additional C$20 million over four years to further fund the Pathways to Safe Indigenous Communities Initiative, “which builds on our work to implement the Federal Pathway, and end violence against Indigenous women, girls, and 2SLGBTQI+ people”.
“Today, I heard first-hand the pain, sorrow, anger, and grief that people here in the community of James Smith Cree Nation are feeling. Canadians are mourning with you,” Trudeau was quoted as saying in the statement.
“More access to mental health and addictions care will help create a safer and healthier community, and to the people of James Smith Cree Nation: the government will be your partner every step of the way on your healing journey.”
On September 4, 11 people were murdered and 18 injured in James Smith Cree Nation and the nearby community of Weldon, Saskatchewan.
The suspect, Myles Sanderson, was apprehended by police, went into medical distress, and later died in hospital. The cause of death is yet to be determined.
In October, Saskatchewan Royal Canadian Mounted Police (RCMP) said that “we will never really know why” the incident took place.

The UK has reaffirmed commitment to strengthen and deepen its relationship with Nigeria, as both sides confirmed their shared interest in pursuing a potential Enhanced Trade and Investment Partnership at the eighth and final UK-Nigeria Economic Development Forum (EDF held on Monday in Abuja.
The EDF was launched by the former Prime Minister, Theresa May and President Muhammed Buhari in August 2018 and held bi-annually; serving as a platform to address market access barriers, respond to opportunities and challenges of doing business and boost bilateral trade and investment in our two countries.
Since 2018, the EDF has played a crucial role in strengthening the UK-Nigeria trading relationship and through this forum, both countries have been able to unlock finance, facilitate better regulatory link ups, support British and Nigerian businesses and engage on important global issues.
The total trade in goods and services (exports plus imports) between the UK and Nigeria currently stands at £5.5billion. Of this £5.5 billion: total UK exports to Nigeria amounted to £3.3 billion in the four quarters to the end of Q2 2022; while total UK imports from Nigeria amounted to £2.2 billion in the four quarters to the end of Q2 2022.
The agreement in the EDF Memorandum of Understanding (MoU) comes to a close today, and the UK and Nigeria agreed that the Enhanced Trade and Investment Partnership will offer an alternative high-profile mechanism to progress bilateral economic issues of mutual strategic importance, under which both sides will continue to work together to resolve market access issues and enhance economic cooperation.

Assange has been accused of disclosing national defence information following WikiLeaks’s publication of hundreds of thousands of leaked military documents relating to the Afghanistan and Iraq wars a decade ago, which included an Apache helicopter video footage documenting the US military gunning down Reuters journalists and children in Baghdad’s streets in 2007.
“This indictment sets a dangerous precedent, and threatens to undermine America’s First Amendment and the freedom of the press,” editors and publishers of the Guardian, the New York Times, Le Monde, Der Spiegel, and El País said in an open letter, Reuters reported.
Assange’s legal team has appealed to the High Court in London to block his extradition in a legal battle that has dragged on for more than a decade.
