Shapps abandoned Odesa trip over security threat

Grant Shapps aborted a trip to southern Ukraine last week for “security reasons”, the UK defence ministry said. The defence secretary had to scrap his visit to Odesa last week after UK intelligence reportedly warned Russia had become aware of his travel plans.

Shapps was due to travel to Odesa a day after a missile hit the city while the Ukrainian president and the Greek prime minister were visiting. Five people were killed in the strike, Ukrainian authorities said.

Shapps had travelled on an overnight train from Poland to Ukraine, accompanied by chief of the defence staff, Adm Sir Tony Radakin, and a small team of British officials. The aim of their journey was to meet Ukrainian leader Volodymyr Zelensky and senior members of his wartime administration.

But having arrived in Kyiv on 7 March, Shapps’s onward journey to Odesa was cancelled abruptly at the last minute, following fears surrounding his safety. According to the Sunday Times, which had a reporter travelling with his delegation, the trip was called off after an intelligence update revealed the Kremlin’s knowledge of it.

It added that the strike in Odesa the previous day raised the threat level to Shapps’s safety from substantial to critical. “Putin has shown himself to be reckless, ruthless and careless,” Shapps told the newspaper.

“The fact that he came perilously close to essentially assassinating two western leaders, it doesn’t matter whether that is deliberate or accidental. What the hell is he doing, and why the heck would the West allow him to do that kind of thing?”

A Ministry of Defence spokesperson said: “On a recent trip to Ukraine, the defence secretary did not make a planned visit to Odesa for security reasons. The UK continues to provide strong support for Ukraine and the defence secretary’s visit and engagements only underscored the importance of this support in the face of Putin’s aggression.”

Earlier this week it emerged that an RAF plane carrying Shapps between the UK and Poland had its GPS signal jammed while flying close to Russian territory.

UK advises Ukraine to go on defensive

Shapps and Army Commander Antony Radakin have advised Ukraine’s senior leadership and military commanders on war strategy against the Russia as quoted by media reports.

Shapps and Radakin met with Ukrainian President Volodymyr Zelensky, Defence Minister Rustem Umierov, and the new Commander-in-Chief, Oleksandr Syrskyi, Ukrainska Pravda reported.

According to the media, Radakin was concerned that Syrskyi would become overly focused on ground battles, while the UK Commander spent two years attempting to develop a Ukrainian strategy based on Western military doctrine and the need to advance on land, in the air, and at sea.

Radakin, in particular, is actively involved in the development of a new Ukrainian Navy that meets NATO standards. He advised paying attention to the Iranian-style fleet, which consists of lighter, more manoeuvrable ships and drones capable of restraining Russia in the Black Sea while also protecting vital shipping routes for Ukrainian exports.

According to a news article, during a meeting at the Mariinsky Palace, Shapps and Radakin advised abandoning plans for a frontline offensive in favour of maintaining defence on the northern and eastern fronts and, if necessary, retreating to more advantageous positions to hold off the Russian Army, Ukrainska Pravda reported.

UK govt taking poll interference threats seriously, says Shapps

The UK is taking threats of foreign interference elections expected later this year “very seriously”, the defence minister said on Sunday, after a warning from a counter-terrorism official.

“Obviously, that’s something that we take very seriously,” Shapps told the Sky News channel. Counter-terrorism bodies and other institutions would “be looking very carefully at that”, he said.

UK counter-terrorism chief Matt Jukes said Friday that the espionage threat from foreign states — such as China, Russia and Iran — is greater now than it has been “since the days of the Cold War”.

He said the police had set up a new unit to counter the threats of interference ahead of the election, which is expected to be called later this year. “We are talking about parts of the state apparatus of Iran, China and Russia,” Jukes said.

The counter-terrorism chief also warned that conflict in the Middle East had led to a surge in Islamist activity and that the UK was facing “a radicalisation moment”. He said there had been a 25 per cent increase in information flowing through police systems about terrorism and violent extremism.

The unit would use powers granted by the National Security Act passed in July to  make it harder for countries to spy and interfere in the political process, he said.

“We are talking about parts of the state apparatus of Iran, China and Russia,” Jukes said.

The counter-terrorism chief also warned that conflict in the Middle East had led to a surge in Islamist activity and that the United Kingdom was facing “a radicalisation moment”.

He said there had been a 25 percent increase in information flowing through police systems about terrorism and violent extremism, “a significant increase” on “usual levels”.

“We always see spikes after terrorist incidents but what we’ve seen since October 7 has been a spike which is higher and more sustained than ever before,” Jukes said in comments to local media.

“I would describe the speed and the scale of the impact of those global events as extraordinary.”

UK defence faces inflection point, says Shapps

This year must mark an “inflection point” to decide the future of British defence, minister Grant Shapps said on Monday, setting out steps to better protect the nation against threats posed by a number of conflicts that are “likely to grow”.

In a speech setting out his view that 2024 will see the world become more dangerous and require Britain and its allies to deal with “irrational” powers, Shapps said the government was striving to increase defence spending to 2.5% of gross domestic product – something he urged other democratic nations to follow.

“In five years’ time, we could be looking at multiple theatres including Russia, China, Iran, and North Korea. Ask yourself … is it more likely that that number grows or reduces? I suspect we all know the answer. It’s likely to grow,” the defence minister said. “So 2024 must mark an inflection point.”

He said Britain was spending more money in cash terms on defence than it ever had, adding the government was increasing funds for modernising its nuclear deterrent and replenishing stocks and should continue to do so, while studiously refusing to call directly for additional funds.

“We’ve made the critical decision to set out our aspiration to reach 2.5% of GDP on defence and as we stabilise and grow this economy, we’ll continue to strive to reach that as soon as possible,” he said.

“But now is the time for all allied and democratic nations across the world to do the same thing and ensure their defence spending is growing too,” he said in reference to those NATO members, which are not reaching the goal of spending 2% of GDP.

Asked whether the government would go beyond current spending, a spokesman for Prime Minister Rishi Sunak said it was a matter for the finance minister but the government was expanding defence spending.

Keen to underline Britain’s engagement in the world, Shapps said Britain was committing 20,000 military personnel to serve across Europe in a major NATO exercise in the first half of this year, as well as warships and fighter jets.

He also said Britain had shown it will “step up to the plate when it is needed” through its strikes, coordinated with the United States, against the Houthis in Yemen to protect international shipping.

“We intended it as a single action and we will now monitor very carefully to see what they do next,” he said, adding such action was harder for other European countries to take.

“The United Kingdom is one of those countries which has always traditionally, and continues to, step up to the plate when it is needed.”

Russian president Vladimir Putin is begging his allies to give weapons to Moscow in order to bolster its invasion of Ukraine, British defense minister Grant Shapps said following a US report that claimed Russia used short-range ballistic missiles sourced from North Korea in airstrikes across Ukraine.Grant Shapps said, “The world has turned its back on Russia, forcing Putin into the humiliation of going cap in hand to North Korea to keep his illegal invasion going.”He added, “In doing so Russia has broken multiple [United Nations Security Council] resolutions and put the security of another world region at risk.

Amid Ukraine war, Western countries supported Kyiv and issued sanctions on Russia while supplying Ukraine with billions in military aid and weapons. Russia has turned to allies like Iran and North Korea as Russian defence minister Sergei Shoigu vowed to strengthen ties between Moscow and Pyongyang after meeting with North Korean counterpart, Kang Sun Nam last year.

Defence Secy Shapps Visits Israel

Israel’s Minister of Defence Yoav Gallant met with the visiting British Secretary of State for Defense Grant Shapps on Thursday night at the Ministry of Defence Headquarters in Tel Aviv. Shapps took part in the lighting of the first candle for the first night of Chanukah with Minister Gallant.

This marked the first visit by a British Defence Secretary to Israel in 27 years.

“This is the first day of Chanukah – the holiday that symbolizes the victory of the Maccabees against their enemies,” Gallant said. “They didn’t have a State – we have a State to protect us, and we are prepared to defend ourselves.”

“Two months ago, the war was launched when we were brutally attacked by Hamas,” he added, “and now we are fighting. We are determined to win, and we will prevail – I am sure of it.”

“We [Israel and Britain] share common values and common goals, and unfortunately also common threats, and we appreciate very much your visit and your position.”

The ministers held a one-on-one discussion, followed by a bilateral security briefing with professional delegations.

Minister Gallant was joined by the IDF Chief of the General Staff Lt. Gen. Herzi Halevi in briefing the Secretary, the British Chief of Defence Forces, Admiral Sir Tony Radakin and their delegation. They discussed developments and the IDF’s precise operations in Gaza. They also discussed the growing tensions on Israel’s northern border and growing regional threats posed by Iranian proxies.

Kerem Shalom crossing to open

The Israel government has agreed to open the Kerem Shalom border crossing to help speed up delivery of humanitarian supplies into Gaza.

In a statement, the Israel body for civil coordination with Palestinians, COGAT said that the Kerem Shalom would be opened in the next few days.

Colonel Elad Goren , head of the Civil department at COGAT, said that Kerem Shalom would be opened for inspection and would allow the flow of humanitarian aid after inspection by UN agencies.

The Kerem Shalom crossing was used to carry more than 60 per cent of the truckloads going into Gaza before war erupted on October 7. (with inputs from agencies)

Sunak, Shapps bicker over deployment of British soldiers to Ukraine

There are no immediate plans to deploy military instructors to Ukraine, British Prime Minister Rishi Sunak said on Sunday, rowing back from comments by his defence minister who had suggested troops could carry out training in the country.

To date, Britain and its allies have avoided a formal military presence in Ukraine to reduce the risk of a direct conflict with Russia.

British defence minister Grant Shapps, who was appointed to the role last month, said in an interview with The Sunday Telegraph newspaper that he wanted to deploy military instructors to Ukraine, in addition to training Ukrainian armed forces in Britain or other Western countries.

Hours after that interview was published, Sunak said there were no immediate plans to send British troops to Ukraine.

“What the defence secretary was saying was that it might well be possible one day in the future for us to do some of that training in Ukraine,” Sunak told reporters at the start of the governing Conservative Party’s annual conference in Manchester.

“But that’s something for the long term, not the here and now. There are no British soldiers that will be sent to fight in the current conflict.”

Former Russian President Dmitry Medvedev on Sunday said any British soldiers training Ukrainian troops in Ukraine would be legitimate targets for Russian forces.

Britain has provided five-week military training courses to around 20,000 Ukrainians over the past year, and intends to train a similar number going forward.

In an interview with the Sunday Telegraph, Shapps said there was scope to offer military training within Ukraine after a discussion on Friday with British military chiefs.

“I was talking today about eventually getting the training brought closer and actually into Ukraine as well,” he was quoted as saying. “Particularly in the west of the country, I think the opportunity now is to bring more things ‘in country’.”

Shapps added that he hoped British defence companies such as BAE Systems (BAES.L) would proceed with plans to set up arms factories in Ukraine.

In his speech at the conference, Shapps did not address his earlier comments, but said the war in Ukraine was consuming weapons and people “at an appalling rate” but “we must remain steadfast” in support the country in its war against Russia.

Shapps also said hundreds of British peacekeeping troops were being sent to Kosovo in the coming days after the worst violence in north of the country in years.

British fighter jets were also sent to Poland this weekend, Shapps said, to help protect NATO’s eastern flank following a request from the Polish government ahead of the country’s national elections this month.

Shapps replaces Wallace as Defence Secretary

Conservative MP and former Energy Secretary Grant Shapps has been appointed as the new Defence Secretary of United Kingdom on Thursday.

This comes after Ben Wallace resigned from his position earlier on Thursday.

“The Rt Hon Grant Shapps MP @GrantShapps has been appointed Secretary of State for Defence @DefenceHQ,” PM Rishi Sunak’s office said on X (formerly Twitter).

After being appointed at the position, Grant Shapps said that he is looking forward to work with the armed forces who protect the nation.

“I’m honoured to be appointed as Defence Secretary by @RishiSunak I’d like to pay tribute to the enormous contribution Ben Wallace has made to UK defence & global security over the last 4 years,” he said on X.

Shapps added, “As I get to work at @DefenceHQI am looking forward to working with the brave men and women of our Armed Forces who defend our nation’s security. And continuing the UK’s support for Ukraine in their fight against Putin’s barbaric invasion”.

After Shapps’ appointment, MP Claire Coutinho was given the position of Energy Secretary and Net Zero.

“Claire Coutinho MP @ClaireCoutinho has been appointed Secretary of State for Energy Security and Net Zero @energygovuk,” Rishi Sunak’s office informed on X.

In his letter of resignation, on Wednesday, Wallace said that he stood with the army during thick and thin times. He recalled the incidents from the Wannacry ransomware attack, the 2017 terrorist attacks, the Salisbury Poisonings, Afghanistan, Sudan and Ukraine.

He further said that his support for Prime Minister Rishi Sunak and his government will continue.

The resignation of Ben Wallace is the second resignation from Sunak cabinet in quick succession.

Earlier, Nadine Dorries announced her resignation from the UK House of Commons on Sunday “with immediate effect” while simultaneously attacking Prime Minister Rishi Sunak. (ANI)

UK support will help power Ukraine’s nuclear plants, Energy Security Secretary Grant Shapps has said after visiting the country.

The government has announced it will provide a £192m loan guarantee to enable a UK-based company to supply Ukraine with uranium enrichment services, a vital part of nuclear fuel.

While he was in Ukraine on Tuesday, Shapps visited a power station, which has been badly damaged by Russian bombing. He also met senior Ukrainian ministers and energy industry figures in Kyiv to discuss the UK’s support for the country’s recovery. 

The government has said it will provide the loan guarantee through UK Export Finance – the UK’s export credit agency – to enable UK-headquartered company Urenco to supply Ukraine’s national nuclear company,  Energoatom.

The Department for Energy Security and Net Zero said this would bring the total of the UK’s non-military assistance to Ukraine to nearly £5bn. It said the support would strengthen Ukraine’s energy security as it defends itself against the Russian invasion, as well as maintain its independence from Russian nuclear fuel.

Ukraine has four nuclear power plants – including Europe’s largest at Zaporizhzhia – but before the Russian invasion in February 2022 it had been receiving most of its nuclear services and fuel from Russia. It has been reducing its dependence and in June last year signed a deal with US company Westinghouse to supply fuel to all its nuclear power stations.

Shapps said: “Our support for Ukraine is unwavering in the face of [Russian President Vladimir] Putin’s barbaric invasion – the UK continues to stand with Ukraine as they repel Russian attacks and rebuild their country.” He added: “Putin has used energy as a weapon of war: the action today to support nuclear fuel deliveries will help Ukraine end their reliance on Russian supplies and bolster their energy security.”

The UK announcement comes after a meeting of G7 energy ministers in Japan earlier this year, where the UK, US, Canada, Japan and France agreed a new nuclear fuel alliance in an attempt to strengthen the sector in each country and push Russia out of the market. Other European countries have also offered financial support to Ukraine’s energy sector through the Ukraine Energy Support Fund, which aims to repair damage caused by Russia to infrastructure and keep it running.

Last year, Shapps took in a Ukrainian family as part of the government’s Homes for Ukraine scheme. While in Ukraine, Shapps visited a kindergarten, which was damaged by Russian shelling and was previously attended by Nikita, the young son of the family who lived with him. The children performed a song before Shapps played them a recorded message from Nikita.

UK ‘absolutely committed’ to net zero, says Shapps

Grant Shapps, the UK energy secretary, has reassured industry leaders that the government remains “absolutely committed” to hitting its net zero carbon targets by 2050, in spite of recent controversy over its intentions.

Shapps told bosses of energy companies at a summit in Downing Street on Wednesday that he wanted them to invest in renewables — including solar, tidal, wind and nuclear — alongside putting money into North Sea oil and gas.

Rishi Sunak’s government has been criticised in recent days for its plan to “max out” hydrocarbons in the North Sea and over the prime minister’s promise to be “on the side” of motorists.

But Shapps opened the meeting by telling company bosses: “For the avoidance of doubt, we are absolutely committed to net zero in 2050 but we will do it in a pragmatic way.”

The minister said that the government would meet its goals in a “realistic and rational way”, and that included pumping oil and gas from the North Sea during a transition to net zero.

Shapps said he told energy groups that the alternative would be to sacrifice jobs and tax revenues from the North Sea while importing oil and gas from other countries.

“Not extracting oil and gas would be mad,” he said, claiming that the Labour opposition had made a serious mistake in planning to stop issuing oil and gas licences.

Asked whether energy companies were confused by some of the language used by Sunak in recent days, Shapps said: “Anyone who listened closely would know we are still signed up to meeting net zero targets.”

He also told bosses that he would support an imminent report by Nick Winser, an energy sector veteran, which will offer ways to speed up the connection of new projects from 14 years to seven.

Among those who sent representatives to the meeting were oil and gas companies Shell and Harbour Energy; RWE, the UK’s largest power producer; and household supplier Scottish Power.

The gathering follows a challenging time for relations between the government and some parts of the energy sector.

The oil and gas industry and electricity producers were dismayed at windfall taxes introduced last year as energy prices leapt in the wake of Russia’s invasion of Ukraine.

And while the oil and gas sector has been cheered by the government’s support for new licences, signs of a change in tone over green policies have made some clean energy investors nervous.

Emma Pinchbeck, chief executive of trade group Energy UK, last month described the mood in the energy sector as “grim”.

On Twitter on Wednesday afternoon, she wrote that she was “delighted” that Shapps “was crystal clear that energy security and net zero are two sides of the same coin”.

She added: “Our industry’s united view is that achieving net zero and energy security go hand in hand, and we welcome the secretary of state’s renewed commitment to that.”

Energy executives pushed the minister to offer more support to the offshore wind sector, as well as removing barriers to investment.

Companies have long urged the government to speed up the timeframes for gaining planning permission so that wind turbines and new electricity cables can be developed more quickly.

Tom Glover, UK country chair for RWE, which aims to invest up to £15bn in the UK by 2030, said it was “reassuring” to hear Shapps’s commitment to net zero.

“We emphasised the need for more and regular engagement between government and industry,” he added.
