Prime Minister Narendra Modi on Thursday accepted South African President Cyril Ramaphosa’s invitation to participate in the BRICS Summit going to be held in Johannesburg.

PM Modi took to his official Twitter handle and stated, “Pleased to speak with President @CyrilRamaphosa. Reviewed progress in bilateral cooperation as we celebrate the 30th anniversary of our diplomatic relations. Look forward to participating in the BRICS Summit in Johannesburg later this month. @PresidencyZA.”

PM Modi had a telephonic conversation with President Ramaphosa in which the South African President extended a cordial invitation to PM Modi for the BRICS Summit scheduled on August 22-24 and briefed him on the preparations for the same, the Ministry of External Affairs said in an official release.

PM Modi accepted the invitation and conveyed that he is looking forward to his visit to Johannesburg to participate in the summit.

Moreover, PM Modi assessed the progress in bilateral cooperation as we celebrate the 30th anniversary of the establishment of bilateral diplomatic relations with South Africa on Thursday.

“The two leaders positively assessed the progress in bilateral cooperation, including in the context of the 30th anniversary of the establishment of bilateral diplomatic relations being celebrated in 2023,” the release stated. 

Moreover, both leaders exchanged views on various regional and global issues of mutual interest, according to the official release.

President Ramaphosa later extended his support to India’s initiatives as part of its ongoing G-20 presidency. He added that he is looking forward to visiting India to attend the G-20 Summit.

“The two leaders agreed to remain in touch,” the release said.

South Africa is poised to host the prestigious 15th BRICS Summit in Johannesburg from 22nd to 24th August 2023 with great anticipation. Initially formed as BRIC, a visionary concept coined by Goldman Sachs economist Jim O’Neil in 2001.

The alliance was comprised of Brazil, Russia, India, and China – a collective representation of burgeoning emerging markets brimming with current and future economic prowess. In a momentous development in 2010, South Africa joined the ranks, bestowing the acronym BRICS upon this formidable bloc of nations.

Formed as BRIC and later joined by South Africa, BRICS stands as a beacon of economic optimism, presenting an alternative global order to challenge the dominance of traditional institutions.

BRICS economies represent 27 per cent of the global Gross Domestic Product (GDP) and over 18 per cent of global trade. These countries also register 50 per cent of the total global economic growth, making them the most significant countries propelling global growth.

Over the years, the BRICS has accomplished several achievements. The two notable ones are the New Development Bank and the Contingent Reserve Arrangement. The New Development Bank (NDB) was launched in 2014 with an initial capital of USD 50 billion, with member countries making an equal contribution of USD 10 billion each. (ANI)

Cyber risks will increase with AI, says Doval at BRICS

National Security Advisor (NSA) Ajit Doval on Monday attended the ‘Friends of BRICS’ meeting in the South African capital of Johannesburg. In the meeting, the issue of cybersecurity was discussed at length. In addition to BRICS, the following Friends of BRICS countries – Belarus, Burundi, Iran, UAE, Saudi Arabia, Egypt, Kazakhstan and Cuba – also participated in the discussions.

Doval highlighted the need for collective efforts to deal with challenges emerging from cybersecurity. “The Global South in particular needs to overcome limitations of resources. In this regard, India will always remain at the forefront and work closely with the Global South,” he said.

Doval also emphasised that the gravity of cyber risks will increase exponentially with the advent of disruptive technologies such as artificial intelligence (AI), Big Data and Internet of Things.

He spoke about the connection between cyber criminals and terrorists, including the use of cyber space for financing, money laundering, radicalizing, lone wolf attacks, recruitment and secured communications.

“The younger population was particularly vulnerable to the spread of extremist ideologies via social media sites as they are technology savvy and have impressionable minds,” he noted.

Doval also held several bilateral meetings with his counterparts from BRICS and Friends of BRICS countries.

He said the Global South in particular needed to overcome limitations of resources. In this endeavour, India will always remain at the forefront, working closely with the Global South, Doval said, according to sources.

NSA meets Patrushev, Yi at Johannesburg

He made it clear that the gravity of cyber risks will increase exponentially with the advent of disruptive technologies such as AI, Big Data and Internet of Things and that the techno savvy young generation remains particularly susceptible to spread of extremist ideologies through use of social media sites.

Russia, on the other hand, stated that countries are more interested in deepening cooperation with the powerful five-member BRICS grouping as it has become an “increasingly attractive” format for the Global South and East, having no confrontational or hidden agenda.

“A detailed exchange of views also took place on issues of international information security as a challenge to the countries of the developing world. In particular, it was proposed to continue work on the formation of a universal international legal regime in the digital environment, based on the principles of sovereign equality of states and non-interference in internal affairs,” said a statement from Patrushev’s office in Moscow.

It added that the intention to move towards a multipolar system based on the principles of sovereign equality, trust and indivisibility of security, free and original development of all countries and peoples was confirmed at Monday’s meeting.

“The importance was noted of continuing a confidential dialogue, taking into account the interest of all participants in the world community in solving problems of global security. Attention is drawn to the fact that BRICS is becoming an increasingly attractive format for many states of the Global South and East, as it does not have any confrontational or hidden agenda,” stated the Russian Security Council.

NSA Doval is also scheduled to hold several important bilateral meetings during his visit to South Africa. The BRICS brings together some 3.2 billion people and is among the largest bloc of countries in terms of population.

The 15th BRICS Summit, scheduled to be held in Johannesburg from August 22 to 24, will be the first in-person gathering of BRICS leaders in three years where PM Narendra Modi will further carry forward his vision of utilising India’s current G20 presidency to give resonance to the voice of the Global South and the importance of South-South Cooperation to collectively shape the global agenda.

Russia offers BRICS partners a module on its space station

Meanwhile, the head of Russia’s space agency on Monday suggested Moscow’s partners in the BRICS group – Brazil, India, China and South Africa – could build a module for its planned orbital station, the Interfax news agency reported.

Reporting from a BRICS meeting on space cooperation in Hermanus, South Africa, Interfax said it was “assumed” that the first module of the Russian Orbital Station (ROS) would be launched in 2027, with construction completed by 2032.

By then, the International Space Station – one of the last forums of cooperation between Washington and Moscow as Russia’s invasion of Ukraine sent relations to a post-Cold War low – is likely to have been decommissioned.

“I would like to invite BRICS partners to … create a fully-fledged module that, being part of the ROS, would allow the BRICS countries to use the possibilities of low-Earth orbit to implement their national space programmes,” Interfax quoted Roscosmos Director-General Yuri Borisov as telling the meeting.

Roskosmos said last August that its new space station would consist of six modules and a service platform, to accommodate up to four cosmonauts, and be built in two phases. It gave no dates.

In September, Borisov said the station would orbit Earth around the poles, enabling it to look down on far more of Russia’s vast territory and gather new data on cosmic radiation.

Over 40 countries show interest in joining BRICS

More than 40 countries have shown an interest in joining BRICS, Anil Sooklal, South Africa’s ambassador-at-large responsible for ties with the economic alliance and Asian countries, has said.

The diplomat said in Johannesburg that 22 countries have formally applied to join the group, while “an equal number” of states “have been informally asking about becoming BRICS members”, RT reported. 

Sooklal described BRICS as an “inclusive” organisation that has always been open to dialogue with the larger global community. 

The group currently comprises Brazil, Russia, India, China, and South Africa, and accounts for over 40 per cent of the global population and nearly a quarter of the world’s GDP, RT reported.

Sooklal said that BRICS does not distinguish between the Global North and Global South and is ready to talk to any country that “has the same vision for a more inclusive and equitable global order where we do not marginalise large parts of the world”, including many developing nations.

The diplomat went on to point out that while the UN has yet to embark on comprehensive reforms that would give emerging countries a greater voice, BRICS has charted its own path to remedy the situation, RT reported.

However, he stressed that the bloc “does not seek to become a dominant economic force”, but rather wants to have “a major influence in an inclusive manner to work for change”. 

“We don’t want a world where we have one or two global hegemons,” he added, explaining that such a distribution of power sows division in the global community.

Sooklal had earlier said in comments to journalists that Argentina, Iran, Saudi Arabia, and the United Arab Emirates were among those countries looking to join the bloc, RT reported.

South Africa will host the BRICS annual summit this year, which will take place in Johannesburg from August 22-24, with President Cyril Ramaphosa having sent invitations to nearly 70 global leaders.

Recently, Algeria formally applied to join the BRICS group and submitted a request to become a shareholder member of the BRICS Bank. The Algerian President, Abdelmadjid Tebboune, revealed this development during his recent visit to China, where he expressed Algeria’s eagerness to open new economic opportunities and strengthen its partnerships with countries like China, Morocco World News reported.

But some analysts have warned against the allure of the BRICS group in the global south, arguing that explicitly picking the Russia-China axis is not a strategically sound choice in a context of geopolitical chaos that requires strategic ambiguity, Morocco World News reported.

In September of last year, 27 bipartisan US members of Congress criticized Algeria’s arms imports from Russia and called for the North African country to be sanctioned under the “Countering America’s Adversaries through Sanctions Act.”

Similarly, 17 members of the EU Parliament lambasted Algeria in November of last year for politically and financially supporting Russia by being “among the top four buyers of Russian arms in the world.” (ANI)

‘BRICS leaders to discuss sustainable payment mechanism’

One of the crucial topics the BRICS nations will consider at their summit next month is the establishment of long-term payment systems for cross-border commerce, the Russian Foreign Ministry said.

“Given the current international situation, this issue will be addressed during the upcoming meeting of the bloc’s leaders,” the ministry said on Friday, referring to the summit in Johannesburg, South Africa, on August 22-24, RT reported. The use of national currencies in cross-border commerce is hindered, according to the Russian Foreign Ministry, by things like their restricted convertibility and higher volatility than the US dollar. The government also admitted that it would be a “delicate” process to possibly launch a new BRICS common currency.

RT is a Russia-based global TV news network providing news, current affairs and documentaries on social, economic and political issues.

The BRICS nations have been seeking to shift further from the US dollar in mutual trade, with the de-dollarization trend gaining momentum following sanctions that effectively cut Russia off from Western financial mechanisms. Numerous developing nations – including Russia’s fellow BRICS members China, India, Brazil and South Africa – have started to move toward alternative currencies in trade, RT reported.

South Africa will host the 15th BRICS Summit at the Sandton Convention Centre in Johannesburg’s Sandton from August 22-24.

South Africa became Chair of BRICS on January 1 this year under the theme: “BRICS and Africa: Partnership for Mutually Accelerated Growth, Sustainable Development and Inclusive Multilateralism”.

Earlier, South Africa informed that Russian President Vladimir Putin will not travel to the country for the summit. Later, Kremlin informed that Putin would virtually participate in the summit.

“The theme informs the Chair’s five priorities for 2023 – Developing a partnership towards an equitable Just Transition; Transforming education and skills development for the future; Unlocking opportunities through the African Continental Free Trade Area; Strengthening post-pandemic socio-economic recovery and the attainment of the 2030 Agenda on Sustainable Development; Strengthening multilateralism, including working towards real reform of global governance institutions and strengthening the meaningful participation of women in peace processes,” according to the official statement.

The first BRICS Summit was held in Russia in 2009. After the formation of BRICS, South Africa was invited to join the group in 2010.

The 14th BRICS Summit was held virtually in June 2022 under the theme: Foster High-quality BRICS Partnership, Usher in a New Era for Global Development”. (ANI)

BRICS education ministers meet in South Africa

The 10th meeting of the BRICS Ministers of Education was held for two days in Skukuza, South Africa’s Mpumalanga province, which was attended by the ministers and delegates of education from all five BRICS countries, with Namibia present as an invited special guest country.

BRICS countries should prioritise eight thematic areas which include skills for the changing world, including digital education cooperation and mutual recognition of qualifications, said a statement released on Thursday on the outcomes of the meeting, Xinhua news agency reported.

BRICS members are committed to delivering responsive and relevant programmes for out-of-school youth and ensuring employability and absorption into labour markets, according to the statement.

The BRICS countries also pledged to improve the quality and enhance international cooperation on higher education and training through mutual recognition qualifications in line with the Global Education 2030 Agenda, the statement added.

BRICS is an acronym for five emerging economies — Brazil, Russia, India, China and South Africa. South Africa assumed the BRICS presidency on January 1, 2023, taking over from China.

South Africa invites leaders from all African countries to BRICS summit

South Africa has invited heads of state of all African countries to the BRICS summit, which is set to be held in August in Johannesburg, a senior government official said.

“President (Cyril) Ramaphosa has decided to invite all African leaders as part of the BRICS outreach so we have extended an invitation to all African leaders to come and have dialogue with BRICS leaders,” South Africa’s BRICS Sherpa Anil Sooklal said at a media briefing Thursday.

The summit will discuss how the BRICS countries can partner with Africa to help the continent achieve economic growth, Sooklal said, noting that President Ramaphosa will host a dinner for BRICS leaders, which will also be attended by African leaders.

Those who have been invited include leaders from the African Union and regional economic communities as well as business leaders, according to Sooklal.

The BRICS is an acronym for five emerging economies — Brazil, Russia, India, China and South Africa. South Africa assumed the BRICS presidency on Jan. 1, 2023, taking over from China.

India seeks set norms for BRICS expansion

India may press for the establishment of a well-defined criteria for the proposed addition of new members to the BRICS grouping of emerging nations, instead of extending membership solely on the basis of recommendations by present members, as Sherpas meet in Durban this week to decide on the crucial issue ahead of the BRICS Summit next month.

The BRICS grouping is not only an expression of multipolarity but of the many ways of meeting international challenges, External Affairs Minister S Jaishankar had said, asserting that the five-nation bloc is an “established feature” of the global landscape.

“BRICS is no longer an ‘alternative’, it is an established feature of the global landscape,” he tweeted. He said the five-nation grouping comprising Brazil, Russia, India, China and South Africa is not only an expression of multipolarity but of the many and diverse ways of meeting international challenges.

“Its (BRICS) focus is on building a fairer, inclusive and open international architecture with sustainable development at its core. Creating resilient and reliable supply chains is central to ensuring that no one is left behind,” he tweeted. Jaishankar said the ‘Friends of BRICS’ strongly support the reform of the United Nations Security Council.

Addressing the Friends of BRICS Foreign Ministers’ meeting, Jaishankar stated that the message of reform that Brics embodies must permeate the world of multilateralism.

The BRICS Sherpas, in their three-day meeting starting Tuesday, will try to come to an understanding on whether there needs to be an immediate expansion of the grouping and, if yes, how many new members should be accommodated and how are they to be selected, Businessline reported quoting sources.

As many as 19 countries have expressed interest in membership of BRICS, 13 of them formally and 6 countries informally. The interested countries include Argentina, Nigeria, Algeria, Indonesia, Egypt, Bahrain, Saudi Arabia, Mexico, Iran, Iraq, Kuwait, Qatar, Saudi Arabia, and the UAE.

“If BRICS nations decide on taking in new members, India would want formulation of well-established criteria for qualification. Once the criteria is in place, some eligibility condition could be mutually decided, for instance meeting of three out of five stated criteria,” a source tracking the matter told Businessline.

BRICS nations, which include Brazil, Russia, India, China and South Africa, now form one of the world’s most important economic blocs, representing more than one quarter of global GDP, and 42 per cent of the world’s population, according to an UNCTAD report.

It was China which first proposed the expansion last year when it chaired the group, and many interpret the development as the country’s move towards expanding its sphere of influence by getting in more “like-minded” countries.

“As there are so many countries interested in membership, it is important that they are evaluated fairly. For that there must be some criteria which could be jointly determined such as GDP, population size or any other relevant parameter,” the source said.

Some existing members are pushing the candidature of certain applicants, like Brazil rooting for Argentina and China and Russia putting their weight behind Saudi Arabia. “While it is important that the new members that are admitted to the grouping should have the acceptance of all members, some amount of objectivity needs to be there in the process of selection. For instance, when South Africa qualified as a member, why should Nigeria, a bigger economy, be out of it?,” another source noted.

After Egypt has requested to join the BRICS economic group, Foreign Secretary Vinay Kwatra said that member countries are examining requests and simutaneouly deliberating on the criteria of expansion of the BRICS membership.

“Currently, the member countries of the BRICS are examining all these requests on one hand, but on the other hand, they are also currently discussing between them as to what should be the criteria of expansion of the BRICS membership, what should be the process and procedure relating to that. That is yet to arrive,” Kwatra said while answering the question on Egypt’s request for BRICS membership. “BRICS takes all its decisions by consensus. So from our side, we are a very active participant along with other BRICS countries in that process. Right now, that is the current status. But we are looking actively at all the applications, naturally, including a very friendly and strategic partner like Egypt in the expanded structure of the BRICS,” Kwatra said in a special briefing on Prime Minister’s visit to Egypt.

This statement came after Egypt submitted its application to join BRICS, Russian Ambassador to Cairo Georgy Borisenko confirmed, TASS News Agency reported.

On Wednesday, 14 June, Egypt began the process of potential accession to the BRICS – the country has filed an application to join the five countries. This was reported by TASS, citing the message of the Russian Ambassador to Cairo, Georgy Borisenko.

“Egypt has submitted its application to join the BRICS group because one of the endeavors that BRICS is currently pursuing is to shift trade to alternative currencies, be it national currencies or a new common currency. Egypt is very much interested in that,” the envoy said in an interview with TASS.

According to him, Egypt is eager to boost trade and economic cooperation with Russia. “New payment mechanisms are being created for trade transactions,” the ambassador added.

The foreign ministers of BRICS member states (Brazil, Russia, India, China, and South Africa) held a meeting in Cape Town on June 2.

The meeting was also attended by top diplomats from the 12 countries of the Global South that wish to join the group, namely Argentina, Bangladesh, Comoros, Cuba, the Democratic Republic of the Congo, Egypt, Gabon, Indonesia, Iran, Saudi Arabia, the United Arab Emirates, and Venezuela. (ANI)
